1. CALL TO ORDER. Chair Putz called the meeting to order at 6:30 p.m.
2. PUBLIC INPUT.
Patrick McFadden, President, Longwood Babe Ruth gave the Board Members an update on
the status of registrations for Longwood Babe Ruth. He said they currently have three-
hundred and five (305) kids registered to play for the Fall season. He noted this past Spring
they had two hundred and eighty-six (286), last Fall they had one hundred and ninety-three
(193), and Spring of 2021 there were one hundred and seventy-two (172) registrants,
almost double from where they were about a year and a half ago. They have twenty-five
(25) teams, eight (8)t-ball teams, four (4) rookies, four (4) minors, one (1) major, two (2)
babe ruth, and for softball one (1) 6U, one (1) 8U, one (1) 10U, one (1) 12U, and one (1)
14U. He said the season opener is on September 17, 2022 at Candyland Sports Complex.
They will have a live Di, bounce houses, and their first games. He said it will be a lot of fun
and they hope to have a good turnout.
Member Rice thanked Mr. McFadden and congratulated him.
3. ACTION ITEMS.
A. Approve Minutes from August 2, 2022
Member Coad moved to approve the minutes from August 2, 2022, as
presented. Seconded by Vice-Chair Sackett and carried by a unanimous voice
vote with Member Ray and Member Carroll absent.

B. Candyland Park Facility Rental Fees
Mr. Capizzi said he knew everyone had questions about the pickleball court so starting
September 1, 2022 they are going to do a three (3) month trial of no daily fees for the
pickleball courts. The courts will be first come, first served. He said they do have a
suggested schedule that has come from Ms. Kelly Shilson. It is a suggested schedule,
and is not anything written in stone. He said they will be publishing that and putting
some signage up about who to contact at the park. Mr. Capizzi went on to explain how
this will work, the various levels of play, and what other cities with pickleball courts
offer with regard to their courts and rental fees.
Member Rice said that in her mind it was never about charging the pickleball group
players it was always about having the opportunity for anyone to rent a court if they
wanted to reserve a time. She asked staff where they were on court rentals as that was
not really addressed.
Mr. Capizzi said that they are not going to be doing the reservations for the pickleball
courts for now.
Discussion ensued with regard to the court rentals at Candyland Sports Complex
including the pickleball courts, the tennis courts, and the basketball courts as well as the
suggested schedule that was made for the pickleball courts.
Mr. Capizzi said he would like to raise the field rental fees for baseball field rentals. He
said their field rental fees are by far the lowest around and they still want to keep them
competitive while at the lower end of the rental rates. He said he is going to propose
raising the rate from 9:00 a.m. to 5:00 p.m. to $30.00 per hour and the rate from 5:00
p.m. to 10:00 p.m. will shift to $35.00 per hour. He provided the Board with field rental
information for surrounding cities so they would have an idea what other cities are
currently charging.
Discussion ensued about the rental of the fields.
Member Coad asked about the basketball courts at Reiter Park and said the mushrooms
are back. She asked if those courts can be painted because of the mushroom issue and
if it would be a waste of funds.
Mr. Capizzi asked if she was talking about painting the entire court.
Member Coad said something similar to what is being done at the Candyland Complex.
Mr. Capizzi said that it is expensive and they are paying for that whole thing. He said
they are creating and painting the entire design and the City is not paying for that.
Discussion ensued with regard to the mushroom issue on the basketball court at Reiter
Park.

4. BOARD MEMBER REPORTS.
Chair Putz reported and said he left off last month without giving a report so he is going to
present it tonight. He said it is on banners again. He presented a suggestion for a banner to
honor those in the Longwood area that have served in the military. He passed around the
paperwork with the information as a reference for the Board Members to review. He said
they would go up from Memorial Day through Veteran's Day. He said this would be a way
of raising money, but he does not know how well it would go over.
Discussion ensued with regard to a banner program and the placement of the banners
within the city.
Chair Putz provided photos to the Board of items that can be placed in the pond for the
turtles. He said many people see the turtles swimming around in the pond at Reiter Park
and seem to really like it. He said there are $79 rocks or$97 rocks and perhaps they could
use some of the money to buy some of these rocks. He said there are more expensive
larger floating rocks that are $296 that services more turtles and famously large $2,000
rocks that would fit an entire colony of turtles. He said he got the figures from the turtle
store. There are various floating rests for turtles and he noted many of them have algae
growing on their shells because they don't get to sun much.
Member Rice asked Chair Putz about the banner program and asked where he saw the
banners being hung from Memorial Day to Veteran's Day.
Discussion ensued about where the banners can be hung and how much it will cost for the
banner program.
Member Coad reported that she wanted to bring something up she has been thinking about
for a while. She stated this is mostly done at the high schools but she was thinking about
Candyland Sports Complex. It involves people paying to paint a parking space. She said the
high schools do this and it is strictly relegated to seniors, so that they can have a specific
space that they pay for and paint. People would pay a fee and submit a drawing that is
approved by the Board (after receiving the Commission's permission). It could be a
fundraiser to raise funds for a project or whatever is needed at Candyland. It could be good
for a company that wants to use it as advertising. The ad would have to be done tastefully
and provide space at the bottom for the name of the company. Candyland Sports Complex
seems the perfect place with all of the activities and age groups they have.
Discussion ensued with regard to the parking space painting project/fundraiser.
Member Coad mentioned the Chalk Art Festival and proposed that they could do it at Reiter
Park. It would have to be in a designated area and a small fee could be charged to
participate. She said it could be a competition.

Mr. Capizzi said he was actually looking at new parking stops for Candyland Sports Complex
and probably looking into restriping spots which they have talked about for the next fiscal
year.
Member Coad commented about the spacing of the potential parking space art at
Candyland and brought up that Handicap Spaces would have to be addressed as far as
spacing goes.
Chair Putz said rules about handicap spaces are spelled out.
Mr. Capizzi said they would probably try to avoid the handicap spaces. He said there are
plenty of other spaces.
Member Coad said there are a lot of spaces, a lot of opportunity, and it might make the
park fun looking. She asked if anyone had any thoughts on either of these two (2) ideas.
Discussion ensued with regard to painting the parking spaces at Candyland Sports Complex
and the Chalk Art Competition.
Member Coad brought up the topic of Christmas light decorations. She said she talked to
Mr. Rinaldo and it sounds like they are going to be piggybacking from the contract awarded
by the City of St. Petersburg.
Mr. Capizzi confirmed they are. He said they will be doing business with Holiday Decor, the
company they went with last year. He said this is the company that bought out Clark Sales.
They received a phenomenal deal because of the co-op that they are entering into with St.
Petersburg. He did secure another price from a company that contracts with Orlando and
Islamorada and they wanted $62,000.00 to do what the City currently does. He said it was
not even a consideration and that they are being provided the same lights and decorations.
Member Coad thanked Mr. Capizzi for doing that.
Member Rice asked if the cost changed a lot.
Mr. Capizzi said it did not.
Member Rice asked if it was very similar to last year's cost.
Mr. Capizzi said it is very similar. He said it was pretty incredible because he was expecting
a larger increase. He said it did increase, minimal amounts, but it was a great price.
Member Coad said it is a larger company that purchased Clarks, if she is not mistaken. She
said she has been so excited and making Mr. Rinaldo crazy. She said they all know Mr.
Rinaldo went to his conference while they have been gone and they have already been
working and changing things for Celebrate the Season. She said this year there will no
longer be a skating rink at Celebrate the Seasons because the price is too high and she did
not realize that they didn't receive many big ice skates for adults. She noted last year they

had a large decrease in the amount of people that used the skating rink, so they have
regrouped. Last year she mentioned she wanted a snow maze and they are going to have
that this year and will be the first ones to get to use it. She said they have a train booked
for this year and directed attention to the picture of the train provided. She said they had
someone that came in and brought a rock wall because they had things not show up last-
minute and Mr. Rinaldo found it for them. She said they will have a Christmas rock wall and
asked Mr. Rinaldo how that is going to work and if he called and booked it.
Mr. Rinaldo replied it is booked and the company will provide staff similar to the ice rink.
Chair Putz said he will drive the train.
Member Coad said no that he would load and unload the train. She said Chair Putz is so
excited because this one has smoke and they have never had smoke before.
Discussion ensued with regard to the types of entertainment options for Celebrate the
Season.
Member Coad said they are also looking at the Self Elf Self Photo Op and are considering
placing it where the pony rides used to be, since there are no more pony rides. She said
they are going to talk about making something like a snow village picture opportunity area
that is open for everyone to use.
Member Coad said they have had the prices of$0.50 and $1.00 for the train and ice skating,
respectively, and everything has gone up exponentially, so her suggestion is that all tickets
for everything be $2.00. People can buy a ticket for whatever you want to ride. She said
she and Mr. Rinaldo have talked and she knows that there was discussion about buying a
bracelet, but that she did not necessarily like the idea.
Discussion ensued with the bracelet option.
Member Coad asked Mr. Rinaldo if he wanted to share anything else and asked if they had
booked the laser light show.
Mr. Rinaldo said they went back to the laser show provider they had two (2) years ago with
twelve (12) lasers.
Mr. Capizzi asked Mr. Rinaldo if he wanted to give a little more information on the
difference between this and what they had before.
Mr. Rinaldo said that the picture that is on the cover of the sponsorship packet was from
that laser show.
Mr. Capizzi said that was the good laser show. Last year they had four(4) so this year's
show is going to be like a rave. They are going to try it one (1) more time this year with an
exponentially larger number of lasers and see how it is. He said he thinks it is going to be
cool.

Member Rice said she thinks that twelve (12) lasers is great as long as they also have the fog
that is needed. She noted that was partially the issue the year prior. She said it may have
been too windy causing the fog to blow away, but she felt the fog machine or several fog
machines are needed and not the lights alone.
Mr. Capizzi said this is the gentlemen who came down from Minnesota. They paid for him
to stay in a hotel room and he was phenomenal. He stated he has the fog machines as well
as the lasers. That particular show is where all of the wonderful pictures were taken.
Vice Chair Sackett asked if it is going to be one (1) show or is he going to do a couple of
smaller shows throughout the night.
Mr. Rinaldo said it is going to be almost continuous.
Member Rice asked Member Coad about all of the mentioned activities and said she likes a
lot of the new and different opportunities and the fun slide. She specified meant the old-
fashioned fun slide, noting that it is not that she does not like the Mt. Everest, but she
thinks the fun slide is more thrilling for adults as well as children.
Member Coad asked Member Rice if she had seen the slide called the Big Blow Up Snow.
She said did not have the measurements but it is huge and is the same idea. The catch is
the price.
Member Rice said that she does not think$2,700.00 is too bad for it.
Member Coad said they are trying to stay within budget so they are looking to see what all
of the prices come in at. She said she does not remember what the laser show came in at.
Mr. Rinaldo replied it was $6,500.00.
Member Coad asked if that is what they paid approximately for fireworks. She asked for
her black and white photos of the amusements to be passed back to her. She said she
hears what Member Rice is saying, they are just showing you the options they have
available.
Member Rice asked for confirmation that each activity will have a different colored ticket
and that all of the tickets are two dollars.
Member Coad confirmed that is the case.
Discussion ensued with regard to the different tickets for the different activities.
Member Coad said it will all come down to price and they are going to talk to the guy in
Altamonte that got us the tower to see if he has some other goodies and what his prices
are, but she wanted to share what is definitely booked thus far. She said the snow maze is
for everybody, every age, it is huge.

Chair Putz said he does not remember counting train tickets.
Member Coad said they did. We stated they counted them afterwards to see how many
they had.
Discussion ensued with regard to counting tickets.
Vice-Chair Sackett suggested that with the way kids play and go down inflatable slides
multiple times, it might be better to provide a wrist band than to pay for an individual ticket
to go down the slide.
Member Coad said it will be no different than paying for other rides once.
Vice-Chair Sackett said for kids to climb up and down a slide for$2.00 seems a little high.
Discussion ensued with regard to the cost of the activities.
Member Coad asked if there were any other questions.
Chair Putz said he liked the train, but that he did not know the tickets were counted every
year.
Member Coad said the tickets were always counted on both of them and asked if there
were any other questions or statements.
Discussion ensued with regard to counting the tickets for the train and the ice rink and the
color of the tickets.
Member Coad said they are going to have two (2) stilt walkers, a toy soldier, and another
holiday character. She asked if there were any other questions regarding Celebrate the
Seasons before she moves forward.
Member Rice asked what was decided with regard to having a band.
Member Coad said there will be no band.
Member Rice said she had suggested last meeting that they stick with Dennis.
Mr. Rinaldo confirmed this and said they are working on other local free entertainment,
dance schools, and things of that sort. He said DJ Dennis is booked.
Member Rice confirmed that DJ Dennis was booked and he will play music the entire night.
Mr. Capizzi added that his music will go along with the lasers. He said Dennis can play any
kind of holiday music and because it will go along with the lasers, it will be very festive.

Member Rice said they are saving money from not having the band.
Member Coad confirmed this is the case.
Member Rice asked if Member Coad has spent it elsewhere.
Member Coad said not yet. She said they are going to have a Christmas Concert this year
the Thursday night before Celebrate the Season. She said she brought it up and staff spoke
with the gentlemen in charge of all of Seminole County School music programs and they are
going to provide a Concert in the Park on Thursday night. She stated this will bring in the
families of the kids that are participating in addition to the community. It is all going to be
holiday music and is going to be free. She said they have discussed food vendors, etc., but
they have not solidified everything yet. The event will be held the Thursday evening before
Celebrate the Season.
Chair Putz asked if Member Coad had a date so we could insert it on this Special Events list.
Member Coad said it is December 8th.
Member Coad said that it would be nice to call it more than the Longwood Holiday Concert
and asked that if anyone on the Board comes up with a catchy name for it that they send it
to Mr. Capizzi or Mr. Rinaldo.
Member Coad said she would like to ask CERT (Community Emergency Response Team) if
they are willing to serve two (2) nights in a row since their truck will be there on Friday as
well. She said they sell reasonable food. She said they could have two (2) things back to
back that families could do like a dessert truck and pretzel truck or something of that
nature. She said it has not been solidified yet.
Member Coad said she and Mr. Rinaldo talked about working on sponsorship and getting
that out and he said Mrs. Alt-Bowes is still working on a caterer for Santa's Breakfast, but
they have a Santa and Mrs. Claus for all of the activities. She said she is grateful to Mrs. Alt-
Bowes and they do a wonderful job. They have DJ Dennis for Celebrate the Season, but the
dance group that they have used for years, probably won't be there. She said they have
had to give up where their location due to financial issues. She said they are going to look
around and see who else they can get to attend the event for entertainment purposes. She
said they could tap some of the high schools that have dance teams that may do a holiday
program. She asked if other board members have a group they might know of that would
like to come and perform for a short time frame during that evening to let Mr. Rinaldo or
Mr. Capizzi know and it will be discussed.
Mr. Rinaldo said the group that Member Coad is referring to is Elevate Studios. He said they
have been with the City a long time, but they have had to downsize due to rent increases.
Mr. Capizzi said they did talk about it and were going to see if the Prowlers might be
available for that because they do a terrific job.

Member Coad said that would be cool.
Mr. Capizzi said they do not know if they are but they did have that conversation.
Member Coad asked who they used to get and if that was the indoor team. She noted they
used to come at Christmas time when it was held down town.
Mr. Capizzi said they brought about five (5) members of the prowlers, but they were there
with the Solar Bear guy as just a picture opportunity. He said they would have them attend
this year to perform, if possible.
Member Coad said if any members have thoughts about that, because life keeps changing
and they are having to fluctuate, they would love to take their information and see what
they can come up with.
Vice-Chair Sackett reported she was happy to see the opening ribbon cutting at the
pickleball court. She said it was a nice turn out and it looked beautiful. She said Smallworld
Park is looking great and she loves the new equipment. She has not used it but it looks nice
so far. She also mentioned the residential holiday decoration contest and asked if Mrs.
Cartagena was aware of it.
Mr. Capizzi said she is aware and she is already on top of it.
Member Coad asked if she can send stuff out to them.
Mr. Capizzi replied he would.
Vice-Chair Sackett asked if they had judges for the Chili Cook-Off. She said she does not
know how that is going, if staff had heard from Teresa about the event. She asked if anyone
has talked to her regarding the number of booths, partners, people making chili, etc.
Mr. Rinaldo said they have emailed all past cookers and are working on judges. He said
right now they have one (1) cooker signed up.
Discussion ensued with regard to the judges and cookers for the Chili Cook-Off.
Vice-Chair Sackett said she would like to discuss what they were talking about with the
parking spaces at Candyland Sports Complex.
Mr. Capizzi said some of the stops, especially the plastic stops in the south lot, of the
Candyland Sports Complex are in pretty rough shape. He said he received a price from
Fausnight Signs today. They sell the concrete stops with the stakes for $38.00 each, which
is a terrific price. He said they will replace a lot of those in the south lot that are in bad
shape in the next fiscal year. Striping will also occur when the budget renews. He said the
driveway of the concession stand looks beautiful now. It has been asphalted over and the
paving company connected it to the road that goes through Candyland. He said Candyland

has gone through a lot of improvements in the last year and a half and they are hoping to
continue the trend.
Discussion ensued with regard to Candyland Sports Complex.
Member Rice reported and said with regard to the Chili Cook-Off that they are all assuming
that Member Ray is chairing the Cook-Off for us this year. She said she has solidified a
couple of cookers. She said regarding National Night Out, Mr. Rinaldo has contacted
previous vendors that have been there over the last five (5) years with the first and the
second email. She said, at this point, there are roughly about fifteen (15).
Mr. Rinaldo said they are up to twenty(20) now.
Member Rice asked Mr. Rinaldo to send her that update in the morning because she is
going to start calling those that they have not heard from. She asked Mr. Rinaldo to also let
her know those that have declined. She asked if Gus was going to be able to come this year.
Mr. Rinaldo said the Masonic Lodge did sign up, but he did not mention anything. He said
he would send an email asking if Gus can come.
Discussion ensued with regard to the Gus coming to the National Night Out.
Member Rice said she knows that Mr. Capizzi sent out the list of volunteer opportunities for
both National Night Out and Chili Cook-Off and thanked anyone that can be there. She said
on behalf of Member Carroll, who was not present, please talk about Barkfest and anything
needed from them.
Member Morgan reported and said she attended the 10th Anniversary at Hourglass and that
was pretty cool. The Historic Society had their Car Show and she worked that. She said she
attended International Overdose Awareness Day as well.
Member Morgan went to the Luau at Horsepower Ranch and got to know the owners. She
said she has an idea of how she wants to change Longwood's luau and involve Horsepower
Ranch. She said they provide and do everything, even the pig roast. She said they want to
work with the City and that they were amazing.
Mr. Capizzi said he knows she had said she might want to change the date and asked if she
had an idea or if she wanted to keep it on the same day.
Discussion ensued with regard to the luau event.
Member Morgan said she was able to visit Smallworld Park and the pickleball courts this
weekend. She said she played pickleball with Mayor Morgan and he is much better than
she is. She said the courts were awesome.

5. STAFF REPORT.
Mr. Capizzi said they have the Cruise-In Car Show this weekend from 5:00 p.m. until 8:00
p.m., the Senior Matinee is on September 21, 2022 and the movie is going to be Stars Fell
on Alabama. He said he does anticipate our attendance going up as they get into the winter
time, when the snowbirds start coming back. He noted Mrs. Alt-Bowes has been doing a
good job with the Matinee. The Ultimate Car Show is on September 24, 2022 from 10:00
a.m. until 3:00 p.m. at Reiter Park and they are on track for about sixty (60) to seventy (70)
cars registered. It is not exactly the number they wanted but he thinks they will go up from
there and it is enough for a good show. He mentioned it is sometimes tougher for the first
year or two (2) and he thinks they are at a level where they can have the show now and be
happy with where they are at. He said they will talk about Barkfest in a moment. He said
they have already talked about pickleball courts and the playground at Smallworld Park is
quite amazing. It is a cool design and will cater to a wide range of age levels.
Member Morgan said a lot of the playground is geared toward what he son likes.
Mr. Capizzi said he knows Mr. Morgan likes that playground better than Reiter Park.
Discussion ensued with regard to the renovations taking place at Smallworld Park.
Mr. Capizzi said they are looking to put a light at the skate park, close to Grant Street,
because that is an area that does not receive as much light from the existing structures. He
said once they obtain the cost for that light, they can use that cost estimate for putting a
light in at Smallworld park, since they are the same type of lights.
Mr. Capizzi said that he was just sent the agreement for the FRDAP grant for Shadow Hill
Park to replace all of the stained shade sails over the equipment and maybe some of the
decks on the equipment. It is a $50,000.00 FRDAP grant.
Mr. Capizzi said staff is looking forward to getting into events season. It is always a nice
time of year. He said it is busy but it showcases what they do and he knows that they are
doing more and more which helps people learn about Longwood.
Member Coad asked if they had everything raised to start rocking and rolling for the Fall
Festival because they won't be here next month.
Mr. Capizzi responded yes. The vendor cutoff is September 10th. All of the vendors have to
have their application forms in by then. They are actually ranked number thirty-six (36) out
of two-hundred (200) in a magazine that ranks all of the Arts and Crafts Festivals in the
country and it is a very reputable magazine.
Discussion ensued with regard to taking over the Fall Festival from the Historic Society, the
vendors that will or will not be at the Fall Festival, and the sponsorship information that was
worked on by staff.

Mr. Rinaldo said they are up to about six (6) vendors for Barkfest and many are nice
sponsors. They are at about $1,000.00 in revenue with those six (6)vendors. He said he is
hoping to at least double, if not triple, that because Arbor Dog Park can hold about fifteen
(15) to eighteen (18) spaces comfortably. He does expect that in the two (2) to three (3)
weeks before the event this number will go up.
Member Coad asked if they were going to be bring the little trailer with the puppies that are
up for adoption this year.
Mr. Rinaldo said he has been in contact with them, but they have not yet confirmed. He
said they should know relatively soon.
Mr. Capizzi said a lot of people are relaxing on the COVID stuff so they are hoping that they
are going to get to where they were a couple of years ago. He said he does think there will
be a decent turn out for it.
Mr. Rinaldo said the Cutest Dog Contest closes this Friday and there are already over thirty
(30) submissions.
Mr. Capizzi said that Mr. Rinaldo can email them the link in case they know somebody that
wants to participate. He said all entries must be in by Friday.
Discussion ensued with regard to the Cutest Dog Contest.
Member Rice asked if volunteers were needed for Barkfest.
Mr. Rinaldo said they could use some volunteers with the culvert painting.
Mr. Capizzi said he sent out the volunteer email, so they do still have spots available for
National Night Out and the Chili Cook-Off. He said that he will resend that information
tomorrow, and they can respond sometime that week. He said he will add Barkfest onto it
as well. He said they could use a couple of volunteers for that too.
Member Coad said she will help with where they cook and serve the food, for National
Night Out. She said they always need lots of help in that department.
Member Morgan said she would volunteer to help there too.
Discussion ensued with regard to the volunteer list for the upcoming events, what is
needed, and what is going to be provided for at National Night Out.
Member Coad said she would do the judging again for the Chili Cook-Off and asked Member
Rice if that covers what she needs for National Night Out.
Member Rice said that Member Coad could work in the food area.
Member Coad asked if they are doing the tables again.

Member Rice confirmed that they are and need one (1)to two (2) people there.
Chair Putz said maybe this time the table will be there.
Member Coad said it was there last year.
Mr. Capizzi said they have Coury from Summer Camp helping for National Night Out.
Mr. Capizzi told Chair Putz that he would resend the list and he would be able to see all of
the volunteer areas and how many people are needed for those areas.
Member Coad said Member Putz is referring to the July 2nd event, when the table was not
there and she missed the email about it.
Member Rice said that they should sell tickets at the Chili Cook-Off table, start selling tickets
on-line in September, and asked if those are available now.
Mr. Rinaldo said they will be going live very soon.
Mr. Capizzi said that as soon as they know when they are going to do it, they will shoot the
Board an email to determine availability and how many are needed.
Member Rice said they will generally try to promote that at National Night Out as well. She
said she talked to staff about Strongwood Coffee being available for National Night Out, but
she does not know if staff has gotten any farther with being able to take credit or debit
cards.
Mr. Capizzi responded not yet.
Member Rice asked if that is a possibility.
Mr. Capizzi responded he will make finding out a priority.
Member Coad said having card payment available at a ticket booth at Celebrate the Season
would be great and cash issues could be avoided.
Member Rice said it would be nice to take debit or credit for ticket sales at the Chili Cook-
Off.
Member Coad asked if they booked the guy that sells the drinks for Chili Cook-Off.
Mr. Rinaldo responded yes, Pat's Liquor will be in attendance.
