A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LONGWOOD, FLORIDA,
CONFIRMING THE CITY OF LONGWOOD'S PARTICIPATION IN THE BEST FOOT FORWARD FOR
PEDESTRIAN SAFETY PROGRAM; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE
DATE.
WHEREAS, Best Foot Forward (BFF) For Pedestrian Safety program, is a communitywide,
grassroots initiative to make walking safer by changing drivers' behavior utilizing a "3E"
methodology of low-cost Engineering, high -visibility Enforcement and dynamic public Education,
measured by increasing driver yield rates at marked crosswalks; and
WHEREAS, BFF is a regional coalition of civic leaders, public safety officials, engineers,
transportation planners, educators, health care professionals, advocates, local businesses, and
concerned citizens whose mission is to reduce pedestrian injuries and deaths; and
WHEREAS, the coalition recognizes that the Orlando -Kissimmee MSA (Metropolitan
Statistical Area) has been designated the number one most dangerous metro area for
pedestrians in multiple Dangerous by Design reports published by Smart Growth America,
which is a result of our region's history of designing roads for speed and convenience, not
walking or biking; and
WHEREAS, the BFF program complements the City of Longwood's Complete Streets
Policy, which envisions road projects designed to comfortably accommodate all users to the
fullest extent possible and that the City shall, to the extent feasible, design, build, and maintain
a safe, reliable, efficient, integrated, and connected multi -modal transportation network that
will provide access, mobility, safety and connectivity to all users.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
LONGWOOD, FLORIDA, AS FOLLOWS:
SECTION I. The above recitals are true and incorporated as legislative findings.
SECTION 11. The City Commission of the City of Longwood hereby confirms the City shall
participate in the BFF coalition as a member. As a member, the City shall appoint a BFF liaison to
ensure support and participation of local enforcement agencies and stakeholders; participate in
enforcement training; participate in regular coalition meetings; and work with the coalition to
establish criteria for locating and monitoring crosswalks. These steps will aid in the goal of increasing
driver yield rates at marked crosswalks by changing drivers' behavior and, therefore, creating safer
walking conditions.
SECTION III. The City Commission of the City of Longwood hereby confirms the City will work
with the coalition to inform the citizenry regarding pedestrian laws, and will provide information to

residents and visitors about safe and legal walking and biking techniques. This includes education
regarding Chapter 316 of the Florida Statutes, which provides in part that vehicle drivers must yield
the right-of-way to a pedestrian crossing within a crosswalk; and a pedestrian crossing a roadway at
any point other than a crosswalk must yield the right-of-way to a vehicle.
SECTION IV. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the
provisions of this Resolution are hereby repealed.
SECTION V. Severability. If any Section or portion of a Section of this Resolution proves to
be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, force,
or effect of any other Section or part of this Resolution.
SECTION VI. Effective Date. This Resolution shall become effective immediately upon its
passage and adoption.
