19-1503 Declared Emergency Compensation PlanRESOLUTION NO. 19-1503 A RESOLUTION OF THE CITY OF LONGWOOD, FLORIDA ADOPTING A POLICY FOR PAY FOR EMPLOYEES DURING A DECLARED EMERGENCY; PROVIDING AN EFFECTIVE DATE. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LONGWOOD, FLORIDA, AS FOLLOWS: When deemed appropriate by the City Manager, the City will cease normal operations during declared emergencies and divert all efforts towards 'preparation and recovery. The City's employees must be prepared at all times to respond to disaster situations that may affect the residents of the City. All employees serve an essential role in the City's disaster preparation and/or disaster recovery efforts, as may be designated by the City's Emergency Manager. Unless otherwise directed, City employees are required to report for duty during disaster operations as directed by their Department Head. The following compensation procedures will apply during these emergencies: 1. When an emergency is declared and employees are scheduled off on vacation, sick leave or other approved absence, they will not be given or allocated any hours or extra time since they were not scheduled to be on -duty during the declared emergency. 2. Hourly (non-exempt) employees who are not essential for emergency management and are released from work before the end of their duty day will be compensated for the early release hours to complete their schedule duty day. If the City operations cease for entire days, pay, if any, will be determined by the City Manager. 3. Essential hourly (non-exempt) employees who must remain on duty and those non- essential hourly employees who volunteer or who are directed to remain on duty to support city emergency operations shall be paid the actual number of hours worked (inclusive of rest periods) during the emergency in accordance with City policy and the Fair Labor Standards Act and in accordance with Section 6.16 A.9.c of the City Personnel and Policy Manual. If the City operations cease for entire days, pay, if any, will be determined by the City Manager. 4. Salaried (exempt) personnel who work as a direct result of a declared emergency shall be granted salaried pay and their hourly wage at time and one half for any hours over 40 per week. 5. This Resolution shall take effect immediately upon passage and adoption.
