21-1551 Amendment to the Longwood Purchasing Policies and Procedures Manual RESOLUTION NO. 21-1551 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LONGWOOD, FLORIDA, AMENDING CHAPTER 5, PERSONAL PROPERTY CONTROL AND DISPOSAL,SECTION A OF THE CITY OF LONGWOOD PURCHASING POLICIES AND PROCEDURES MANUAL REGARDING THE CAPITALIZATION THRESHOLD OF CAPITAL ASSETS TO THE STATE OF FLORIDA APPROVED LEVEL OF $5,000 OR MORE; PROVIDING FOR CONFLICTS, CODIFICATION,SEVERABILITY,AND AN EFFECTIVE DATE. WHEREAS,the City of Longwood ("City")adopted the City of Longwood Purchasing Policies and Procedures Manual pursuant to Ordinance No. 20-1523; and WHEREAS,the City may amend the Longwood Purchasing Policies and Procedures Manual from time to time by ordinance or resolution; and WHEREAS,the City desires to amend Chapter 5,Personal Property Control and Disposal,Section A of the Longwood Purchasing Policies and Procedures Manual to provide for an increase of the capitalization threshold of capital assets to the State of Florida approved level or more. NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LONGWOOD, FLORIDA: SECTION 1. Legislative Findings and Purposes. The preceding recitals are adopted as the legislative findings of the City Commission of the City of Longwood and are incorporated into this Resolution as is set forth herein. SECTION 2. Amendment to the Longwood Purchasing Policies and Procedures Manual. Chapter 5, Personal Property and Control Disposal, Section A of the Longwood Purchasing Policies and Procedures Manual is hereby amended to read as follows (underlined language is added; stricken through language is deleted; provision not included are not being amended): CHAPTER 5 PERSONAL PROPERTY CONTROL AND DISPOSAL 5.01 PERSONAL PROPERTY CONTROL: A. Definition: Property control entails maintaining the records and performing annual inventories of all tangible personal property owned by the City. Personal Property is described as non-tangible (of a non- consumable nature), valued at $5,000.00$750.00 or more, and has a life expectancy of two years eiae YeaF or more. These items should be tagged and placed in the record as part of the annual audit process. Attractive items under $5,000.00 should be tagged and submitted into inventory but not entered into record as part of the annual audit process. Resolution No.21-1551 Page 1 of 2 SECTION 3. Severability. If any section, subsection, sentence, clause, phrase, or potion of this Resolution, or application hereof, is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion or application shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portion thereof to the extent practicable. Section 4. Conflicts. To the extent this Resolution or any provisions thereof conflict with any previously enacted Resolution of the City of Longwood, then this Resolution shall control only to the extent any such conflict(s) exists. Section 5. Codification. This Resolution shall be incorporated into and made a part of the Longwood Purchasing Policies and Procedures Manual and such provisions may be renumbered or relettered to accomplish such intention,and the word "Resolution,"or similar words may be changed to"Section," "Article,"or other appropriate word. The City Clerk is granted liberal authority to incorporate the provisions of this Resolution as contemplated herein and to correct typographical errors. Section 6. Effective Date.
