16-1418 Establishing Revised Building Permit and Building Permit Related FeesRESOLUTION NO. 16-1418 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LONGWOOD, FLORIDA, ESTABLISHING REVISED BUILDING PERMIT AND BUILDING PERMIT -RELATED FEES; AND ESTABLISHING A METHOD FOR DETERMINING VALUATION OF BUILDINGS; PROVIDING AN EFFECTIVE DATE. WHEREAS, Section 553.80 Florida Statutes Enforcement authorizes the governing body of a municipality to provide a schedule of fees for the enforcement of the provisions of the Florida Building Code; and WHEREAS, Article H of Chapter 18 of the Code of Ordinances, City of Longwood, Florida provides for the establishment of building and related permit fees by resolution of the City Commission; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LONGWOOD, SEMINOLE COUNTY, FLORIDA: Section I: That the following schedule of fees be established for Building Permits and related services are hereby amended as follows underlined language are additions, and stiket4eu words are deletions; provisions not included are not being amended): SCHEDULE OF FEES FOR CITY OF LONGWOOD BUILLING DIVISION Method for Determining Value of Buildings. If the contractor fails to provide such verification, the Building Official may, in his or her sole discretion, determine the valuation based on the value of construction of proposed work. Fifty percent of the permit fee will be paid in advance for plan review and shall be subject to the refund policy. net be eligible f ---•^fffia All permits are subject to a State Certification Surcharge and a State DBPR Surcharge which is a minimum of $4.00 per permit or 3% of the permit valuation. Resolution No. 16-1418 — Building Fee Schedule — Page 1 of 8 Plans: A minimum of T two sets of drawings shall be submitted with all applications. Digital copies of all as-builts shall be submitted prior to issuance of a certificate of occupancy. Other fees and charges: The applicant is responsible for other related fees and charges not enumerated in this Chapter prior to receiving building permits as required by law. These include, but are not limited to, City utility impact fees and Seminole County impact fees. If a permit is not renewed prior to the expiration date, the applicant will be required to resubmit plans and specifications for the appropriate category and pay the appropriate fees. In the event the code changes editions then the re -submission of the expired application will be based on the most current code edition. Penalties: Any person commencing work without a permit shall be subject to a fee in the amount of double the permit fee. Refunds: For projects that are cancelled after fees are paid, a 75% refund shall apply. Projects that have begun construction shall not be eligible for a refund. The application fee is nonrefundable. Section U. Conflicts/Supersede. This Resolution shall supersede any previous rules, policies, procedures, or resolutions to the extent of any conflict with this Resolution. Section III. Severability. If any portion of this Resolution is finally determined by a court of competent jurisdiction to be invalid, unconstitutional, unenforceable, or void, the balance of the Resolution shall continue in full force and effect. Section IV: This resolution shall become effective January 16, 2016. However, the City Manager may delay the implementation of the fee changes set forth in this Resolution until the City's new permitting software becomes active.
