P&R04-05-16Min111STORIC LONOOD FLORIDA PARKS AND RECREATION ADVISORY BOARD REGULAR MEETING DATE: April 5, 2016 TIME: 7:00 P.M. LOCATION: Longwood Commission Chambers 175 West Warren Avenue Longwood, FL 32750 MINUTES Present: Lori Rice, Chair Dave Putz, Vice Chair Judi Coad, Member James Vogel, Member Bruce Harnage, Member Michelle Hendrix, Member Chris Capizzi, Leisure Services Director Anthony Velardi, Leisure Services Intern Karen Behling, Recording Secretary 1. CALL TO ORDER. Chair Rice called the meeting to order at 7:04 p.m. 2. PUBLIC INPUT. — None 3. STAFF REPORT: Mr. Capizzi stated that the Downtown Longwood Cruise In will be held on April 9, 2016 from 5:00 pm until 8:00 pm on West Church Avenue. Mr. Capizzi stated that the Senior Matinee Movie will be The Big Aort". It will be held in the Longwood Community Building. on April 20, 2016 at 1:30 p.m. Mr. Capizzi went over the,projected 2016/2017 Fiscal Year budget with the Board. Mr. Capizzi stated he has been directed to make a three percent cut to the current year budget and a three percent cut from the FY 2016/2017 budget. Mr. Capizzi went over the specific line items that involve the Parks and Recreation Board. Mr. Capizzi stated that he has cut the Recreational Coordinator position from the FY 2016/2017 budget along with additional funds from other lines items in order to meet the required cut amount. Mr. Capizzi also said that he could provide a list of revenues at the end of the fiscal year in reference to rentals and other programs at Longwood Elementary School. Mr. Capizzi stated that Dix Hite will be turning in a proposal for engineering/construction plans to Community Development Department in reference to Reiter Park. Dix Hite will be the lead on this project and they will be able to hire their own sub -contractors. This park will have design built elements. He stated the City will not be sending portions of this project out for bid. We currently have a continuing services contract with Dix Hite. Mr. Velardi spoke about the upcoming Community Yard Sale. He stated that we currently have fourteen interested vendors and five paid so far for the May Yard Sale. We have a total of twenty five spaces available to rent out. Chair Rice would like to see all the new programs that are starting at Longwood Elementary School and Candyland Park placed in the Orlando Sentinel Seminole County Lifestyle section. Mr. Capizzi stated he will work on this. 4. ACTION ITEMS. A. Approve Minutes from March 1, 2016 Regular Meeting. Member Vogel motioned to approve minutes from February 2, 2016, seconded by Member Coad. Motion passed 6-0 B. DISCUSS RESHEDULING SEPTEMBR 6, 2016 MEETING. Member Hendrix motioned to move September meeting to August 30, 2016 and October meeting to September 20, 2016, seconded by Member Vogel. Motion passes 6-0. Member Coad motioned to move December 6, 2016 meeting to November 22, 2016, seconded by Member Vogel. Motion passes 6-0 C. Board Member Reports Member Vogel brought to the Board on doing a "Taste of Longwood" event in the area with local businesses. He was looking into possibly doing this community event in September this would be a German Fest type affair. In Leu of working with The German American Society he would work with local businesses to put on a German Austrian type event. This would include German entertainment, food and beer. Member Vogel would like to initiate this new event as his Board Member Project. Chair Rice commented on lights at Candyland Park coming on at 4:45pm, picnic tables under the large pavilion having graffiti on them. The new message board mounted on the concession stand at Candyland has been vandalized she suggested maybe staff could possibly repair it. Chair Rice stated the playground mulch needing replenishment in the parks. Chair Rice asked if the summer swim days have been booked at Lyman High School. Mr. Capizzi stated yes, Monday thru Thursday 9am -2pm and Saturday 9-4pm. Chair Rice asked about the install date of Raven Park playground equipment. Mr. Capizzi stated sometime in April. Chair Rice stated that the Commissioners suggested doing an International Food Festival the Saturday night during the Art Festival in Reiter Park or during another time of year when it is cooler. Chair Rice asked for an update on community surveys which was discussed at our February meeting. Participants of Leisure Services Programs and renters of the Longwood Community Building and Longwood Elementary School facilities would have the opportunity to participate in the surveys. Mr. Capizzi stated we would set up a box with surveys around the restroom area to collect feedback at the Longwood Community Building. Member Harnage would like to take the lead for the 2016 Chili Cook Off on as a Board Member Project. Member Hendrix updated the Board on the new bulletin board that will.be installed soon at the Dog Park area. Member Hendrix asked when the dog park might be closed due to the drainage issue in the Dog area. Mr. Capizzi will let the Board know when he receives an answer from Public Works. Member Hendrix.is looking at doing another Barkfest in October of this year and will get back to the Board on this. Member Hendrix volunteered to lead initiating International Food Festival as stated above by Chair Rice. Member Coad would like to add. a light at Candyland Park around the picnic area before National Night Out utilizing fundraising monies from Chili Cook. Off net proceeds as an enhancement component to our parks for security. Member Coad ask staff to bring forth installation estimate since the City already has the light so that the Board can consider for approval spending of the fundraising monies in this manner. Vice Chair Putz spoke about the new sod on the play hill at Reiter Park and that the cypress tree has been fertilized recently. He stated that the mushrooms are back at the basketball court area at . Reiter Park. Mr. Capizzi stated the parks crew will be getting on treating the mushrooms in the court soon. D.
