Present: Deputy Mayor Abby Shoemaker Commissioner Matt McMillan Commissioner Matt Morgan Dan Langley, City Attorney Clint Gioielli, Acting City Manager Michelle Longo, City Clerk David P. Dowda, Police Chief Craig Dunn, Information Technology Director Judith Rosado, Financial Services Director Shad Smith, Public Works Director Absent: Mayor Brian D. Sackett (Excused) 1. CALL TO ORDER. Deputy Mayor Shoemaker called the meeting to order at 6:00 p.m. 2. OPENING INVOCATION. COP Chaplin Ed Benore gave the invocation. 3. THE PLEDGE OF ALLEGIANCE. Deputy Mayor Shoemaker led the Pledge of Allegiance. 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. The"Downtown Longwood Cruise-In"Car Show will be held on Saturday,June 12, 2021,from 5:00 p.m. until 8:00 p.m. in the Historic District of Longwood. B. The City of Longwood will host a flag retirement ceremony on Monday,June 14, 2021,from 5:00 p.m. until 7:00 p.m.,at Reiter Park, 311 West Warren Avenue. American flags that need to be retired can be brought to Reiter Park for proper disposal. C. The Annual Father and Daughter Dance will be held on Wednesday,June 16, 2021 from 7:00 p.m. until 9:00 p.m., CC 06-07-2021/1 Longwood Community Building,200 West Warren Avenue. The cost is$5.00 per person. 5. PROCLAMATIONS/ RECOGNITIONS A. Commissioner Morgan to recognize Zechariah Cartledge for his contributions to fallen First Responders and the Running 4 Heroes organization set to honor every First Responder lost in the line of duty and support those injured First Responders whose injuries were duty-related. Commissioner Morgan recognized Zechariah Cartledge and presented him with a certificate. Photographs were then taken. 6. BOARD APPOINTMENTS A. Appointment of a member of the Commission as the primary representative to the Council of Local Governments in Seminole County(CALNO). Appointment deferred to the next meeting. B. District#3 Nomination to the Parks& Recreation Advisory Board. Commissioner McMillan nominated Larissa Morgan for appointment to the Parks and Recreation Advisory Board. Nomination carried by a unanimous voice vote with Mayor Sackett absent. C. District#4(At Large) Nomination to the Parks& Recreation Advisory Board. Commissioner Morgan nominated Rachael Carroll for appointment to the Parks and Recreation Advisory Board. Nomination carried by a unanimous voice vote with Mayor Sackett absent. D. District#4 Nomination to the Land Planning Agency. Commissioner Morgan nominated Michael Dodane for appointment to the Land Planning Agency. Nomination carried by a unanimous voice vote with Mayor Sackett absent. 7. PUBLIC INPUT A. Public Participation. None. 8. MAYOR AND COMMISSIONERS' REPORT CC 06-07-2021/2 District#4. Commissioner Morgan asked Mr. Gioielli for an update on the art for the utility box on Ronald Reagan Boulevard (County Road 427) and State Road 434. Mr. Gioielli said the organization had to cancel and he was waiting for them to reschedule. Commissioner Morgan requested a stop sign study for Ridgeline Run into the Markham Hills neighborhood. Mr. Gioielli said he knows it has a unique configuration and would get a formal review. Commissioner Morgan asked for an update on the cemetery getting on the National Marker list. Ms. Longo said the permit has been filled out and she has been working with someone who is assisting with the review before it is officially submitted. Commissioner Morgan said the Commission gets invited by the VFW Hall 8207 on Ronald Reagan Boulevard to attend a Memorial Day service at Longwood Memorial Gardens Cemetery.This year he reached out to the new commander, Hector, to see if he would be open to the idea of inviting residents. Hector said he loved the idea and allowed it to be posted on social media inviting as many people as possible. With a one- day notice,there were a lot of residents in attendance. He asked if the City can partner with them on this event in the future and make it an annual event. He said the VFW wants to be more involved in the City events and he has also connected them to David Rubin with Heroes Strong. Mr. Gioielli noted the City recognizes Memorial Day with the flags in our Heroes Memorial. He said we will circle back and see what options are available to do something at the cemetery in conjunction with the VFW. Commissioner Morgan asked about the rising sewage prices. Mr. Gioielli advised there is a rate when there is a septic. He said some of the residents seem to have been caught in the transition from septic to the sewer which,then is no longer a flat rate. It is a rate based on water consumption. While we are encouraged to move away from septic to sewer, there is a monthly cost associated with the service provided by the City. Commissioner Morgan reminded everyone about the Flag Retirement Ceremony on Monday,June 14 by Heroes Strong at Reiter Park at 5:00 CC 06-07-2021/3 p.m. He explained that during a Flag Retirement Ceremony one can dispose of their older, tattered, or torn flags properly. He reported attending the Seminole County Boys and Girls Club meeting at Teen Challenge on Tuesday the 18th.They talked about the Be Great Gala,the last fundraiser event they had that was incredibly successful. He thanked everyone who attended and contributed towards it because all of the money raised goes directly back to Seminole County Boys and Girls Clubs. On the following day, he reported representing the City of Longwood as part of the Public Schools Facility Planning Committee (PSFPC) at the Seminole County Public School building. He said it was a good meeting and explained that the Committee is trying to keep up with development going on in each city and making sure the schools are going to be able to keep up with development. Commissioner Morgan reported attending Seminole County's Opioid Council meeting. He thanked Michelle Smith at the Sheriff's Office who does an incredible job of gathering everyone together. He said many people are part of this council. He also reported attending the ribbon- cutting for Hair in Motion on Friday the 21st. He said it was the most original, one-of-a-kind ribbon-cutting he has attended, they took over a huge part of the strip mall property at 851 East State Road 434, and it is gorgeous inside. He encouraged all to support them.That same evening he reported attending Mayor Sackett's retirement party. Commissioner Morgan said he is a Special Needs Advocate for about thirty (30) plus families in Seminole County that have an IEP, a blueprint of the student's upcoming school year. He said Emily, a student he had been advocating for the longest,just graduated and he attended a barbeque for her. He said he is incredibly proud of her and is excited about her future. He reported attending Kids House Wops Hops 5K Run in Sanford the next day. He said he was able to get them with AAA Trophies in Longwood who helped them and provided medals and trophies. He announced there will be another event by Kids House at Reiter Park. Commissioner Morgan reported attending a surprise party this past Friday for Principal Mike Rice who was leaving Lyman High School. He said Principal Rice will be the head of all Seminole County's secondary schools. He also reported attending a Longwood Historic Society Meeting. He commended president Tracy Putnam for the tireless work she does. He said they are constantly trying to collaborate with the City. He said on June 26 at 10:00 a.m. the Bradlee McIntyre House will have an event for a found piece of furniture that belonged to the original Bradlee McIntyre House. He then encouraged anyone who wants to join the Longwood Historic Society to do so. District#5. No Report. CC 06-07-2021/4 District#1. Deputy Mayor Shoemaker reported attending the Concert in the Park event. She said the VFW is near and dear to her heart because her husband was raised in a military family and moved every two years, and she is the accountant for them. She said the VFW pays the City of Longwood for water but they are not in the City limits.They are a customer if this helps bring them into the City. She reported attending Hair in Motion's ribbon-cutting, commended the business owner, and said she was happy to have them be a part of the City. District#2. No Report. District#3. Commissioner McMillan expressed his condolences for Mayor Sackett's loss. He reported attending Mayor Sackett's retirement party and commended the Commissioners for successfully keeping that as a secret because it was a surprise party. He also reported attending the ribbon-cutting at Hair in Motion. He mentioned the public hearing on May 18 at the Longwood Community Building for the Florida Department of Transportation intersections improvements on State Road 434 and Ronald Reagan Boulevard. He said he was disappointed in the presentation. He understands the project is not currently funded and said that intersection is so important to Longwood. He also said the material presented showed double left turns on State Road 434 in each direction, closing off at Citizen's Bank to make two turn lanes. He was under the impression there was going to be information on the potential of a slip lane but there was nothing there. He said only two (2) people commented and there were no answers to be presented because everything was going to be responded to afterward. Most of the presentation was a PowerPoint presentation that was speaking to everybody in the room and a court reporter was typing what the recording was saying.There was a total of about two (2) minutes of human input. He encouraged anyone concerned about that to reach out to the Florida Department of Transportation. If you did not have the chance to go they are still accepting comments. He requested the link be placed on the website. Commissioner McMillan reported attending the Battle of the Food Trucks on Saturday,June 5. He said it was well attended despite the inconveniently timed, yet much-needed rain. He said he was not a judge but he had the pleasure of presenting the awards along with Mayor Sackett. He congratulated Peru Power and the runner-up Bizzle's Bistro for the best entree. In a separate category, best dessert, Crooked Cow Creamery won and Pizza A Cone was the runner-up. He recognized the firefighters/EMS staff for responding very quickly to a minor medical incident. He also reported attending the Longwood Historic Society meeting on Sunday. He said they are a good community partner, he was glad we are doing a lot with them, and it was good to have those non- profit partners dedicated to maintaining our history. CC 06-07-2021/5 Commissioner McMillan reported on "The true, the good, and the beautiful". For "The true", he said he witnessed the true meaning of Memorial Day at Longwood Memorial Gardens along with the other Commissioners and Longwood VFW Post 8207 for a memorial service to those who have lost their lives in service to our nation. He said it was well attended by our citizens and it was his first time there. For a one-day notice, he was happy that many people showed up in Longwood. After the ceremony, he was pleased and appreciated the invitation to join the Post members for lunch. Commissioner McMillan reported on "The good" as the entrepreneurial spirit of Leslie Barton Powell at Hair in Motion. He said she has such a great spirit. He noted this business is a school for people to become cosmetologists and learn the skills to have their own business. He said she was very inspirational and there was a joint presentation of the ribbon-cutting and a graduation ceremony immediately afterward. Commissioner McMillan reported on "The beautiful" as the Stars on Stage event presented by Elevate Studios at Reiter Park. He said all of the performers there had more courage and talent to perform publicly than he ever did at that age.This was the third event the studio has done. He was glad to see the stage at Reiter Park being used by students. He mentioned one particular man named Hunter who performed the song Baby by Justin Beiber. He said his mother came out and surprised him by doing the rap portion of the song. He then gave his mother a big hug and was so happy. Commissioner McMillan stated that was a creation of a beautiful memory and our City was able to make that a Longwood memory. Commissioner Morgan commended the Longwood Police Department for saving a man that was trapped in a pond under a lawnmower. Mr. Gioielli said those officers are going to be invited to the next meeting and it will be organized by the Police Chief. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA Deputy Mayor Shoemaker recommended pulling Item 11A. Mr. Langley suggested the Item be continued to the next City Commission meeting as it is an advertised public hearing. Commissioner McMillan moved to continue Item 11A to the next meeting on June 21. Seconded by Commissioner Morgan and carried by a unanimous roll call vote with Mayor Sackett absent. CC 06-07-2021/6 Deputy Mayor Shoemaker recommended withdrawing Items 12B and 12G. Commissioner Morgan moved to withdraw Items 12B and 12G and bring them back at the next meeting. Seconded by Commissioner McMillan and carried by a unanimous voice vote with Mayor Sackett absent. 10. CONSENT AGENDA A. Approve Minutes of the May 17,2021, Regular Meeting. B. Approve the Monthly Expenditures for May 2021. C. Approve the fourth amendment to the Agreement for Legal Services between the City of Longwood and Fishback, Dominick, Bennett,Ardaman,Ahlers, Langley&Geller LLP a/k/a Fishback Dominick. Commissioner Morgan moved to approve Items 10A through 10C as presented. Seconded by Commissioner McMillan and carried by a unanimous roll call vote with Mayor Sackett absent. 11. PUBLIC HEARINGS A. The City Commission to hear a public request for Special Exception (SPE 01-21)to the City of Longwood Development Code (LDC)Article III, Development Design Standards,Sections 3.2.3 (D)(7)and 3.2.3(D)(10)for a proposed Twistee Treat ice cream restaurant at the intersection of East Street and State Road 434. Item continued to the June 21, 2021 Commission meeting. 12. REGULAR BUSINESS A. Schedule Thursday, September 9, 2021, and Monday, September 20,2021, as regular City Commission Meeting dates and public hearing dates for the adoption of the Fiscal Year 2021/2022 Budget. Commissioner Morgan moved to approve Item 12A as presented. Seconded by Commissioner McMillan and carried by a unanimous roll call vote with Mayor Sackett absent. B. Read by title only, set June 21,2021, as the public hearing date, and approve the first reading of Ordinance No. 21-2200, a Small CC 06-07-2021/7 Scale Comprehensive Plan Amendment(SPA 01-21)for properties at 250 North Street and Pineda Street. Item was withdrawn from the Agenda. C. Read by title only and adopt Resolution No. 21-1565,which amends the Fiscal Year 2020/2021 budget to recognize fixed assets proceeds for the Fire Department. Mr. Langley read Resolution No. 21-1565 by title only. Ms. Rosado presented the Item. Commissioner Morgan moved to adopt Resolution No. 21- 1565 as presented Item 12C. Seconded by Commissioner McMillan and carried by a unanimous roll call vote with Mayor Sackett absent. D. Read by title only and adopt Resolution No. 21-1566,which amends the Fiscal Year 2020/2021 budget and authorize funding to cover costs related to Emergency Repairs of the City Lift Stations. Mr. Langley read Resolution No. 21-1566 by title only. Mr. Smith presented the Item and answered questions. Commissioner Morgan moved to adopt Resolution No. 21- 1566 as presented Item 12D. Read by title only and adopt Resolution No. 21-1567,amending the Fiscal Year 2020/2021 budget under the Public Facilities Improvement Fund (310)to establish grant budget income in the financial system for budgetary controls. City Commission to affirm the appointment of Acting City Manager Clint Gioielli as Board Member and approve Magdala Ridore, HR Generalist as the Alternate Board Member for the Public Risk Management(PRM)Group Health Trust Board and the Public Risk Management of Florida Property and Casualty Pool. Mr. Gioielli presented the Item. Commissioner Morgan moved to approve Item 12F as presented. Seconded by Commissioner McMillan and carried by a unanimous roll call vote with Mayor Sackett absent. G. City Commission discussion on the Police Department site as a potential location for Fire Station#15. Item was withdrawn from the Agenda. 13. CITY MANAGER'S REPORT Mr. Gioielli passed along information from Mayor Sackett who said it was a wonderful idea for COP Pastor Benore to give the first invocation. He also thought Elevate's Stars on Stage event on May 22 was fantastic and the music from Acoustic Flair at the Concert at the Park on May 29 was wonderful. He helped provide awards and ate food at the Battle of the Food Trucks. He also wanted to make the Commission aware there has been more flooding at the multi-purpose gym area at Lyman High School. Mr. Gioielli said this was something that came up a while back concerning a stormwater issue that could have been better corrected by the City. Mr. Shad Smith went out to assist the school and see if there was something that could be done to mitigate some of the flooding at the school.They identified the issue last year as being maybe a roofing issue or some locked-up drains.This particular time, City staff was at Lyman High School at the time of the flooding during the Summer Camp.They saw there were flooding issues at the multi-purpose gym area as a result of the ongoing construction at both the football field and the building they tore down next door. Curbs were moved around and forced the water during the most recent rain into the gym. All of the floorings have been torn out. He does not think it is a City-related issue but said it was an issue for the school to address. Mr. Gioielli advised the City of Longwood offers a separate benefit for sewer costs. He said sewer costs have a direct correlation with water usage. If someone had the benefit under septic of using irrigation,they would not realize that would have a heavy impact on their sewer use.The City as a benefit offers a separate irrigation water meter.They could CC 06-07-2021/9 contact Public Works and inquire about the process of getting that installed.This reduces the overall cost of the bill by reducing the sewer costs now that it is not being assumed the same water is not being recycled but rather returned through irrigation. Mr. Gioielli reported on the partnership between the City of Longwood and the Longwood Historic Society who have applied together for a grant, which has been awarded and going to benefit the Bradlee McIntyre House. He noted the relationship and partnership between the Longwood Historic Society and the City have greatly improved over the last year. Mr. Gioielli mentioned the City's recent issues with the staff's ability to read meter readers because of failures in equipment and lack of support in antiquated software. He said a vendor was contacted, issues were worked out, and we are going to have new equipment and hardware, upgraded software, and ongoing support which will help mitigate some of those issues for staff moving forward. He considers this as an intermediate fix, not a long-term fix. It will be running within the next sixty(60) to ninety(90) days.The program that was purchased has the vendor come and ensure their software communicates with our finance software, sets up hardware, and provides wireless technology making it easier for staff to move around and get accurate reads in a timely fashion. He said he hopes to see the benefit and alleviate any spikes and concerns heard over the years. Mr. Gioielli said he recently asked the Commission for a vote on pickleball. The Commission last approved three (3) pickleball courts at Candyland Park and striping that would allow the court to be multi-use. Staff is realizing the Commission has experienced a great deal of interest from the public and wants direction on converting two (2) of the tennis courts into six(6) pickleball courts leaving one (1)tennis court at Candyland Park. He said all, or the majority of these costs, would be covered with the existing grant staff is pursuing and there were plans to resurface the court anyway. He said staff can also do two (2)tennis courts and four(4) pickleball courts but realized the overall objective was to allow there to be tournaments that require a minimum of six(6) courts. Discussion ensued on pickleball courts at Candyland Park. It was the consensus of the Commission to approve six(6) pickleball courts at Candyland Park. Mr. Gioielli announced the Police Department will be having their next Community Forum on June 15 at 6:00 p.m. at the City Commission Chambers. He reported that staff have been inside the Lewis House with CC 06-07-2021/10 the contractor, Hartman &Sons, and are waiting for additional information from them. He said staff has asked a grant writer to see if there was any possibility of grants. He reported waiting for further direction on the American Rescue Plan and hopes to provide some dates for a workshop at the next City Commission meeting. He said we have had an opportunity to submit requests and ask for additional information/direction from the Treasury Department. Mr. Gioielli reported a traffic crash over the weekend on southbound Ronald Reagan where the vehicle left the roadway and crashed into the Clocktower parking lot area. Luckily, there were no injuries nor major property damage other than irrigation, grass, and shrubs. He said the staff was going to communicate with the County to see what steps can be taken to figure out how to mitigate this in the future. He noted this was not the first time someone has crashed there. Mr. Gioielli announced that the July 4 event was set for July 3 at Reiter Park from 5:00 p.m. to 9:00 p.m.There will be additional staff from the Police Department, Fire Department, and Leisure Services.There will also be food trucks, bands, and fireworks. Commissioner McMillan suggested notifying residents nearby of the fireworks in case they have pets. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT Ms. Longo reminded the Commission they are required by the State of Florida to file a Statement of Financial Interest and they are to be returned to the Supervisor of Elections in Seminole County by July 1. She reported qualifying for the Special Election began today at noon and ends this Friday at noon. Qualifying will take place during normal business hours Monday through Friday from 8:00 a.m. to 5:00 p.m. She said the staff was looking to confirm a Budget Workshop on Monday,July 12 from 1:00 p.m. to 5:00 p.m. and asked if that date still works. It was the consensus of the Commission to confirm a Budget Workshop on Monday,July 12 from 1:00 p.m. to 5:00 p.m. 16. ADJOURN.
