23-1624 Support for Protecting the Rural Character of Unincorporated Areas along Northern Border RESOLUTION NO. 23-1624
A RESOLUTION OF THE CITY OF LONGWOOD, FLORIDA,
EXPRESSING SUPPORT FOR PROTECTING THE RURAL CHARACTER
OF UNINCORPORATED AREAS ALONG THE CITY'S NORTHERN
BORDER; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Longwood, Florida, has received inquiries
from concerned citizens about potential low-to-medium density single-family and townhome
development in an unincorporated area along the City's northern border including areas adjacent
to Lazy Acres Lane and Meadowbend Drive and north of Longwood Hills Road; and
WHEREAS,this area is unique in character and has historically provided opportunities for
equestrian activities that are increasingly rare in Seminole County; and
WHEREAS, development pressure felt throughout Florida but particularly in Seminole
County further threatens the historic character of this area; and
WHEREAS,the City Commission recently adopted "Country Estates" Future Land Use and
Zoning categories for the express purpose of creating a pathway within the Comprehensive Plan
and Longwood Development Code to protect these areas should they desire to annex into the
City; and
WHEREAS, the City's decisions on proposed annexations and comprehensive plan future
land use map amendments are legislative policy decisions; and
WHEREAS, the City's standard annexation agreement requires the applicant to declare
their intended use of the property;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
LONGWOOD, FLORIDA,AS FOLLOWS:
SECTION 1. The City Commission of the City of Longwood hereby wishes it to be known
that they are not in support of any applications for annexation and comprehensive plan future
land use map amendments that propose to develop the unincorporated area north of the City,

broadly defined as being north of Longwood Hills, east of Brentwood Club, west of Bay Meadow
Farms, and inclusive of the areas surrounded by Lazy Acres Lane and adjacent to Meadowbend
Drive, in a manner inconsistent with the existing and historic density and uses. This includes not
supporting development proposals for single-family homes and/or townhomes that exceed the
density and uses allowed under the City's Country Estates future land use and zoning categories.
The City Commission expresses support for maintaining the current character of this vital and
unique area.
SECTION 2. EFFECTIVE DATE: This Resolution shall take effect upon final passage and
adoption.
