AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA, AMENDING
ORDINANCE NO. 1019, SAID ORDINANCE BEING THE COMPREHENSIVE
PLAN FOR THE CITY OF LONGWOOD, FLORIDA; SAID SMALL SCALE PLAN
AMENDMENT (SPA 03-15) CHANGING THE LAND USE DESIGNATION ON THE
FUTURE LAND USE MAP OF THE COMPREHENSIVE PLAN FROM INFILL
AND MDOED USE (IlVIiI) TO MEDIUM DENSITY RESIDENTIAL (MDR) AND
CHANGING THE ZONING DESIGNATION FROM THE EAST END DISTRICT OF
THE LONGWOOD DESIGN GUIDEBOOK TO MEDIUM DENSITY RESIDENTIAL
15 (MDR-15) FOR A PORTION OF THE PROPERTY WITH PARCEL ID 26-20-30-
5AR-ODOO-058D AND A PORTION OF THE PROPERTY WITH PARCEL ID 04-21-
30-300-002A-0000 MORE PRECISELY DESCRIBED IN THE LEGAL
DESCRIPTION PROVIDED HEREIN; PROVIDING FOR CONFLICTS,
SEVERABILITY AND EFFECTIVE DATE.
WHEREAS, on July 20, 1992, the City of Longwood adopted its Comprehensive Plan
(Ordinance No. 1019) pursuant to the requirements of Chapter 163, Part II, Florida Statutes and
Chapter 9J-5 Florida Administrative Code; and
WHEREAS, Oakwood Construction and Development LLC. has requested a change to
the future land use and zoning designation for properties located within the City of Longwood,
described in Section I; and
WHEREAS, such properties should be consistent with land uses of neighboring parcels to
allow for the most appropriate future development of the site; and
WHEREAS, the proposed future land use and zoning classification (MDR & MDR-15)
for these properties are consistent with City of Longwood Comprehensive Plan and its goals,
policies and objectives; and
WHEREAS, Chapter 163.3174 (4) (a), Florida Statutes requires the Land Planning
Agency (LPA) to make recommendations to the governing body regarding amendments to the
Comprehensive Plan; and

WHEREAS, the LPA held a public hearing with due public notice on July 13, 2016 to
consider the future land use and zoning map amendment request; and recommended the
proposed Small Scale Plan Amendment (SPA 03-15) be approved by the City Commission; and
WHEREAS, the Longwood City Commission has held a first reading of the FLU and
zoning map amendment; and
WHEREAS, the City Commission of the City of Longwood, Florida has held a public
hearing with due public notice to consider the FLU and zoning map amendments of the property
hereinafter described and at such hearing, interested parties and citizens for and/or against the
proposed establishment of the City of Longwood future land use and zoning designation were
heard; and
BE IT SO ORDAINED BY THE CITY COMMISSION OF THE CITY OF
LONGWOOD, FLORIDA, AS FOLLOWS:
SECTION I: That the Future Land Use Map of the City of Longwood Comprehensive
Plan as established by Ordinance No 1019, is hereby amended by changing the designation of a
portion of the subject parcels to the Medium Density Residential (MDR) Future Land Use
designation as provided in Exhibit A, and that the Official Zoning Map is hereby amended by
changing the designation of a portion of the subject parcels to Medium Density Residential 15
(MDR-15) as provided in Exhibit A, said property being more specifically described as:
Property ID#: A Portion of 26-20-30-5AR-OD00-058D, AND
A Portion of 04-21-30-300-002A-0000
Addressed 425 S. U.S. 17-92, Located off Sunbranch Lane, Longwood
Legal Description: COMMENCING at the Northwest corner of Lot 1, Irenedale,
as recorded in Plat Book 6, Page 95, Public Records of Seminole County, Florida;
thence run North 89°56'00" East along the North line of said Lot 1, a distance of
80.32 feet to the Easterly right-of-way line of State Road 15-600, (U.S. Highway
17-92); thence run North 05°00'57" East, along said right-of-way line, a distance
of 29.62 feet; thence departing said right-of-way line, run North 89°56'00" East, a

distance of 214.81 feet; thence North 05°00'57" East, parallel with the Easterly
right-of-way line of State Road 15-600, a distance of 41.81 feet to the POINT OF
BEGINNING; thence continue N 05°00'57" E along said line for a distance of
146.41 feet; thence N 07°51'19" W for a distance of 81.90 feet to the point of
curvature of a curve concave to the Southeast having a radius of 15.00 feet;
thence run Northeasterly along the arc of said curve through a central angle of
94° 18'54" for an arc length of 24.69 feet to the point of tangency; thence N
86°27'35" E for a distance of 17.39 feet; thence S 89°47'33" E for a distance of
42.00 feet to the point of curvature concave Southerly having a radius of 500.00
feet; thence run Southwesterly along the arc of said curve through a central angle
of 27°16'22" for an arc length of 238.00 feet to the point of tangency; thence run
S 62°31'11" E for a distance of 44.09 feet; thence run S 05°00'57" W for a
distance of 168.27 feet; thence run S 89°54'20" W for a distance of 328.21 feet to
the POINT OF BEGINNING.
Said parcel having an area of having an area of 74212.96 square feet or 1.704
acres.
SECTION II. Codification: It is the intention of the City Commission of the
City of Longwood, Florida and it is hereby ordained that the provisions of the Ordinance
shall become and be made a part of the City of Longwood, Florida adopted zoning map.
SECTION III Conflicts: If any Ordinance or part thereof is in conflict herewith,
this Ordinance shall control to the extent of the conflict.
SECTION III. Severability: If any section or portion of a section of this
Ordinance proves to be invalid, unlawful or unconstitutional, it shall not be held to
invalidate or impair the validity, force or effect of any other section or part of this
Ordinance.
SECTION IV. Effective Date: This Ordinance shall become effective 31 days after
adoption if no challenge is filed.
