CALL TO ORDER STAFF: Sheryl Bower, AICP, Director Chris Kintner, AICP, Planner Sheryl Gina, Recording Secretary Chair Bruce Noyes called the meeting to order at 7:00 p.m. ADDITIONS AND DELETIONS None APPROVAL OF THE MINUTES FOR A. Regular Meeting June 1.1, 2014 Chair Noyes moved to approve the June 11, 2014 minutes as submitted Seconded by Vice -Chair Robin 'Thorn and carried by a unanimous vote. PUBLIC COMMENT No Public Attendees Chair Bruce Noyes moved to close Public Comment. Seconded by Alesia Carringer and carried by a unanimous vote. LPA Meeting Minutes —July 9, 2014 1 5. PUBLIC HEARING A. LDC 03-14 - ORDINANCE NO. 14-2038 AN ORDINANCE OF THE CITY OF LONGWOOD, FILORIDA,, AMENDING THE LONGWOOD DEVELOPMENT CODE, ARTICLE l: GENERAL :PROVISIONS, ARTICLE VI SIGNS, ARTICLE XII THE; HERITAGE VILLAGE URBAN CODE, AND THE HISTORIC DISTRICT CODE BOOK, TO GIVE TEIE CITY COMMISSION THE ABILITY TO, AMEND FEES FOR POLITICAL SIGNS BY RESOLUTION, EXPAND ALLOWANCES FOR OTHER SIGN TYPES AND LOCATIONS, AND STREAMLINE AND CLARIFY EXISTING DEVELOPMENT PROCESSES, AND PROVIDING FOR CONFLICT'S, CODIFICATION, S:EVERABILITY AND EFFECTIVE DATE. No persons to speak :for or against the item Chair Bruce Noyes moved to close the Public Hearing I)ortion of the meeting. Seconded by Alesia Carringer and carried by a unanimous vote. Chair Bruce Noyes asked for an explanation for Single Family Home being changed to Dwelling Unit. Sheryl Bower responded with the traditional definition of Single Family there could be people co-habiting in a home that are not family therefore Dwelling Unit is a better definition overall. Chris Kintner began with the fees associated with political signs not being removed seven days after the elections. The thought is the fine should also be included in a Resolution. A change in the Code requires three public hearings and advertising which incur costs whereas a change in the Ordinance can be done easily by the City Commission if there are no numbers associated. Member Alesia Carringer asked why fees would be allowed to be waived if someone does not remove their signs in seven days. Chris Kintner replied an item that is established by a Resolution can be changed by the Commission at any time. Sheryl Bower added this was one of the requested changes by a Commissioner. The Land Planning Agency can make recommendations if they feel the language doesn't work. Member Alesia Carringer responded the fine should be non-negotiable if the signs are not picked up within the time period delegated. LPA Meeting Minutes —July 9, 2014 2 Chair .Bruce Noyes asked if a candidate who wins a seat would be able to vote to waive their own fine. Vice -Chair Robin Thorn stated there should be an opportunity to waive the fine for an extenuating circumstance. Member Alesia Carringer asked how often the fees are waived. Sheryl Bower answered it appears that has not happened under the current code. Chair Bruce Noyes moved that the Land Planning A�;errcy recommends approval for LDC 03-14, Ordinance 14-2038. Seconded by Member Alesia Carringer and carried by a roll call vote. 6. DISCUSSION AND SCHEDULE FOR FUTURE AGENDA ITEMS Sheryl Bower stated Weston Park is continuing to work on getting their documents approved with FTA and FDOT regarding parking. The lack of sidewalks at the SuriRail Station has also been an issue but it appears there will be sidewalks installed in the near future by FDOT . 7. ADJOURNMENT Chair Bruce Noyes moved to adjourn.
