16-1397 Adopting the Seminole County 2015-2020 Floodplain Management PlanRESOLUTION NO. 16-1397 A RESOLUTION OF THE CITY OF LONGWOOD, FLORIDA ADOPTING THE SEMINOLE COUNTY `2015- 2020 FLOODPLAIN MANAGEMENT PLAN. WHEREAS, the Board of City Commissioners of the City of Longwood, Florida is charged with the duty of protecting the health, safety, and welfare of its citizens; and WHEREAS, the City of Longwood is vulnerable to a wide range of natural disasters, as demonstrated by the very high human and economic costs of events that have impacted the State in the past decade; and WHEREAS, flooding is a significant threat to the health and safety of the citizens of Seminole County and its municipalities and the City of Longwood recognizes the importance of reducing vulnerabilities to flood events for the overall public health, safety and welfare; and WHEREAS, the City of Longwood has been an active participant in Seminole Prepares, the Local Mitigation Strategy working group, which has established a comprehensive, coordinated planning process involving Seminole County and its municipalities, as well as other public and private sector organizations, to eliminate or decrease flooding vulnerabilities ; and WHEREAS, floodplain management encompasses corrective and preventative measures for reducing flood damage; and WHEREAS, a community's agreement to adopt and enforce a Floodplain Management Plan helps to reduce the community's flooding risk; and WHEREAS, through the National Flood Insurance Program (NFIP), the Floodplain Management Plan benefits municipalities that participate in the Community Rating System with credits that reduce consumers' flood insurance premiums; and WHEREAS, the Longwood City Commission continues to work with Seminole Prepares in an effort to reduce the potential for personal and property losses in flood -prone areas; and WHEREAS, Seminole County and its municipalities, including the City of Longwood, are required to develop and implement a Floodplain Management Plan as part of Seminole County's NFIP requirements for participation in the CRS; and WHEREAS, pursuant to the Seminole County Charter and the Seminole County Administrative Code, the Seminole County Floodplain Management Planning Committee was established to ensure the timely development of the Floodplain Management Plan through assessment of flooding problems throughout the County; and City of Longwood Resolution No. 16-1397 Page 1 of 3 WHEREAS, the Seminole County Floodplain Management Planning committee assisted in the development of goals that address the identified flood hazards and in the creation of various mitigation strategies that will be implemented to reduce damage to insurable structures and help protect lives, which will also reduce the cost of flood insurance to County residences; and WHEREAS, the Federal Government has implemented new and updated Code of Federal Regulation (CFR) standards which further enhance the minimum standards previously required; and WHEREAS, the Floodplain Management Plan complies with the Federal Hazard Mitigation Planning Standards contained in 44 CFR 201-206 (b)-(d); and WHEREAS, the adoption of the 2015-2020 Seminole County Floodplain Management Plan and integration into the Local Mitigation Strategy supports the effort to reduce the potential for personal and property losses in flood -prone areas; and WHEREAS, adoption of the Seminole County 2015-2020 Floodplain Management Plan by the Longwood City Commission will provide for continued grant funding for the City of Longwood through local mitigation initiatives as approved through the Federal Emergency Management Agency (FEMA); NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMNIISSION OF THE CITY OF LONGWOOD, FLORIDA, THAT: 1. The City of Longwood hereby accepts and formally adopts the 2015-2020 Seminole County Floodplain Management Plan, a copy of which is hereby attached, to support and supplement Seminole County's Local Mitigation Strategy (LMS). 2. The City of Longwood hereby accepts and endorses the mitigation goals and objectives established in the 2015-2020 Seminole County Floodplain Management Plan and the anticipated schedule for the next updating of the Plan. 3. The City of Longwood will continue to participate in the updating and expansion of the 2015-2020 Seminole County Floodplain Management Plan in the years ahead. 4. The City Manager, or designee(s), are hereby authorized and directed to implement the provisions of this Resolution by means of such administrative actions as may be deemed necessary and appropriate. City of Longwood Resolution No. 16-1397 Page 2 of 3 The City Manager, and designees, are hereby directed and instructed to pursue available funding opportunities for implementation of the proposals set forth in the 2015-2020 Seminole County Floodplain Management Plan, and upon receipt of funding, take other necessary resources and when otherwise determined to be appropriate, to implement the proposals contained in the City's individual section of the Plan. 6.
