16-1399 Establishing a City Hall Site Evaluation Ad Hoc CommitteeRESOLUTION NO.16-1399 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LONGWOOD ESTABLISHING A CITY HALL SITE EVALUATION AD HOC COMMITTEE AND ESTABLISHING RULES AND PROCEDURES CONCERNING SAME; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission desires to create a three member City Hall Site Evaluation ad hoc committee for the purposes of evaluating development opportunities for the current City Hall site and potential alternative sites for City Hall; and WHEREAS, the City Commission desires to appoint two members of the City of Longwood Land Planning Agency ("LPA") to serve on such City Hall Site Evaluation ad hoc committee and such duties of these two LPA members shall be considered ex officio duties of such LPA members; and WHEREAS, since these two LPA members will serve on the City Hall Site Evaluation ad hoc committee in an ex officio capacity and such committee is a sub -committee of the LPA, there is no dual office holding violation or a triggered prohibition under Section 2-311(h), City of Longwood Code of Ordinances; and WHEREAS, in addition to the two LPA members, the City Commission desires to appoint a third person to serve on the City Hall Site Evaluation ad hoc committee; and WHEREAS, such City Hall Site Evaluation ad hoc committee shall be considered a sub- committee of the LPA, but will report its recommendations directly to the City Commission; and WHEREAS, the Longwood City Commission finds that this Resolution is in the best interest and welfare of the residents of the City of Longwood. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF -THE. CITY OF LONGWOOD, FLORIDA, AS FOLLOWS: Section 1. Recitals. The above recitals are true and correct and -are incorp6-rated h6rdin by this reference. Section 2. Creation. The City Commission hereby creates the- City_ _Hall Site Evaluation ad hoc committee for the purposes of evaluating development opportunities for the current City Hall site and potential alternative sites for City Hall. The City Hall Site Evaluation ad hoc committee shall consist of three (3) members, made up of two (2) members of the City of Longwood Land Planning Agency ("LPA") and one additional member appointed by the City Resolution No. 16-1399 Page 1 of 2 Commission. These duties on the ad hoc committee shall be considered ex officio duties of these two LPA members appointed to serve on the City Hall Site Evaluation ad hoc committee. The City Hall Site Evaluation ad hoc committee shall be considered a sub -committee of the LPA, but will make its recommendation directly to the City Commission. The City Hall Site Evaluation ad hoc committee meetings shall be open to the public and generally conduct itself in accordance with the provisions of Section 2-313, City of Longwood Code of Ordinances. Section 3. Appointments. The City Commission hereby appoints the following two members of the City of Longwood Land Planning Agency and one additional member to serve on the City Hall Site Evaluation ad hoc committee and the first person named below is the Chairperson of such committee: (Chairperson) Section 4. Sunset. The City Hall Site Evaluation ad hoc committee shall sunset and terminate on December 31, 2016, unless terminated earlier or extended by majority vote of the City Commission. Section 5. Effective Date. This Resolution shall take effect immediately upon adoption. PASSED and ADOPTED this 4�-day of April, 2016.
