A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LONGWOOD, FLORIDA,
RECOMMENDING UNITED PARCEL SERVICE BE APPROVED AS A QUALIFIED TARGET INDUSTRY
BUSINESS PURSUANT TO S.288.106 FLORIDA STATUTES; PROVIDING FOR LOCAL FINANCIAL
SUPPORT IN THE FORM OF CASH EQUIVALENT TO THE QTI PER JOB AWARD AMOUNT;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the business under consideration is the logistics and distribution business of
United Parcel Service (UPS); and
WHEREAS, UPS, is currently located at 1050 Bennett Dr. in Longwood, Florida, and
intends to expand operations in Seminole County, Florida; and
WHEREAS, UPS will invest up to TWENTY SEVEN MILLION THREE HUNDRED THIRTY-
THREE THOUSAND FIVE HUNDRED FIVE AND NO/100 DOLLARS ($27,333,505.00) in Seminole
County, including the purchase of land, construction, renovations, and equipment to be
completed by 2023; and
WHEREAS, UPS will create a minimum of forty-three (43) new jobs over a three (3) year
period beginning in 2021, with an annual average salary of FIFTY ONE THOUSAND TWO
HUNDRED THIRTY-FIVE AND NO/100 DOLLARS ($51,235.00), an amount equal to one hundred
fifteen percent (115%) of the 2018 annual average wage of $44,552 for Seminole County
according to the State of Florida Incentive Average Wage Requirements effective January 1,
2018; and
WHEREAS, in order for UPS to apply for certification as a QTI business, the City
Commission of Longwood, Florida must adopt a resolution on recommending UPS as a QTI
business and committing local financial support; and

WHEREAS, Enterprise Florida, Inc. has determined that UPS, qualifies as a Qualified
Target Industry Business pursuant to Section 288.106, Florida Statutes, and is eligible to apply
for the Qualified Target Industry Tax Refund; and
WHEREAS, Seminole County and the City of Longwood have committed to provide up
to TWELVE THOUSAND NINE HUNDRED AND NO/100 DOLLARS ($12,900.00) each, for a total
of TWENTY FIVE THOUSAND EIGHT HUNDRED AND NO/100 DOLLARS ($25,800.00), which is a
twenty percent (20%) match of the QTI per job tax refund of THREE THOUSAND AND NO/100
DOLLARS ($3,000.00) per job meeting the required QTI local financial support to Section
288.106 Florida Statutes; and
WHEREAS, the grant of. local participation is derivative of and dependent upon the
monitoring and administration of the QTI program by the State of Florida.
BE IT FURTHER RESOLVED, that the necessary cash commitment of local
financial support for the Qualified Target Industry Tax Refund Program exists for United Parcel
Service in the amount of $12,900, which is ten percent (10%) of the total required QTI local
financial support, and that this amount will be made available in accordance with the guidelines
set forth by the Department of Economic Opportunity with the stipulation that these funds are
intended to represent the "local financial support" required .by s.288.106, Florida Statutes.
Section I. The City Commission of the City of Longwood hereby recommends UPS be
approved as a QTI Business pursuant to Section 288.106 Florida Statues.
Section II. The City Commission of the City of Longwood has determined the basis of the
project's average private sector wage commitment calculation shall be a minimum on one
hundred fifteen percent (115%) of the County average wage for 2018, effective January 1, 2018.
Section Ill. The necessary cash commitment of local financial support for the Qualified
Target Industry Program equally exists for UPS in an amount not to exceed TWELVE THOUSAND
NINE HUNDRED AND NO/100 DOLLARS ($12,900), which will be made available in accordance
with the guidelines set forth by the Florida Department of Economic Opportunity, with the
stipulation that these funds are intended to represent the "local financial support" required by
Section 288.106, Florida Statutes.

Section IV. This Resolution shall become effective upon adoption by the City Commission
of the City of Longwood.
