In response to the resident's complaint,. the City commissioned a closed circuit television (CCTV) inspection to evaluate the structural integrity of the existing drainage pipes relative to the potential for keeping the existing pipes in service (without removal and replacement) The CCTV inspection indicated that the existing storm pipes were generally in poor condition, especially at the pipe flow line where the metal was deteriorated and in some cases missing altogether In an effort to rectify private property encroachment issues (one of the existing 36-inch storm pipes is positioned outside of the platted drainage easement) and given that the existing metal storm pipes are in poor structural condition, a legal settlement agreement was executed with -stipulations that the City would re -locate and replace portions of the existing drainage system Removing the existing double 36- inch pipes followed by the installation a single larger diameter replacement pipe between Raven Avenue and the outfall (state lands) will provide several public benefits, the most important of which include• • Improving drainage and flood protection for a highly urbanized land area of approximately 356 acres. • Eliminating the private property encroachment at 804 Raven Avenue. • Mitigating the potential for private property damage that could occur at 804 Raven Avenue as a result of the poor structural condition of the existing storm pipes. • Mitigating environmental impacts related to sediment transport (observed surface subsidence along / over the existing storm pipes) END OF MEMO "Engineering a Higher Standard" 301 West State Road 434, Suite 309, Winter Spi`ings, FL 32708 •407-992-9160 • Fax 407-358-5155 www.pegasusengineering.net DEPARTMENT OF ENVIRONMENTAL PROTECTION UPLAND EASEMENT APPLICATION SKYLARK SUBDIVISION DRAINAGE IMPROVEMENTS AT 800 AND 804 RAVEN AVENUE ATTACHMENT "D" /'HISTORIC\ 1* LONGWOOD- FI.OR^U.\ / CONSISTENCY WITH THE LOCAL GOVERNMENT COMPREHENSIVE PLAN 4" t' .LOCAL PLANNING-AGENCY/PLANNING & ZONING COMMISSION FIAWDIIS:.NAT=C}t= October 1, 2014 Mr Greg A.
