1. CALL TO ORDER
Chair Rice called the meeting to order at 7:00 p.m.
2. PUBLIC INPUT
Mr. David Zimmerman resides at 1817 Meadowbend Drive. He thanked Mr. Capizzi and the
members of the Park and Recreation Advisory Board for the improvements to Arbor Park Dog Park.
He said he appreciates Mr. Capizzi and the Board for listening to the suggestions made at the October
meeting.
3. STAFF REPORT.
Mr. Capizzi said the Downtown Longwood Cruise -in Car Show will take place on Saturday, February
11 from 5:00 to 8:00 p.m. The Senior Matinee will take place on Wednesday, February 15 at 1:30
p.m. in the Community Building. He said the Ford Mustang Round -up brought to you by the Mid -
Florida Mustang Club in partnership with the City of Longwood will occur on Saturday, February 25
from 9:00 am. to 3:00 p.m. He said the Historic Longwood Farmer's and Artisan's Market takes place
on Saturdays from 9:00 a.m. to 1:00 p.m. He introduced Mr. Rinaldo, the Recreation Program
Coordinator. He said Mr. Rinaldo has begun the planning process for Summer Camp and has worked
on the Farmer's Market. He said because Mr. Rinaldo will be working on events, he will be working
closely with the Board.

Mr. Rinaldo gave a brief description of his professional experience. He said he has worked for a
number of public parks and recreation departments. He said he has an extensive background planning
both small and large scale events. He said he started the Debary Farmer's Market. He said he is
looking forward to upcoming projects that will come with the completion of Reiter Park.
Chair Rice asked Mr. Capizzi to email Mr. Rinaldo's contact information to the Board.
Mr. Capizzi said he will send Mr. Rinaldo's office phone and email to the Board.
Member Putz asked if Mr. Rinaldo's position is permanent.
Mr. Capizzi confirmed Mr. Rinaldo's position is permanent; it is not an internship.
Chair Rice welcomed Mr. Rinaldo and said she is looking forward to working with him.
Vice Chair Hendrix asked Mr. Capizzi about the Farmer's Market; she asked what he thinks the
attendance will be like in February.
Mr. Capizzi said in an effort to attract vendors to the Market, the vendor fee will be waived for the
month of February. Mr. Capizzi said he met with Mr. Lynch, the Market Manager, in an effort to
brainstorm ideas to bring more attendance to the Market.
Mr. Rinaldo said he met with Mr. Lynch to give him ideas for the Market. He said it will take
persistence to grow the Market and to grow a following. He said he has recently sent information out
to local apartment complexes who were happy to share this information with their residents. He said
he has been working on putting more information on the Leisure Services Facebook page. He
suggested doing a dog adoption day at the Market within the upcoming months. He said they are
soliciting produce vendors. He said he attended the Deland market and the Mt. Dora art festival and
passed out flyers to the vendors in attendance. He said Mr. Lynch will offer a discounted fee to the
vendors that attend during the month of February.
Vice Chair Hendrix said the lack of vendors selling food products makes it difficult to attract return
customers. She suggested posting a picture to the Market's Facebook page the morning of the market
to entice people to attend.
Chair Rice said Mr. Lynch asked if there is a Board member that would like to help market the
Farmer's Market online on a more regular basis.
Mr. Rinaldo said somewhere along the lines, there have been two Facebook pages created for the
Market. He said Mr. Lynch has been in contact with Facebook about merging the two pages. He said
the Farmer's Market page has about four hundred (400) followers and the Leisure Services page has
about nine hundred (900). He said he has notice that the one of the best ways to market on social
media is to invite friends to like the Facebook page.
Chair Rice said there are still a number of people who do not use social media. She suggested putting
advertisements for the Farmer's Market into the Orlando Sentinel.
Mr. Capizzi said Mr. Rinaldo was out all day dropping off flyers. He is aware that his advertising
efforts are should not be focused on just social media.
Vice Chair Hendrix suggested sending information out to students when Longwood Elementary opens
up.

Mr. Capizzi said Mr. Rinaldo suggested making a Farmer's Market commercial for Seminole County
Television programming.
Mr. Rinaldo said a lot of times, the commercial does not just play on the station, but it is posted to
YouTube which can be posted to social media.
Chair Rice said cities such as Altamonte, Oviedo, and Lake Mary have their own television channels.
Member Coad said there is a gentleman who sells antique glassware at the Garage Sales and he would
be a good addition to the market.
Mr. Rinaldo said he has been researching options for summer camp field trips and will be presenting
Mr. Capizzi with a list before the trips are finalized.
Chair Rice mentioned the new location for summer camp is at Lyman High School since the camp will
no longer be able to use Longwood Elementary.
Mr. Capizzi said he is working with Longwood Aquatics who will staff lifeguards for the pool. The
summer camp children will be able to swim at least twice a week.
Chair Rice said she is glad to see Longwood Aquatics is offering affordable swim lessons. She
mentioned Longwood Residents will receive a discounted rate. She said season passes are available
for purchase, but she is not sure if they are offering daily passes.
Mr. Capizzi said he will look into whether they offer daily passes.
Chair Rice said she is pleased to hear Longwood Aquatics is offering swim lessons for those with
special needs.
Member Coad asked what age the lessons start at.
Mr. Capizzi said he will forward the flyer to the Board.
Chair Rice said the City logo is featured on their website. She said Longwood Aquatics also offers
Lifeguard training courses.
4. ACTIONS ITEMS.
A. Approve Minutes From February 7, 2017
Member Vogel moved to approve the minutes February 7, 2017. Seconded by
Member Coad. Motion carried by a unanimous voice vote.
B. Reschedule Meeting Date For July 2017
Ms. Slogar offered available dates for the rescheduled meeting.
Member Coad moved to reschedule the meeting to Tuesday, June 27, 2017.
Member Putz said he is not able to attend a Tuesday June 27, 2017 meeting.
Member Coad rescinds her motion to reschedule the meeting to Tuesday, June
27, 2017.

Member Coad moved to reschedule the July meeting to Wednesday, July 5,
2017. Seconded by member Vogel. Motion carried by a unanimous voice vote.
C. Board Member Reports
Member Vogel did not have anything to report.
Member Paris did not have anything to report.
Chair Rice said shared information about Super Soccer Stars, a new City soccer program.
She said children as young as twelve (12) months old are able to participate in the
program.
Mr. Capizzi said the Saturday classes are doing very well. He said the weekday classes
do not have as much attendance.
Chair Rice continued to give more information about the soccer program. She said
Children 12-24 months are in a parent -child class. Children over the age of two (2) are
divided by age. She said the inclusion of offering electricity on a limited basis for $10,
first come first served, should have been added to the Chili Cook -off packet on page
eleven (11).
Mr. Capizzi said the packet has been updated with that information.
Vice Chair Hendrix asked if 2017 sponsorship packets are ready for viewing.
Mr. Capizzi said they are ready, but he would like Mr. Rinaldo to see it before it is sent
out. He said once Mr. Rinaldo reviews the packet, it will be reviewed by the Board.
Vice Chair Hendrix suggested having the packet approved within the next upcoming
month so they can begin obtaining sponsorships earlier. She reminded Mr. Capizzi to
take Barkfest out of the 2017 packet because the event will not be happening until 2018.
Mr. Capizzi said he has put the 2018 date for Barkfest in the packet. He said if anyone
inquires about sponsorship within the upcoming weeks, he will send out the current
packet, but the final packet will be sent out after it is reviewed.
Vice Chair Hendrix said the improved parking lot at Arbor Park looks great. She said it
will be much better for events and will hopefully flooding will not be an issue. She said
pictures of the improved parking lot have been posted to the Leisure Services Facebook
page.
Member Coad asked if the pictures are also on the City website.
Mr. Capizzi replied they are not on the website because the editing for the website is
extremely slow. He said he is expecting the website editing to be fixed. He said the
information on the website is correct, but he would like to add more once the editing
component is fixed.
Vice Chair Hendrix said when the dog washing station is finished, photos need to be
posted to the Leisure Services Facebook page as well as added to the City website.

Mr. Capizzi said the light at Candyland Park will be installed before the next meeting.
He said the electrician came out to the park to give a quote.
Chair Rice asked if the cost to install the light that had been discussed by the Board will
change.
Mr. Capizzi said the cost will not change, if anything, the amount of donations used will
decrease. He said the cost of the dog washing station will stay the same.
Member Coad said certificates to sponsors and volunteers were given out at the last two
Commission meetings. She said there were about 125 people that volunteered their time
to make Celebrate the Seasons successful. She said she is still waiting for an inventory of
leftover prizes to be sent so she can begin working on what needs to be purchased for
next year.
Member Putz asked if the parking lot at Reiter Park was redone.
Mr. Capizzi said it was not up to the standards that the City would have liked, so the City
Manager made them redo the parking lot.
Member Putz mentioned people are using remote controlled cars in the hospital parking
lot late at night. He asked Mr. Capizzi if the parking lot at Reiter Park will have lights
because he imagines those people will move there once the park is completed.
Mr. Capizzi said the parking lot at Reiter Park will be lit. He said there will be areas of
the park that will be lit throughout the night.
Member Putz said there is a barbeque event in Cocoa that was very successful and
brought in $27,000.
Member Coad asked if it was a competition.
Member Putz said he believes it was a competition. He said there is an exotic car show
the same day as the Downtown Longwood Cruise -in Car Show. He said it will be earlier
in the day, so there is an opportunity to bring those cars over to Longwood. He suggested
diversifying the companies approached for sponsorship.
Chair Rice said with Mr. Rinaldo onboard, it should be easier to coordinate approaching
companies for sponsorship. She said that the Board should have a good idea, at this
point, who has supported events in the past.
Member Coad said the company that she had an issue with this year, had supported the
events in the previous years.
Vice Chair Hendrix said there are new businesses coming to the City; she mentioned an
auto auction, a new grocery store, and possibly a new fast food restaurant.
Member Coad asked if the photos of the volunteers from the Commission meeting could
be forwarded to contact from Elevate.
Chair Rice asked if Mr. Capizzi looked into going over the Sunshine Law with the Board.

Mr. Capizzi said he has spoken with Michelle Longo who has spoken with Dan Langly;
Mr. Langly does intend to go over a slideshow with the Board in March or April,
depending on his schedule.
Vice Chair Hendrix asked if a copy of the Sunshine Law could be sent to the Board
Members.
Mr. Capizzi replied that a copy of it will be sent.
Member Coad asked if board member manuals can be distributed to each member.
Mr. Capizzi said he spoke with Ms. Longo about the manuals and with the information
being available on the internet, they are not sure if they will still provide hard copies to
Board Members.
Member Putz asked Vice Chair Hendrix if she is having an issue regarding the Sunshine
Law.
Vice Chair replied she thought it would be good to go over so that all members are aware
of everything stated in the Sunshine Law as it relates to the Parks and Recreation
Advisory Board.
Chair Rice recalled a time when the Board wanted to do a tour of the parks. She said the
Director at the time inquired with the City Attorney who said it would not be allowed
because it did not follow the Sunshine Law.
5. AJOURNMENT.
Vice Chair Hendrix moved to adjourn the Meeting. Seconded by Member Coad and
carried by a unanimous voice vote. Meeting adjourned at 7:56 p.m.
