A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF LONGWOOD FLORIDA AUTHORIZING A
TRANSPORTATION INCENTIVE PROGRAM TO
SUPPORT REDUCTION OF INDIVIDUAL VEHICULAR
TRAVEL AND INCREASE SUNRAIL RIDERSHIP BY
PROVISION OF ALTERNATIVE TRAVEL METHODS TO
AND FROM THE SUNRAIL STATION UTILIZING
BUSINESS TAXES COLLECTED FROM VEHICLES
FOR HIRE TO SUBSIDIZE THE COST OF SUCH
VEHICLES WITHIN THE CITY OF LONGWOOD.
f WHEREAS, the City of Longwood is committed to supporting
transportation services which form a community -oriented transit system; and
WHEREAS, the City Commission recognizes that a localized transit
feeder system is essential to the SunRail system, and its absence a direct and
proximate cause of a lack of ridership on SunRail; and
WHEREAS, ongoing improvements to Interstate 4 will continue for
several years and exacerbate the need for east/west intra-city transit services
to compliment the intercity service provided by SunRail; and
WHEREAS, the failure of the various regional transportation agencies to
develop and provide localized transit feeder service in advance of SunRail may
jeopardized the success of SunRail; and
WHEREAS, the City of Longwood is committed to innovative ideas and
programs which will accomplish a localized transit feeder service through
alternative travel methods, such as vehicles for hire; and

WHEREAS, the City Commission hereby authorizes the creation of and
implementation of an incentive program to encourage greater use of vehicles
for hire for transportation to the SunRail station; and
WHEREAS, the City Commission intends the revenues received via the
business taxes imposed on vehicles for hire be utilized for the incentive
program.
NOW THEREFORE BE IT RESOLVED by the City of Longwood
Commission that:
1. The City will enter into a public private partnership with Uber
Technologies, Inc. for a one-year pilot project with this transportation
network company to perform services similar to the demonstration.

2. The City will evaluate ride share and ride hailing technology to
determine its benefits for congestion management and accessibility
and ridership improvements for SunRail.
3. Similar to the pilot project with the transportation network company
as set forth in Section 1, above, the City seeks to encourage single -
vehicular transportation service providers to focus on increasing
ridership to and from the SunRail station. As such, during the one-
year pilot project, the City will incentivize any company or operator
who paid a business tax receipt under Section 82-43, Taxicab,
Jitney Bus or Other Vehicles for Hire, of the City Code of
Ordinances, by paying to them an

incentive equivalent to the business tax receipt paid by that company
for 2016.
4. To the extent permitted by law, the City will not require transportation
network companies to pay business tax receipts during this pilot
project.
