PR02-04-2020MinPARKS AND RECREATION ADVISORY BOARD LONGWOOD CITY COMMISSION CHAMBERS 17S WEST WARREN AVENUE LONGWOOD, FLORIDA MINUTES February 4, 2020 Present: Nicole Bright, Chair David Putz, Vice -Chair Judi Coad, Member Teresa Ray, Member Lori Rice, Member Jessica Peters, Member Jim Vogel, Member Chris Capizzi, Leisure Services Director Ryan Rinaldo, Recreation Coordinator Donna L. Alt -Bowes, Recording Secretary 1. CALL TO ORDER. Chair Bright called the meeting to order at 7:00 p.m. 2. PUBLIC INPUT. None. 3. ACTION ITEMS. A. Approve Minutes from January 7, 2020 Member Vogel moved to approve the minutes from January 7, 2020, as presented. Seconded by Member Coad and carried by a unanimous voice vote. B. Spring Banners Mr. Capizzi said there is good news. He said Orlando Health put in for a Request for Proposals (RFP) for Reiter Park. He said he is unable to talk about the specifics because we have not put it through to the Commission. They are interested in possibly doing the banners for the park with their logo on it. He asked them about the picture Chair Bright sent to them of the Sandhill crane. He is hoping they pass this on to their marketing team and once they see the park they will determine what type of signage they want and where they want to put it.! Once he receives information back on the banners we will be able to better assess what we can do with them. He said if they are going to pay for our banners with their logo at the bottom that would be good for this Board. Discussion ensued on the possible RFP from Orlando Health, double banners and whether the banners will all be the same or different throughout the park. The Board is concerned that the banners will not be double banners and they will be the same throughout the park which is not what they want. They want to see different banners in P&R 02-04-2020/1 the park and be able to change them out for the different seasons and events. Member Ray provided Mr. Capizzi with the information from the company she works for and said she is talking to Winn -Dixie about sponsoring the banners. 4. BOARD MEMBER REPORTS Vice -Chair Putz did not have anything to report. He asked Mr. Rinaldo about the car the Mayor rode in during the Christmas Parade. Mr. Capizzi said it belonged to a gentlemen in the Mid -Florida Mustang Club. Member Coad did not have anything to report. Member Ray reported and said she has attended the Artisan Market and it was very nice. She said there were not very many people out there and wonders what we can do to get more people out there. She went to the car show and it was packed. She saw the butterflies in Reiter Park as well. Chair Bright reported and asked if there was an update on her request for reporting problems on the website. Mr. Capizzi said he is working on it with Information Technology (IT). He said he tried to get in on the website but there were issues with the computers. Chair Bright said she did not have anything to report on the Memorial since she has not been able to meet with staff. Member Rice reported and said one of the long time vendors of National Night Out, Geoff Dawson who is with a non-profit swimming awareness group called Pool Safety Resources, expressed an interest to spread swim safety awareness when we re -open the splash pad in Reiter Park. Mr. Capizzi said there is a possibility to have him at the Pirate Seafood Festival. He said they would reach out to him. Member Rice said she was also thinking to have him at the Farmer's Market and asked when the splash pad will re -open. Mr. Capizzi said it will re -open on March 29, 2020, at the Pirate Seafood Festival. Member Rice said she continues to share the events and classes online where she can. She is excited about the 2"d Annual Pirate Seafood Festival. She said it is going to be two (2) days this year as opposed to one (1). The Great American Camp Out is coming up and she asked if staff had seen it on the National Wildlife Foundations website. They have a toolkit and some activities for children, stargazing, and learning about the stars or wildlife. She said they have some ideas there also. She was really thrilled to see the number of likes, P&R 02-04-2020/2 shares, and comments on the Mayor's photo opp of the Monarch City USA sign. She said she is also a member of Monarch USA and it was also posted on there. They did a special welcome to Longwood. She knowjs the staff is planning to plant some more nectar plants and commented that the milkweed can be repopulated as well. It is important that we recognize the use of pesticides an insecticides and how threatening it can be. She said we have a responsibility to be conscic us of our suppliers as well as our maintenance methods. She will be offering her assistance in any way. Chair Bright said she thinks that is great. Her husband is the one who called to find out what they used in the parks since they have little ones who are running around, and found out they use Roundup. She said s e does not know if staff has been looking into an alternative yet. Member Rice said it is something the City and staff can control. She said something we do not have a lot of control over ism o squito spraying because it has been consigned to the county. Discussion ensued on the mosquito control method. Member Peters reported and said she has a very close working relationship with Megan at Orlando Health and is happy to reach out to her about anything pertaining to the RFP. She said she is excited about the pump track event on Friday at Candyland Park. Member Vogel did not have a report but stated he had attended the Farmer's Market for several weeks and said it seemed like the same vendors were there every weekend. He asked staff if they ever changed. Mr. Rinaldo said they do fluctuate and some of them are seasonal. Discussion ensued on the vendors, advertisement, and marketing for the Farmer's Market. Member Coad asked about the guy that used to come to the garage sale and sold all of the old glassware. Mr. Capizzi said he might have his information. Member Coad said he might be someone who is totally different and could be interested in attending the Farmer's Market. Mr. Capizzi said he would pass that on to the gentlemen that run the Farmer's Market. Discussion continued. P&R 02-04-2020/3 S. STAFF REPORT Mr. Capizzi said the Downtown Longwood Cruise -In Car Show is Saturday, February 8, 2020, from 5:00 p.m. to 8:00 p.m, the Food Truck event is Thursday, February 13, 2020, from 5:30 p.m. to 8:30 p.m., the Senior Matinee is Wednesday, February 19, 2020, from 1:30 p.m. to 4:00 p.m. and the movie is Angel Has Fallen, the Health Fair is on February 15, 2020, from 11:00 a.m. to 2:00 p.m. at the Community Building, the Great American Camp Out is February 29, 2020, at 2:00 p.m. and will go until March 1, 2020, at 10:00 a.m., and the grand opening for the skate park and the pump track is scheduled for February 7, 2020, at 4:00 p.m. He said this pump track is the only one of its kind in Central Florida. He said they did have some pro bike riders come out and ride the track and they loved it. Discussion ensued on the pump track and the grand opening. Mr. Rinaldo provided the Board with a rough draft agenda for the Great American Camp Out, along with the specifics for the event. Discussion ensued on the Great American Camp Out event and the activities for the kids. Member Rice asked if there was going to be a campfire. Mr. Capizzi said he would speak with the fire chief and see what he says. He then explained the 131 Fund report to the new members. Member Coad asked staff who won the Battle of the Food Trucks. Mr. Capizzi said the Donuts and BBQ truck won for best entree and was 2"d place for best dessert. Member Coad asked about the Dermatological Grant and if we have fulfilled all of the requirements to apply yet. Mr. Capizzi said he has to go over this grant information again and asked Member Rice to get with him so they would see where they stand. Discussion ensued on the Dermatological Grant. Member Coad asked about starting a Garden Club for ladies that are interested in working in the area of the memorial garden at Reiter Park. People could help with the maintenance and planting of the bulbs and milkweed. She asked if it was something of interest the staff will be looking to do at Reiter Park. Discussion ensued on a Garden Club for Reiter Park. Member Coad asked where staff stands with regard to Barkfest. P&R 02-04-2020/4 Mr. Rinaldo said they will go live with the dog entries on February 10 and the voting will be the first week in March. He said they currently have fifteen (15) vendors and a food truck. It will be a really nice event. He advised it will be on March 13th from 5:00 p.m. to 8:00 p.m. Member Coad asked Mr. Capizzi about his concerns on dogs in the park that he had shared with her when she went there on two different occasions. Mr. Capizzi said he spoke with Citizens on Patrol (COP) and they are planning to have their golf cart out there and go around Reiter Park a little bit more to be more vigilant. He said Mr. Rinaldo has it on his agenda to speak with the park attendants and make sure they are aware and tactfully letting dog owners know they cannot bring their dogs into the park. Member Coad asked for more information and an update on the Pirate Seafood Festival. Mr. Capizzi gave a brief update on the Pirate Seafood Festival. Member Coad asked about the carnival since we did not have it at the Fall Festival. Mr. Capizzi said we will not be doing the carnival for the fall festival. He did say they are planning on having a wine garden over by the pergola instead. Member Coad said we do not really do much in the summer and asked about doing something around July 4th Mr. Capizzi said we are not going to do anything around July 4th because all of the surrounding cities do a 4th of July event and the turnout would most likely not be very good. He said there is a possibility to do another summer event though. Discussion ensued on having a summer carnival. 6. ADJOURNMENT. Member Coad made a motion to adjourn. Seconded by Member Vogel and carried by a unanimous voice vote.
