A RESOLUTION OF THE CITY OF LONGWOOD, FLORIDA,
AUTHORIZING AND DIRECTING THE CITY'S FINANCIAL SERVICES
DEPARTMENT TO IMPLEMENT A PILOT UTILITY BILL ROUND -UP
PROGRAM TO PROVIDE ADDITIONAL FUNDS TO THE NEWLY
ESTABLISHED PARKS AND EVENTS FUND; MAKING FINDINGS
RELATED THERETO; PROVIDING FOR CONFLICTS, SEVERABILITY,
AND AN EFFECTIVE DATE.
WHEREAS, Commissioner Abby Shoemaker has proposed, and the City Commission of the
City of Longwood, Florida has determined, that the City and its residents would benefit by
establishing a voluntary program whereby utility customers/residents may donate to the City by
rounding up their utility bills to the nearest dollar (the "Round -Up Program"); and
WHEREAS, the City Commission has determined that among other important needs,
there is a need for additional funding for parks and events within the City; and
WHEREAS, the City has proposed a budget for fiscal year 2019/20, which creates a new
and separate fund, which is not part of the City's General Fund, and which is specifically being
established to account for parks and events in the City (the "Parks and Events Fund"); and
WHEREAS, The newly established Parks and Events Fund will be accounted for and
audited in accordance with Governmental Accounting Standards and all expenditures from this
fund will be made in accordance with the Florida Statutes and City Code and Ordinances; and
WHEREAS, The City Commission voted on August 19, 2019 to allocate donations to the
Round -Up Program to the Parks and Events Fund; and
WHEREAS, The City Commission will evaluate the progress of the Round -Up Program at
the conclusion of fiscal year 2019/20, and determine what the future of the program will be and
which program or programs these funds will be donated to in future fiscal years.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
LONGWOOD, FLORIDA, AS FOLLOWS:
SECTION 1: That the City of Longwood, Florida, authorizes and directs City Staff to
implement the Round -Up Program on a one-year, voluntary basis with all donations going to the
newly established Parks and Events Fund.
SECTION 2: The Round -Up Program shall be administered by the City Financial Services
Department under the direction of the City Manager.
SECTION 3: Enrollment in the Round -Up Program shall be offered beginning with the
October 2019 City utility bill and thereafter.
SECTION 4: The Round -Up Program enrollment and calculations shall be implemented
in the first City utility bill following enrollment, the November 2019 City utility bill.
SECTION 5: Round -Up Program revenues received by the City shall be reported
monthly to the City Commission at a public meeting.
SECTION 6: In the event of any conflict between this Resolution and any prior
resolution of the Longwood City Commission, this Resolution shall control to the extent of the
conflict, as allowed by law.
SECTION 7: In the event that any word, phrase, or provision of this Resolution is
invalidated by a court of competent jurisdiction, the remainder of this Resolution shall remain in
full force and effect.
SECTION 8: Effective Date. This Resolution shall take effect immediately upon
adoption by the Longwood City Commission.
