AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA,
AMENDING CHAPTER 30, "ELECTIONS" OF THE CITY OF
LONGWOOD CODE OF ORDINANCES TO ADD A NEW SECTION 30-
13 REQUIRING ELECTRONIC FILING OF CAMPAIGN TREASURER'S
REPORTS WITH THE SEMINOLE COUNTY SUPERVISOR OF
ELECTIONS OFFICE'S ELECTRONIC FILING SYSTEM; PROVIDING
FOR CONFLICTS, CODIFICATION, SEVERABILITY, AND AN
EFFECTIVE DATE.
WHEREAS, the City of Longwood is granted authority under Section 106.07(2)(a)2,
Florida Statutes, to impose upon its own officers and candidates electronic filing
requirements not in conflict with section 106.0705, Florida Statutes; and
WHEREAS, the City of Longwood recognizes that a requirement that all candidates
for municipal office file campaign finance reports electronically is not in conflict with the
provisions of section 106.0705, Florida Statutes; and
WHEREAS, the Seminole County Supervisor of Elections has requested that all
candidates for municipal office utilize the Online Treasurer Reporting System maintained
and operated by the Seminole County Supervisor of Elections Office; and
WHEREAS, the City Clerk along with the public will have prompt access to campaign
finance reports electronically filed with the Seminole County Supervisor of Elections; and
WHEREAS, the Florida Legislature has significantly increased the frequency of filing
campaign finance reports required under Section 106.07, Florida Statue, effective
November 1, 2013, by now requiring monthly reports to be filed from the time the
campaign treasurer is appointed with additional reports due on the 25t, 11th, and 4th day
prior to the election; and
WHEREAS, the City of Longwood finds and determines that uniform electronic filing
of campaign finance reports by all municipal candidates will facilitate expanded public
access to campaign finance information and conserve City of Longwood resources leading
to greater efficiency.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY
OF LONGWOOD, FLORIDA:
Section I. Amendment Chapter 30, entitled "Elections" of tl^ie Longwood City Code
is hereby amended to add the following new section Sec. 30 -13 to real as follows:

Sec. 30 -13. Campaign Treasurer's Reports.
All candidates for elected office in the City of Longwood shall electronically file their
campaign treasurer's reports required by state law utilizing the Seminole County
Supervisor of Elections Office's electronic filing system. Campaign treasurer's reports
electronically filed as required by this section shall be deemed filed with the City Clerk
simultaneously upon the Seminole County Supervisor of Elections Office's receipt of the
electronic filing.
Section II. Severability. If any section, subsection, sentence, clause, phrase, or
portion of this Ordinance, or application hereof, is for any reason held invalid or
unconstitutional by any court of competent jurisdiction, such portion or application shall
be deemed a separate, distinct, and independent provision of such holding shall not affect
the validity of the remaining portions thereof to the extent practicable.
Section III. Conflicts and Repealer. To the extent this Ordinance, or any
provisions thereof, conflict with any previously enacted Ordinances of the City of
Longwood, Florida, this ordinance shall control only to the extent any such conflict(s)
exists.
Section IV. Codification. Section I of this Ordinance shall be codified as a part of
the Code of Ordinances of the City of Longwood, Florida, such provisions may be renumbered
or re- lettered to accomplish such intention, and the word "Ordinance ", or similar words,
may be changed to "Section," "Article," or other appropriate word. The City Clerk is granted
liberal authority to codify the provisions of this Ordinance as contemplated herein.
Section V. Effective Date. This Ordinance shall take effect upon adoption.
