Present: Mayor Matt Morgan Deputy Mayor Tony Boni Commissioner Abby Shoemaker Commissioner Matt McMillan Commissioner Brian D. Sackett Dan Langley, City Attorney Clint Gioielli, Acting City Manager Michelle Longo, City Clerk Chris Capizzi, Leisure Services Director Chris Kintner, Community.Development Director Craig Dunn, Information Technology Director Magdala Ridore, Human Resources Director 1. CALL TO ORDER. Mayor Morgan called the meeting to order at 6:01 p.m. 2. OPENING INVOCATION. Pastor Tom Myers with Neighborhood Alliance Church of Longwood gave the invocation. 3. THE PLEDGE OF ALLEGIANCE. Mayor Morgan led the Pledge of Allegiance. 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. Annual Rotation of the Deputy Mayor. Ms. Longo announced the Rotation of the Deputy Mayor would go from District #2, Commissioner Boni to District #3, Commissioner McMillan. B. The Longwood Christmas Parade will be held on Saturday, December 3, 2022, beginning at 3:00 p.m. and will make its way through the Historic District of Longwood. CC 11-21-2022/1 5. 91 7 8 PROCLAMATIONS / RECOGNITIONS A. Recognizing Commissioner Tony Boni for his service to the City - as Deputy Mayor, from November 2021 until November 2022. Mayor Morgan recognized Commissioner Boni for his service to the City as Deputy Mayor. He then presented him with a plaque and photographs were then taken. B. Mayor Morgan and the City Commission recognition of each City Department for their contributions during the 2022 Hurricane Season. Mayor Morgan recognized each department and then presented a Certificate of Recognition. Photographs were then taken. BOARD APPOINTMENTS. None. PUBLIC INPUT A. . Public Participation. None MAYOR AND COMMISSIONERS' REPORT District #1. Commissioner Shoemaker thanked and expressed her , appreciation for all employees, staff, and department heads. She wished everyone a blessed and Happy Thanksgiving. District #2. Commissioner Boni also thanked staff, fellow Commissioners, and his family, and wished everyone a Happy Thanksgiving. District #3. Deputy Mayor McMillan thanked staff and the citizens of Longwood for being re-elected for another term as City Commissioner. He noted he will continue to work hard and be responsible for both city staff and the citizens. He thanked the Commissioners who attend the Gratitude in Action Luncheon in support of the homeless infrastructure being put together in Seminole County. Deputy Mayor McMillan gave a review of the Longwood Life Magazine and he liked the cover and the stories. He saw several positive developments including the.effort to boost the subscriptions within the city limits, and how Wekiva was noted separately on the cover to help distinguish Longwood proper and those not within city limits. He commented on the upcoming celebration of 100 years of the city of Longwood and how he considers the history of the people in the City as a community going back to the railroad and earliest settlers, Searcy and CC 11-21-2022/2 1 1 : . 1 Henck. He also would prefer to celebrate the founding of the Longwood Post Office in 1876 as the inception of the community. He mentioned institutions that have been around and have a long and active role in making Longwood. They included: The Fire Department founded in 1923; Lyman High School will be celebrating its centennial; VFW Post 8207 founded in 1964; Longwood Historic Society founded in 1969; the Christian Sharing Center formed in 1986; Longwood Babe Ruth founded in 1988;-Enzo's which has been in business for forty-two (42) years; and Hourglass Brewery in business for ten (10) years. - Deputy Mayor McMillan shared photos of signs that he would like to incorporate a similar concept in Longwood. The sign includes medallions of civic associations and clubs, different organizations, and schools. He noted this would be something he would like to discuss further. Deputy Mayor McMillan reported on "the true, good, and the beautiful". For "the true", he noted we had an election and went through those that were elected. They included: Senator Marco Rubio; Congressman Cory Mills; Senator Jason Brodeur;' State Representative Rachel Plakon; County Commissioners Amy Lockhart and Jay Zembower; two new school board members Autumn Garrick and Kelly Davis; Governor Ron DeSantis; Lieutenant Governor Nunez; Attorney General Moody; CFO Jimmy Patronis; and new Secretary of Agriculture Walton Simpson. For "the good", was generosity he saw the last week with the Blood Mobile at the Police Department and a family who attended with the child showing their generosity by giving. For "the beautiful", was art at the-46th Longwood Arts& Crafts Festival. He wished everyone a Happy Thanksgiving. District #4. Mayor Morgan mentioned some of the artwork that is along Ronald Reagan Boulevard had been damaged during the recent hurricanes and has been removed by Jeff Sonksen, the artist who painted them.:Some paintings remain and noted he felt this was a draw for the City,. people would come out to see what had been painted. He thanked all department staff for their hard work during the hurricanes. Mayor Morgan also mentioned many events had been canceled due to the storm and wished everyone a Happy Veterans; Day remarking some of the events planned for Veterans Day did not take place. Mayor Morgan said on November 15 he.took part in two (2) Seminole County "Teach -Ins". One at Bentley Elementary and another at Highlands Elementary.- He stated he attended the Rescue Outreach Mission's event Gratitude in Action luncheon and thanked those involved in that organization. CC 11-21-2022/3 Mayor Morgan had a meeting with Mr. Gioielli and a couple of others about the potential for an upcoming appropriation that the City could look into regarding infrastructure. He mentioned Milwee Middle School had a Skate Night on November 17 at Semoran Skateway and it was his son's first-time skating. He commented on how great the kids that attended were. Mayor Morgan spoke to a Girl Scout Troop that same evening about local government. Mayor Morgan. said the Longwood Arts & Crafts Festival is rated in the top forty (40) nationally and he would like more people to know. He commented that Longwood Life Magazine did include it in their recent edition. He thanked all those involved in making it a successful event and the vendors who came out on Sunday in the rain. He also noted it was the City Clerk's birthday and wished her a happy birthday. Mayor Morgan commented on Sunday, November 13, David Rubin and the non- profit, organization Heroes Strong held an event and it was a well - attended great event. He reminded everyone about the Longwood App and to download it to know what events are upcoming. District #5. Commissioner Sackett said he had a birthday on the 13th. He commented he has lived here for thirty-three (33) years, been through many hurricanes to see how everyone comes together, and it is a week to be thankful. He said we are, doing things right in Longwood and have many things to be thankful for. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve Minutes of November 7, 2022, Regular Meeting. B. Approve the Monthly Expenditures for November-2022. C. Approve the Monthly Financial Report for October 2022. D. Approve a purchase°order in the amount of $78,283.00 to Bozard Ford, $21,320.59 to. Motorola Solutions; and $9,949.00 to Extendobed for the components necessary to construct a new Command Unit. Deputy Mayor McMillan moved to approve Items 10A . through 10D as presented. Seconded by Commissioner Sackett and carried by a unanimous roll. call vote. CC 11-21-2022/4 11. PUBLIC HEARINGS. None. 12. REGULAR BUSINESS. None. 13. - CITY MANAGER'S REPORT Mr. Gioielli reminded everyone of Light up Longwood and has"received-a few applications. If interested in participating you -can register on the city website and you can vote as well. He said decorations have been -getting put up around the City, specifically in the Historic District. The Clock : Tower will have the music changed to Christmas. songs. Reiter Park has the ambient speakers working allowing music to be played throughout. He said as of today at noon, Twistee Treat has officially opened. Mr. Gioielli said city staff was well prepared for Hurricane -Nicole and there were no major issues in the City. He noted Seminole County did not qualify through FEMA for debris removal this time. He reported - Waste Pro came in on Saturday to pick up the remaining debris and they are back on track with yard waste effective this coming Wednesday. He gave an update on Hurricane Ian. The FEMA consultant has been hired and started working on the reimbursements for the City. The grinding phase of debris removal has been completed and is now in the restoration phase. He also extended a happy birthday to the City Clerk. He expressed his appreciation to city staff as well as the. elected officials. He noted therewill be an employee lunch on December 7 at 11:00 a.m. at the Longwood Community Building and hoped the Commissioners will attend. He thanked Commissioner Boni for his work as Deputy Mayor and congratulated Deputy Mayor McMillan. 14. CITY ATTORNEYS REPORT Mr. Langley wished everyone a Happy Thanksgiving. 15. CITY CLERK'S REPORT Ms. Longo thanked Molly Ralston, HR Coordinator for her assistance with setting up for the Swearing -In Ceremony that was held on Monday, November 14. She also thanked Commissioner Boni who helped with the cleanup. She noted the City will be closed this coming Thursday, . November 24, and Friday, November 25 for the Thanksgiving Holiday. She wished everyone a happy and safe Thanksgiving. 16. ADJOURN.
