A RESOLUTION OF THE CITY OF LONGWOOD,
FLORIDA, ADOPTING A COMPREHENSIVE
EMERGENCY MANAGEMENT PLAN AS THE OVERALL
STRUCTURE AND GUIDANCE FOR CITYWIDE
EMERGENCY MANAGEMENT FUNCTIONS;
PROVIDING FOR CONFLICTS, SEVERABILITY, AND
AN EFFECTIVE DATE.
WHEREAS, Chapter 252.38 of Florida Statutes states that municipalities are authorized
and encouraged to create municipal emergency management programs; and
WHEREAS, the City of Longwood has prepared a Comprehensive Emergency
Management Plan (CEMP), the purpose of which is to reduce the vulnerability of people and
property from large scale disasters, to ensure an effective response to the impacts of critical
incidents and disasters, and to ensure long-term recovery for the community; and
WHEREAS, the CEMP establishes policies, strategies, operational goals and objectives
through which the City will mobilize resources and conduct response and recovery activities after
a large scale disaster; and
WHEREAS, all City of Longwood departments having responsibilities contained within
this plan have acknowledged and agreed upon their roles and responsibilities;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF LONGWOOD, FLORIDA, that:
SECTION I: The City Commission hereby approves and authorizes the Mayor to sign the
CEMP. A copy of this resolution shall be furnished to the appropriate employees and agencies.
Future major revisions to the CEMP will be brought forward as necessary.
SECTION II: Severability. To the extent that any portions or sections of this Resolution
are determined to be invalid, ineffective, or void by a court of competent jurisdiction, the
remaining portions of this Resolution, to the extent not otherwise dependent or reliant
upon the invalid, ineffective, or void portions or sections of this Resolution, shall remain
valid and effective.
SECTION III: Conflicts To the extent that any resolutions or policies conflict with this
Resolution, this Resolution shall control.
SECTION IV: Effective Date. This resolution shall become effective immediately upon
adoption.
