LOCATION: Longwood Commission Chamber 175 West Warren Avenue Longwood, FL 32750 Present: Dave Putz, Member Lori Rice, Member Judi Coad, Member Crystal Drummond, Member (left at 8:00 p.m.) Bruce Harnage, Member Chris Capizzi, Leisure Services Director Ryan Rinaldo, Recreation Coordinator Donna L. Alt -Bowes, Recording Secretary Absent: Morgan Paris, Chair James Vogel, Vice Chair 1. CALL TO ORDER Member Putz called the meeting to order at 7:02 p.m. 2. PUBLIC INPUT None. 3. ACTION ITEMS. A. Approve Minutes from June 5, 2018 Member Rice moved to approve the minutes from June 5, 2018 as presented. Seconded by Member Putz and motion carried by a unanimous voice vote with Chair Paris and Vice Chair Vogel absent. B. AAD Sun Shelter Grant Mr. Capizzi said that he and Member Rice have known about this grant for a few years and have been given good feedback from the organization. P&R 07-03-18/1 Member Rice explained what the AAD Sun Shelter Grant is all about and that she will be heading up the program to educate members of the community. The program starts with an awareness campaign rolled out to the Summer Camp program and continuous promotion at other city events throughout the year. She said we will utilize the AAD tool kit and collaborate with a local AAD affiliated dermatologist. After one year the City of Longwood will be able to apply for a grant up to $8,000 as long as it is a permanent structure in one of our parks. Mr. Capizzi said that Member Rice would welcome any input if someone wishes to share. Please share any ideas you have with either Mr. Capizzi or Member Rice. Member Coad said the more we can do to protect our children the better off we will be. She asked if we would be able to apply for a grant year after year or if we were limited to just one (1) grant. Mr. Capizzi said that he was unable to locate that information on the website but he will find out if that is an option. Member Coad said it would be wonderful if we could do that year after year and include the small parks in the city. Mr. Capizzi said he spoke to South Seminole Hospital about getting involved with the Reiter Park and they mentioned donating sunscreen stations to the park. He will speak to them again about doing that. Member Coad asked Member Rice if she already had a dermatologist that is going to collaborate with the city. Member Rice said she has one in mind whom she is going to speak with. Member Coad requested that Member Rice ask them if they or the group they are associated with would be interested in being a sponsor for the playgrounds in Longwood. C. Reiter Park Grand Opening Mr. Capizzi went over the flyers that were created by Mr. Rinaldo and passed out to the Members for reference. He said they will be passed out and put up in local businesses around July 14, 2018. He said it is looking probable that we will have fireworks instead of a laser show. He said Mr. Towers will still be supplying the fireworks and that that they are talking to a company out of Deltona/Debary area that does this on a regular basis for Volusia County. As soon as he has a firm answer he will notify the Board. They are still working on the rules for the Mustache and Beard Contest and the Cake Contest. Mr. Rinaldo said they will finalize the flyers by next week. The flyers will be distributed next week on social media, the city website and local businesses as well as recruiting sponsors. He said the sponsorship package will also be finalized by next week. Mr. Rinaldo went over the sponsorship levels for the event. He and Mr. Capizzi have been talking to several organizations who may be interested in being a top level sponsor. Member Rice suggested we put the address of the park on the flyer. Mr. Rinaldo said they would add the address. P&R 07-03-18/2 Member Rice suggested putting the app for the city on the flyer. Mr. Capizzi said he would have to bring that up to the IT department and the City Clerk, Michelle Longo. Mr. Capizzi said he would look into an app for the city. Member Rice suggested getting local businesses involved as well. She feels it is an excellent opportunity for Economic Development. Member Coad said the liked the idea of local vendors getting involved for a nominal fee to cover the cost. Mr. Rinaldo located an app for the City of Longwood and Member Putz was able to download it to his phone within a matter of minutes. Member Coad asked if we would be purchasing the pies for the pie eating contest or if someone was going to be making them. Mr. Capizzi said the pies would be purchased. Member Coad asked what would be going in the kids' zone. Mr. Capizzi said there would be bounce houses, possibly a dunk tank and face painting. Member Coad asked what the Birthday Parade was going to entail and if it was going to be the Bicycle Parade along with the Birthday Parade. Mr. Capizzi said that they would be doing something similar to what is done for the Easter event. He feels if we do a Bicycle Parade it will go to fast and it would be better to have a slow march from the Community Building to Reiter Park. Safety is also an issue. Member Coad asked what would be included in the parade other than people. Mr. Capizzi said he and Mr. Rinaldo are going to talk to the band director at Lyman High School and see if the band or a small contingent of the band will come out and play Happy Birthday the whole way down to Reiter Park. Mr. Capizzi will be purchasing party supplies to be handed out to everyone. He is going to see if the Longwood Fire Department can be involved. Member Coad asked about the event being held on Sunday and if there was any way to promote the Beard and Mustache Contest. Mr. Rinaldo said he would be meeting with JVC (the promoters) in the next week or so to finalize everything. He said that it is the same weekend as our event, but that it is a separate event from ours. The city is affiliated with the Sunday event, but it is not a city event. They are procuring their own sponsors and doing their own promoting. He said he will talk to them about promoting our event as well. Mr. Rinaldo spoke about the flyer and that the whole packet would include the flyer, the rules for the various contests and the sponsorship information. P&R 07-03-18/3 Member Drummond said the times being listed on Saturday was great, but that the times should be listed for Friday night as well. Member Harnage suggested seeing if the information for our events could be put on the Spectrum/Channel 13 "upcoming events" page. Member Drummond said there was also a website called Central Florida Kids where they allow you to post for free. She asked if the city had an Instagram account. Mr. Capizzi said that we do not have an Instagram account. Member Putz asked about the Sunday event and what the differenced was between the radio stations 103.1 and 94.1. Mr. Rinaldo advised that they are sister FM stations, but that one plays rock music (94.1) and the other plays country music (103.1). 94.1 FM is broadcast out of Longwood. D. Reiter Park Rental Facility Fees Mr. Capizzi said that he has not had a chance to go over the Community Building rates with Lisa Snead (Finance Director) or J.D. Cox (City Manager). He did say they do want to get it done but not until after the budget has been concluded. He said he took the rate schedule for pavilions and the amphitheater at Reiter Park to both of them. He said there will be a deposit for the amphitheater but not for the pavilions. A discussion ensued with regard to the fee structure and the deposits. 4. BOARD MEMBER REPORTS Member Coad wants to formally put it out in the open that there needs to be a Board Member to take on the Chili Cook -Off as their project. She talked about the tree program and the article in the Orlando Sentinel about all of the cities in Seminole County that have a tree program. She said she saw that Casselberry has a Tree Board/Department Tree Care Ordinance Comprehensive Forestry Program through their Parks and Recreation Department. She would like the city to consider doing the same type of thing. She said she saw an article in Lake Mary Life that Lake Mary does a Celebrate Seniors Day and she would like Longwood to do a similar event. She would like to see that all the funds raised by the Parks and Recreation Advisory Board be eligible for the board to spend in addition to what the budget allows. She asked if that had come up for discussion. Mr. Capizzi said it had not come up for discussion as of this time. He said the City Manager, J.D. Cox and the Finance Director, Lisa Snead, are waiting to hear from the Commission in regards to the budget that was presented. Member Coad said it does not show in the budget what the city gets from the Parks and Recreation Advisory Board. She asked if there was any money available to start ordering for Celebrate the Season. Member Drummond had no report. P&R 07-03-18/4 Member Harnage asked if the city had a canopy to put out at the Farmer's Market to just get out of the sun. Mr. Capizzi said he has spoken with the gentlemen that runs the Farmer's Market and they have decided to wait until the Farmer's Market is moved to Reiter Park and see about getting something at that time. He also advised the Board that the Farmer's Market would be closed this weekend and that it has been posted on Social Media and the city website. Member Coad asked if Mr. Capizzi thought we would lose people by moving the Farmer's Market to Reiter Park and not getting the traffic from CR 427. Mr. Rinaldo said it will not be an immediate change in September that it will be gradual and they will post signs to advise all vendors and visitors of the move. Mr. Rinaldo said that there is plenty of space at Reiter Park and that the Food Truck area would be ideal for that sort of thing. Member Rice said it would also allow access for people to unload their vehicles for people renting the amphitheater. Mr. Capizzi said there is a lot of space at Reiter Park than can be utilized. Member Coad said there is no shade in some areas of the park so that defeats the purpose. Mr. Capizzi said there are several pavilions next the parking in that area. Member Rice said thank you to the staff for forwarding the calendar of events to the Board Members. She said that she forwarded information to Mr. Rinaldo in regards to Miss Watermelon and Miss Seminole County and asked Mr. Rinaldo if he would invite them to make an appearance at the Grand Opening celebration for Reiter Park. She said she was able to tour Reiter Park along with hospital staff from South Seminole Hospital. She said she is hearing great things about the Summer Camp program. Mr. Rinaldo told the Board Members that Mr. Knowles, the Camp Director, is the feature story in the Altamonte/Lake Mary Life Magazine this month. Member Rice asked for an update on the Father/Daughter Dance. Mr. Rinaldo said the Father/Daughter Dance was a "sell out". It was a very popular event this year and next year we may need to do an RSVP list. There were about sixty (60) families in attendance. Member Putz said he is up to date since he missed the last meeting but that he has nothing to report. 5. STAFF REPORT Mr. Capizzi said the Food Truck event is Thursday, July 12, 2018 from 5:30 p.m. — 8:30 p.m. The Downtown Longwood Cruise -In Car Show will take place on Saturday, July 14, 2018 from P&R 07-03-18/5 5:00 p.m. until 8:00 p.m. The Back -to -School Resource Fair will be held at the Longwood Community Building from 10:00 a.m. —1:00 p.m. on Saturday, July 14, 2018 and that there has been a really good response. There will be backpacks given away and giveaways available to attendees from the vendors inside the Community Building. The Senior Matinee will take place on July 18, 2018 from 1:30 p.m. until 4:00 p.m. The featured movie will be The Greatest Showman. Member Rice asked if there was an August event that she was not remembering. Mr. Capizzi said that there was nothing other than the usual events in August. Member Coad asked about the schedule at Reiter Park. Mr. Capizzi said we are on schedule for it to be completed in August. 5. ADJOURNMENT Member Putz made a motion to adjourn. Seconded by Member Coad and motion carried by a unanimous voice vote with Chair Paris and Vice Chair Vogel absent.
