15-1376 Establishing a Requirement for an Annual Report on Implementation of Complete Streets Policyit RESOLUTION 15-1376 I A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LONGWOOD, FLORIDA, ESTABLISHING A "COMPLETE STREETS POLICY" IN FURTHERANCE OF THE GOALS, POLICIES AND OBJECTIVES OF THE TRANSPORTATION ELEMENT OF THE CITY'S COMPREHENSIVE ; PLAN, ESTABLISHING A REQUIREMENT FOR AN ANNUAL REPORT ON THE MPLEMENTATION OF COMPLETE STREETS, PROVIDING FOR AN EFFECTIVE DATE. I WHEREAS, the City of Longwood has joined the United States Department of Transportation's Mayors' Challenge for Safer People. and Safer Streets and has identified Challenge One, the adoption of a Complete Streets Policy as one of the challenges the City will complete; and WHEREAS, the mobility and accessibility afforded the individual is basic to the success of the City's land use and transportation system, where streets are designed and operated to assure safety, comfort and accessibility for all users of roads, trails, and transit systems, including pedestrians, bicyclists, the disabled, transit riders, motorists, - commercial and emergency vehicles; and WHEREAS, the early settlement patterns for Longwood demonstrated an innate understanding of the relationship between walking and land use, integrating slower moving vehicles with walking, and an easily accessible mixture of land uses, but a century of changing development types and standards has shifted some of the City's land use and transportation system from the convenience of a walk to the convenience of a drive, resulting in greater dependence on the motor vehicle for basic travel; and WHEREAS, the term "Complete Streets" means roadways planned, designed, and constructed to provide access to all users in a manner that promotes safe, efficient movement of people and goods whether by car, truck, transit, assistive device, foot, or bicycle; and WHEREAS, the City Commission of the City of Longwood desires that Longwood be a livable and walkable community that is pedestrian and cyclist friendly, with interconnecting sidewalks, pathways, bike facilities and trails accessing all neighborhoods; and WHEREAS, the City Commission of the City of Longwood recognizes the economic value of providing transportation choice for its residents, businesses and visitors, along with providing better connectivity to our Sunrail Station and transit through the provision of multi - modal facilities; and WHEREAS, Complete Streets is a flexible, context -sensitive, multi -modal approach that implements safe and convenient access for transportation users of all ages and disabilities, including pedestrians, bicyclists, transit riders, and motor vehicle drivers, and NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Longwood, Florida, as follows: City of Longwood Resolution 15-1376 Page 1 of 5 Section I: That the City of Longwood affirms that all road projects should be designed to comfortably accommodate all users to the fullest extent possible; that bicycling, walking, the disabled, and public transit accommodations is a routine part of the city planning, design, construction, maintenance, and operating activities; and that bicycle and pedestrian ways should be considered in new construction, reconstruction, resurfacing or other retrofit projects. In developing these accommodations, the latest, best, and context -sensitive design standards will be used, while recognizing the need for flexibility in balancing user needs. A Complete Streets Policy ("Exhibit A") is hereby adopted by the City Commission. Section II: This resolution shall become effective immediately upon adoption. Langley, A City of Longwood Resolution 15-1376 Page 2 of 5 Exhibit A City of Longwood The City shall, through this Complete Streets Policy, design, build, and maintain a safe, reliable, efficient, integrated and connected multimodali transportation network that will provide access, mobility, safety and connectivity for all users. "Complete Streets" means streets that are designed and operated to enable safe access for all users, meaning that pedestrians, bicyclists, the disabled, motorists, and public transportation users of all ages and abilities are able to safely move through the transportation network. Complete Streets design will promote improved health, economic growth, public safety, recreational opportunity, and social equality throughout the City of Longwood, and will ensure that the safety and convenience of all users of the transportation system are accommodated. Section 1. Scone of Applicability. I A. All City -owned transportation facilities in the public right-of-way including, but not limited to, streets, sidewalks -and all other connecting pathways. B. New and redeveloped privately constructed streets and parking lots shall adhere to this policy as expressed through the Longwood Comprehensive Plan, Longwood Development Code, Manual of Standar s for Streets and Stormwater, and other relevant documents. C. State and County transportation facilities within the City of Longwood, as coordinated with appropriate agencies including the Florida Department of Transportation and Seminole County. Section 2. Proiect Review Process A. Pre -Budget Review Process. Prior to budget preparation, the City Manager, Community Development Director, Leisure Services Director, City Engineer, Utilities Division Manager, and Streets and Fleet Division Manager will meet to review proposed capital improvement projects to determine those that are impacted by the complete streets policy. The purpose of this meeting is to identify projects, review project scope for consistency with this policy and determining funding needs. B. The City shall approach every construction project as an opportunity to create safer, more accessible streets for all users. To that end, construction projects that have not been considered during the budget process will be distributed to the Complete Streets Review Team, which shall consist of the City Manager, Community Development Services Director, City Engineer, Leisure Services Director, Utilities Division Manager, and Streets and Fleet Division Manager for comment prior to the project being put out for bid (for work done by outside entities) or prior to construction for projects done in-house. C. During the planning and design phase of projects identified through either A or B above, the Complete Streets Review Team, shall review and make comments relating to the incorporation of Complete Streets Elements into the project. D. The Review Team shall consult and reference current best practices and the Review Team's comments shall be included with any recommendation for approval to the City Commission of a purchase order for a project. E. Projects should anticipate funding needs land seek resources to acquire necessary right-of- way and/or easements. Where the costs of acquiring right-of-way to provide separate City of Longwood Resolution 15-1376 Page 3 of 5 accommodations for each mode of travel are cost -prohibitive, innovative or multi -use facilities within the existing right-of-way that accommodate both pedestrians and bicyclists shall be considered, if appropriate for the roadway and its context. Section 3. Development Review A. Within one year of the adoption of this policy, the appropriate City staff shall review and update as necessary any relevant policies and processes that fall under their purview, including the City Code, Longwood Comprehensive Plan and Development Code, Manual of Standards for Streets and Stormwater, and other relevant documents, to ensure that they fully incorporate the principals of this Complete Streets Policy in the review of site plans, subdivision plans, planned developments, and other projects that include streets, private drives, or other internal circulation routes. B. The Community Development Services Department shall provide appropriate information and education to the development community and applicants, along with notifying other departments on Complete Streets training opportunities. Section 4. Implementation and Monitoring A. The City shall incorporate Complete Streets into budgeting processes, work plans, and staffmg projections and consider Complete Streets one of the priorities in roadway planning and funding decisions. B. Within one month of the adoption of this resolution, the Community Development Services Department shall prepare a performance tracking sheet to be completed by the appropriate Department for each project affected by this policy. The purpose of these sheets is to track consistency with this policy for the yearly report to the City Commission. Tracking sheets are to be completed and submitted to the Community Development Services Department prior to completion of the subject project. C. The City will actively seek sources of funding to implement Complete Streets, including but not limited to MetroPlan Orlando, FDOT, Seminole County, Federal agencies and private foundations. D. In planning for capital transportation and maintenance projects, the City shall give extra weight to those projects that can provide a meaningful benefit to improvement of the transportation network consistent with this policy. E. Staff shall prioritize the safe movement of pedestrians, bicycle, the disabled, and public transportation traffic in decisions regarding the use of limited public right-of-way, with consideration given to roadway context and land use. F. Within 6 months of the adoption of this resolution, Public Works, the City Engineer, Community Development Services and other appropriate City staff will attend a minimum of 2 hours of workshops or online training- to become familiar with the Complete Streets principles and best practices for implementation of this policy. G. The Community Development Services Department shall annually measure and report improvements to the City Commission. The first report shall be due to the City Commission one year after the date of adoption of the Complete Streets policy and shall contain updates on the following: a. Status of updates to the Land Development Code and Manual of Streets and Stormwater to reflect Complete Streets standards. b. Establishment of an annual pre -budget preparation capital project review team and review schedule. City of Longwood Resolution 15-1376 Page 4 of 5 c. Number of projects considered by the Complete Streets Review Team including those considered pre -budget and, those considered outside of the pre -budget review process. d. Number of projects distributed to the Complete Streets Review Team that qualified for Complete Streets Improvements and the disposition of those improvements. e. Linear feet of new and repaired (bicycle facilities completed within the preceding year and cumulative improvements. f. Linear feet of new and repaired sidewalks completed within the preceding year and cumulative improvements. ' g. Linear feet of new and repaired crossings and curb ramps completed within the preceding year and cumulative improvements. h. Ratio of new bicycle facilities, sidewalks, and crossings/curb ramps to new street facilities constructed. i. Amount of outside funding received. j. Total amount of funding directed to Complete Streets measures. k. Staff Hours devoted to Complete Streets training. 1. Number of Bicycle and Pedestrian Crashes. m. A summary of exemptions and missed opportunities. Section 5. Use of Best Practices. City staff shall consult .best practice guides ins project review, including but not limited to the following documents: American Association of State Highway and Transportation Officials • AASHTO Guide for the Development of Bicycle Facilities, Fourth Edition • Guide for the Planning, Design, and Operation of Pedestrian Facilities National Association of Ci1y Transportation Officials • Urban Bikeway Design Guide • Urban Street Design Guide Institute of Transportation Engineers • Designing Walkable Urban Thoroughfares: A Context Sensitive Approach • Recommended Design Guidelines to Accommodate Pedestrians and Bicycles at Interchanges City of Longwood Resolution 15-1376 Page 5 of 5
