AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA, AMENDING ORDINANCE NO. 1019,
SAID ORDINANCE BEING THE COMPREHENSIVE PLAN FOR THE CITY OF LONGWOOD, FLORIDA;
SAID SMALL SCALE PLAN AMENDMENT (SPA 03-20) CHANGING THE LAND USE DESIGNATION
ON THE FUTURE LAND USE MAP OF THE COMPREHENSIVE PLAN FROM COUNTY LOW
DENSITY RESIDENTIAL (LDR) TO CITY OF LONGWOOD LOW DENSITY RESIDENTIAL (LDR) AND
COUNTY ZONING FROM AGRICULTURAL (A-1) TO CITY OF LONGWOOD LOW DENSITY
RESIDENTIAL (LDR) TO THE PROPERTIES WITH PARCEL ID 36-20-29-5UC-0000-0110; AND 36-
2E-29-5UC-0000-0120 PROVIDING FOR CONFLICTS, CODIFICATION, SEVERABILITY AND
EFFECTIVE DATE.
WHEREAS, on July 20, 1992, the City of Longwood adopted its Comprehensive Plan
(Ordinance No. 1019) pursuant to the requirements of Chapter 163, Part II, Florida Statutes and
Chapter 9J-5 Florida Administrative Code; and
WHEREAS, the subject properties were identified as enclaves per City of
Longwood/Seminole County inter -local agreement relating to joint planning and annexation of
enclaves, recorded in 1995, Deed Book 3275 and Page Number 0446 which states that all
enclave parcels shall be automatically annexed into the City of Longwood upon any transfer of
the fee ownership of a parcel; and
WHEREAS, 236 Slade Drive has changed fee ownership and the instrument of
conveyance was recorded with Seminole County Clerk of Circuit Court on August 8, 2020, Deed
Book 9672 and Pages 43-44 and 238 Slade drive has changed fee ownership and the instrument
of conveyance was recorded with Seminole County Clerk of Circuit Court on February 8, 2019,
Deed Book 9295 and Pages 1157-1158 and are therefore now legally within the City limits of
Longwood and need to be assigned a City of Longwood land use; and
WHEREAS, such properties should be consistent with land uses of neighboring parcels to
allow for the most appropriate future development of the site; and

WHEREAS, the proposed future land use and zoning classification (LDR) for the
properties is consistent with City of Longwood Comprehensive Plan and its goals, policies and
objectives; and
WHEREAS, Chapter 163.3174 (4) (a), Florida Statutes requires the Land Planning Agency
(LPA) to make recommendations to the governing body regarding amendments to the
Comprehensive Plan; and
WHEREAS, the LPA held a public hearing on September 9, 2020 to consider the Small
Scale Plan Amendment request; and recommended the proposed Small Scale Plan Amendment
(SPA 03-20) be approved by the City Commission; and
WHEREAS, the City Commission held an initial reading on September 21 and a
public hearing on October 5, 2020 pursuant to the requirements of Chapter 163.3187,
FS.
WHEREAS, the City Commission of the City of Longwood, Florida has held a public
hearing with due public notice to consider the future land use and zoning map amendments of
the property hereinafter described and at such hearing, interested parties and citizens for
and/or against the proposed establishment of the City of Longwood future land use and zoning
designation were heard; and
WHEREAS, the Small Scale Plan Amendment adopted by this Ordinance is internally
consistent with the City of Longwood Comprehensive Plan and its goals, policies and objectives.
BE IT SO ORDAINED BY THE CITY COMMISSION OF THE CITY OF LONGWOOD,
FLORIDA, AS FOLLOWS:

SECTION I: The following portions of the Future Land Use Map of the
Comprehensive Plan are hereby amended to change the land use designation of the
properties described as:

36-20-29-5UC-0000-0120
as depicted in EXHIBIT A, from CHANGING THE LAND USE DESIGNATION ON THE FUTURE LAND
USE MAP OF THE COMPREHENSIVE PLAN FROM COUNTY LOW DENSITY RESIDENTIAL (LDR) TO
CITY OF LONGWOOD LOW DENSITY RESIDENTIAL (LDR) AND COUNTY ZONING FROM
AGRICULTURAL (A-1) TO CITY OF LONGWOOD LOW DENSITY RESIDENTIAL (LDR) attached
hereto as though fully contained herein.
SECTION II. Codification: It is the intention of the City Commission of the City
of Longwood, Florida and it is hereby ordained that the provisions of the Ordinance shall
become and be made a part of the City of Longwood, Florida adopted land use and
zoning map.
SECTION III Conflicts: If any Ordinance or part thereof is in conflict herewith, this
Ordinance shall control to the extent of the conflict.
SECTION III. Severability: If any section or portion of a section of this
Ordinance proves to be invalid, unlawful, or unconstitutional, it shall not be held to
invalidate or impair the validity, force, or effect of any other section or part of this
Ordinance.
SECTION IV. Effective Date: This Ordinance shall become effective 31 days after
adoption if no challenge is filed. If timely challenge, this Ordinance will become
effective in accordance with general law.
