1. CALL TO ORDER. Mayor Drummond called the meeting to order at 6:00
p.m.
2. MOMENT OF SILENT MEDITATION
3. THE PLEDGE OF ALLEGIANCE. Commissioner Shoemaker led the Pledge
of Allegiance.
4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following
announcements.
A. The"Downtown Longwood Food Trucks"will be held on
Thursday, October 8, 2020,from 5:30 p.m. until 8:30 p.m. at
Reiter Park, 311 West Warren Avenue.
B. The"Downtown Longwood Cruise-In" Car Show will be held on
Saturday, October 10,2020,from 5:00 p.m. until 8:00 p.m. in the
Historic District of Longwood located off Church Avenue.
C. Orlando Health,South Seminole Hospital will sponsor the
"Concert in the Park"event on Saturday, October 10, 2020,from
7:00 p.m. until 9:00 p.m. at Reiter Park, 311 West Warren

Avenue. Music starts at 7:00 p.m.and food will be available for
purchase. The band will be ColorBlind Dinosaurs and this is a
free event.
D. Movie Night with a Purpose benefiting Operation Underground
Railroad will be held on Saturday, October 17, 2020, beginning at
6:00 p.m. in Reiter Park, 311 West Warren Avenue. This is a free
event and the movie will be A Dog's Purpose.
5. PROCLAMATIONS/ RECOGNITIONS
A. Presentation of the Beautification Award to F&D Woodfired
Italian Kitchen located at 1000 West State Road 434.
Commissioner Morgan presented Mr. Charly Robinson with the
Beautification Award for F&D Woodfired Italian Kitchen.
Photographs were then taken.
6. BOARD APPOINTMENTS
A. District#2(At Large) Nomination to the Parks& Recreation
Advisory Board.
Mayor Drummond nominated Ms. Amanda Sackett for
reappointment to the Parks and Recreation Advisory Board.
Nomination carried by a unanimous voice vote.
B. District#3 Nomination to the Parks& Recreation Advisory
Board.
Commissioner Paris nominated Mr. Samuel Friedman for
appointment to the Parks and Recreation Advisory Board.
Nomination carried by a unanimous voice vote.
7. PUBLIC INPUT
A. Public Participation. None.
8. MAYOR AND COMMISSIONERS' REPORT
District#1. Commissioner Shoemaker said she spoke to Mr. Gioielli and
under his report, he is going to provide an update on the status of the
Downtown Redevelopment and the planning of a Town Hall Meeting.
District#2. No Report.
District#3. Commissioner Paris said we had our brand new, beautiful
Rescue 17 outside the Commission Chambers this evening. It has not
even been in service yet and it looks awesome. I had the chance to stop
by Station 17 to look at it. Many cities are having issues getting new
rescues and carriages into place. We were lucky to get one with all of the

construction and shutdown during COVID.The citizens of Longwood can
be happy knowing we have a great new, top of the line, Dodge 5500
rescue.
District#4. Commissioner Morgan said our Movie Night with a Purpose
on October 17 at 6:00 p.m., would be benefitting Operation Underground
Railroad and fighting against child trafficking. I have also made a
connection to bring Kid's House in Sanford to this event.The work they
do is of angels. If you have not had a tour, they give you a young person's
situation, without their name, and you go through Kid's House as the
child.The work they do with abused kids to get them through this is
outstanding. It is about a 45-minute tour where you talk to each
specialist. I was able to bring them, as well as,the Seminole County Task
Force to this event.The detective of the Seminole County Task Force gave
me the statistics of child trafficking in Seminole County.They arrest one
per year but they have opened about 12 to 16 cases that they are chasing
each year on average. He recommended coming to support this event
and said any money that is raised will be going towards the K9s of
Operation Underground Railroad.These K9s find the kids who have been
trafficked and have been trained to find the phone drives and files of
child pornography.You cannot have enough information and I want to
make sure I share this with the Longwood residents so we can continue
to defend our children. He recognized the Police Department for their
Coffee with a Cop event on Wednesday, October 7 to continue to reach
out to the community.A week ago in these chambers, Chief Dowda and
staff participated in an open forum with our community and let everyone
know what is going on within our Police Department.These Police
Officers are part of the community and we are very proud to have them
in our City. He said he received a call from Commissioner Jordan Smith in
Lake Mary who let me know about this company called Xylem in Lake
Mary, who was going to be donating Gould GB Booster Pumps.These are
spray pumps that Fire Departments use.They are considered a luxury to
have in most Fire Departments because they are very expensive.They
can range anywhere from $1,000 to $4,000.Their job is to spray down
the trucks after each use and the fire hoses. Our Fire Department was
using normal hoses to do that so this will cut down on their time and
effort and get them on to the next task they are responsible for. When
we brought this over to the Fire Department and told them we got it free,
they were flabbergasted because they know it is going to cut down their
work. He thanked Randy at Xylem. He said he was able to connect with
Mayor Megan Sladek in Oviedo and get their Fire Departments covered
with these free as well.This is a good example of our fellow cities
working together. He said one of the main functions of our Longwood
Historic Society is the upkeep of the three historic buildings, the Bradlee-
McIntyre House, the Inside-Outside House, and the Civic Center. When
you see events such as the Monster Dash 5k that is coming up on October
315Y on Halloween, sign up for it or be a part of it if you can. If you are a

business owner in the City, please help if you can contribute. All of the
money raised at this event goes right back into these Historic Buildings.
We also have a Longwood Haunted History Tour coming up at the
Bradlee-McIntyre House.There are 21 dates from October 9 through
November 1.Tickets are available at
www.longwoodhauntedhistorytour.com. We are very excited about
doing something like this. He said I would also like to give a shout out to
Jen Napier of Kid's House for connecting those dots and having Kid's
House as well as the Seminole County Task Force for being a part of
Movie Night with Purpose. He said he went to a Save our Kids event. It
was a roundtable and stakeholder forum on addiction.This was an honor
to be a part of. Honorable Jim Carroll, Director of the White House Office
of National Drug Control Policy was talking at this event. It is right in line
with what Sheriff Lemma is doing in the County;throwing the book at
dealers caught dealing opioids with any type of fentanyl, laced and mixed
with these drugs. He said he is currently working with Sheriff Lemma to
have another Opioid Overdose Awareness day in Longwood. We are also
going to combine a NARCAN Awareness with it. Longwood was one of the
very first Police Departments in Seminole County to carry NARCAN.
NARCAN is a medication designed to rapidly reverse an opioid overdose.
When an addict overdoses, they stop breathing and this is a way for them
to restore their normal respiration and get them back to life. It is
important that our community knows what NARCAN is and the benefit of
it. Lastly, we have an event coming up at one of our Senior Centers. They
are going to be fighting for awareness of Alzheimer's disease and have a
fundraiser for it.Tune in to my Facebook page and I will share more as
we get closer to that date. He gave a shout out to the new president of
the Longwood Historic Society, Ms.Tracey. She has been doing a great
job bringing young families to the organization and getting stakeholders
like Connolly's Pub to join our Longwood Historic Society.The more
people we can have to emotionally invest in our City, the better.The
Senior Center I was talking about is Cascade Heights off State Road 434.
He said he will be doing the raffle for them and helped them raise money
for another fun event.
District#5. Deputy Mayor Sackett thanked Mr. Gioielli. He said he
brought up a condition that was going on at Candyland Park with
baseball. He noticed the park was not in very good shape on Saturday
morning. As someone entering the park, I was concerned about what the
bathrooms, walkways, and fields look like.They needed some TLC. I also
noted that at 9:00 a.m. on Saturday, there were only two ballgames going
and that is not very intensive in the ballpark, but I understand with
COVID. I heard of a bowling team in Winter Springs that only has four kids
out of the six who can play because of COVID.They always have to forfeit
two of the games.Things are tough. Next Monday, the schools get the
opportunity to have anyone in Seminole Connect come back face-to-face.
My understanding is that almost 5,000 kids out of the 10,000 that were in

the program will be coming back to the classroom. Our responsibility is to
receive the kids and keep them safe. He said when I met and spoke to
Mr. Gioielli, he addressed the park situation this morning and it was
taken care of. I appreciate his strong effort to respond. He said I do have
one more thing for him to respond to. Last March, when the teachers did
the parade, we had three Longwood Police Officers who had never been
recognized for their services. I believe at the first meeting in November
we could get the School Parent Teacher Association (PTA), who wants to
thank them, do so through Zoom.
9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None.
10. CONSENT AGENDA
A. Approve Minutes of the September 21,2020, Regular Meeting.
B. Approve the Monthly Expenditures for September 2020.
C. Approve a purchase order in the amount of$73,308 to Futron,
Incorporated for renewal of an information technology managed
services agreement and authorize the Acting City Manager to
sign the renewal document.
D. Approve a purchase order in the amount of$72,422 to Ricoh
USA Inc.for expenses related to year three of a four-year
equipment lease.
E. Approve a piggyback agreement with Ferguson Enterprises, LLC
(Ferguson Waterworks)for water and sewer materials, and
approve a purchase order in the amount of$95,000 to Ferguson
Waterworks.
F. Approve a purchase order in the amount of$75,000 to Hydra
Service Inc.,to provide for pumps, parts, and repairs related to
the City lift stations and authorize the Acting City Manager to
sign all associated documents.
G. Approve a purchase order in the amount of$130,000 to Sunstate
Meter and Supply, Inc.,as suppliers of City residential and
commercial water meters and related materials.
H. Approve a change order in the amount of$78,300.40 to the
Pegasus Engineering purchase order#20002460 for engineering
services and permitting associated with the UPS Joint Use
Stormwater Pond Expansion and Bennett Drive Drainage
Improvements Project.

Approve a change order in the amount of$99,157.48 to the
Barnes, Ferland, and Associates(BFA) purchase order#20000519
for additional professional engineering services related to the
East Longwood Phase II Septic Tank Abatement and Wastewater
System Improvement Expansion Project.
Deputy Mayor Sackett moved to approve Items 10A
through 10I as presented. Seconded by Commissioner
Paris and carried by a unanimous roll call vote.
11. PUBLIC HEARINGS
A. Read by title only and adopt Ordinance No. 20-2188, proposing
approval of a Small Scale Comprehensive Plan Amendment(SPA
03-20).
Mr. Langley read Ordinance No. 20-2188 by title only.
Mr. Kintner presented the Item.
Mayor Drummond opened the public hearing. No one spoke in
favor or opposition to Ordinance No. 20-2188.
Commissioner Paris moved to close the public hearing.
Seconded by Commissioner Morgan and carried by a
unanimous voice vote.
Deputy Mayor Sackett moved to adopt Ordinance No. 20 •
-
2188 as presented Item 11A. Seconded by Commissioner
Paris and carried by a unanimous roll call vote.
B. Read by title only, set October 19,2020, as the second public
hearing date,and approve the first reading of Ordinance No. 20-
2189, amending the Longwood Development Code.
Mr. Langley read Ordinance No. 20-2189 by title only.
Mr. Kintner presented the Item and gave an overview of the
changes, which include increasing the tree protection
requirements. A couple of meetings ago, the Commission pointed
out an issue particular to undeveloped sites and tree replacement
requirements related to that. We have looked to address that by
enhancing the tree replacement requirements, require more trees
to come in, or payments to the treebank on undeveloped sites.
That includes an inch-for-inch replacement standard in the Code
among a few other changes.There was also some discussion on
window coverings. Clarifications were made to help guide Code
Enforcement in the application of that section.The Commission

has also requested authoritative language regarding banner
signage and we have included that to this Ordinance as well.
Additional discussions regarding guidance on townhouse
development happened since we have seen a number of those.
We have had a few try to come to the City and a few come into
the City. We want more guidance on how they develop in a more
walkable and attractive manner.There are a few smaller things in
there but generally, we were just trying to be responsive to some
of the Commission's concerns.The trees were the generating
force behind this.
Deputy Mayor Sackett asked about the problems we had with
dumpster enclosures and what that looks like.
Mr. Kintner said we have added some clear, concrete triggers. Any
time someone comes in with a site construction permit or
development plan, we will be including the dumpster enclosure as
part of the things they need to make sure are taken care of.That
way we are not discussing what constitutes moving the
dumpsters.
Mayor Drummond opened the public hearing. No one spoke in
favor or opposition to Ordinance No. 20-2189.
Commissioner Paris moved to close the public hearing.
Seconded by Commissioner Morgan and carried by a
unanimous voice vote.
Commissioner Morgan moved to approve Ordinance No.
20-2189 and set October 19, 2020, as the second public
hearing date. Seconded by Commissioner Paris and
carried by a unanimous roll call vote.
12. REGULAR BUSINESS. None.
13. CITY MANAGER'S REPORT
Mr. Gioielli said staff is starting to research the possibility of the
convenience fee for credit card purchases related to City activities. We
are doing that recognizing the Commission's desire to make sure.that our
residents have an option to pay through cash or checks and not include a
fee.The Supervisor of Elections has requested the assistance of all
municipalities in Seminole County to assist him on Election Day, which is
permissible by the Governor on our State Executive Order 2Q-149. We are
going to be diligent in attempting to help the Supervisor of Elections on
Election Day by providing him with a staff member. He said we had a
second Police Community Forum on September 15 and the next one is
scheduled on October 13. Regarding the Downtown Redevelopment

proposal from Taurus (TI) Group,the staff has received an initial
agreement, and we have started the review process with our City
Attorney. We are working towards planning our Town Hall Meeting at
the Community Building to allow the developer to answer questions to
our citizens on the conceptual issues. In addition to the work that was
done on Candyland Park, Duke Energy has started to swap out lights with
LED lights, which will offer a cleaner, more modern look, while requiring
less maintenance and being more energy-efficient.The Penny for Parks
program is ready for review. We have asked for the Parks and Recreation
Advisory Boards input. Part of that was giving them the option to have
the money rolled over so that it can grow more before we make a
recommendation. Leisure Services is starting to plan their modified Fall
Festival and are hoping to offer some Christmas events. Unfortunately, it
does not look like we would be able to safely put together a Christmas
Parade. He said regardless of what we do, the staff has created a
mitigation plan for both City events and vendor-sponsored events to
ensure whatever we do,we are keeping the safety of our citizens and
staff as a top priority. He said staff is starting to work on the refresh of
our City's website. It is going to be managed by a Committee overseen by
our Information Technology(IT) Director, Mr. Dunn. He said staff has now
reviewed the proposed Municipal Services Impact Fee Study. We have
asked our vendor to prepare to offer the first reading at the next
Commission Meeting on October 19. He stated, originally all of the

Census Bureau information had to be in by October 5, but that has been
extended to October 31. We are asking anybody that has not provided
the information be proactive in doing so. He said I am proud to report
that Seminole County is in first place in the entire State for self-
responding and we are proud of that.
