1. CALL MEETING TO ORDER:
Special Magistrate Amy Goodblatt called the meeting to order at 9:00 a.m.
2. APPROVAL OF THE MINUTES FROM THE September 22,2022 HEARING:
Special Magistrate Goodblatt approved Minutes from the September 22, 2022 meeting.
3. SPECIAL MAGISTRATE GOODBLATT'S EXPLANATION OF PROCEEDINGS:
Special Magistrate Goodblatt explained the hearing process for the attendees.
4. ROLL CALL OF SCHEDULED CASES:
Special Magistrate Goodblatt did a roll call of the scheduled cases to determine which
Respondents were present.
5. SWEARING IN OF ALL WITNESSES:
Special Magistrate Goodblatt swore in all witnesses.

CEO Gelm introduced herself and presented a Cost Recovery document to the Special
Magistrate. Respondent,Christopher Key,was present.
CEO Gelm stated that this property is in violation of Chapter 86 Section 86-54 Storage of
Inoperable Vehicle as a Repeat Violator due to a red Dodge pickup being stored in the
driveway of this property with an expired tag.The property was originally found guilty by
the Special Magistrate on July 22, 2021.

A Notice of Violation and Notice of Hearing were issued on 9/14/22 and mailed via
certified mail to the property owner. The NOV & NOH were posted at the property on
9/23/22 as they had not been picked up from the post office.
The Respondent Property Owner, Christopher Key, provided testimony that he is the
grandson of the original Property Owner, who is deceased. The house is in foreclosure
and his wife has cancer.The vehicle will be moved the weekend of October 30, 2022.
Special Magistrate made inquiry of the Code Compliance Officer and Respondent.
The Special Magistrate made her findings, that an inoperable vehicle was parked in the
front driveway of the cited property, neither garaged nor screened as required by Code.
The violation began on September 23, 2022 and continues through the date of the
Hearing.The Respondent was previously found in violation of this same Code Section on
July 22,2021.The vehicle may not be legally operated on a public road due to the expired
tag.Service was properly made. In order to come into compliance,the inoperable vehicle
must be stored inside a garage or in a side or rear yard behind a six-foot-tall solid fence,
wall or hedge. Alternatively, the vehicle may be made operable by affixing a valid tag to
it, or the vehicle must be removed from the property. Respondent must pay a daily fine
of$25.00 beginning September 23, 2022 until compliance is met. Respondent is to pay
Administrative Costs of$333.81 within 30 days of receipt of Final Orders.

CEO Gelm introduced herself and presented a Cost Recovery document and photos to the
Special Magistrate. Respondent Property Owner, Katherine Crockett,was present.
CEO Gelm stated that this property is in violation of CC, Chapter 86 Section 86-83 Boat,
Trailer & RV Parking and CC, Chapter 18 Section 18-221 Outdoor Storage due to two to
three trailers being improperly stored as well as misc.items in the side yard and driveway.
A Notice of Violation was issued on 9/14/22 and posted at the property,which is listed as
homestead on the Seminole County Property Appraiser's website.
A Notice of Hearing was issued on 9/26/22 and mailed via certified mail to the property
owner.The NOH was delivered to the property owner 9/28/22.

The Respondent Property Owner,Katherine Crockett, provided testimony that the trailers
have been removed and are in the back yard.They have just found property in Geneva to
which they will be moving the items in violation to on or before November 3, 2022.
Special Magistrate made inquiry of the Code Compliance Officer and Respondent.
The Special Magistrate made her findings,that open Outdoor Storage was present at the
cited property in the form of pallets, wood and other miscellaneous items. These items
were stored in the driveway and the front yard in a residential district.Two trailers were
stored in the side yard not properly parked behind the front line of the house or actual
side corner lot line. Service was properly made. In order to come into compliance, only
two trailers may be stored at the cited residential property, behind the front line of the
house or actual corner lot building line. The pallets, wood and other items stored in the
side yard and driveway must be removed. If Respondents do not comply within 14 days
from the date of service of this Order, Respondents shall pay a fine of$75.00 per day for
each day the violation continues to exist beyond the date set for compliance. Respondent
is to pay Administrative Costs of$306.93 within 30 days of receipt of Final Orders.
C. CEH 22-10-1820 CC, Chapter 18 Section 18-221 Outdoor Storage

CEO Gelm introduced herself and presented a Cost Recovery document and photos to the
Special Magistrate. Respondent Property Owner, Reyes Donade Delos,was present.
CEO Gelm stated that this property is in violation of CC, Chapter 18 Section 18-221
Outdoor Storage due to miscellaneous items in the front and side yard and driveway.
A Notice of Violation was issued on 9/8/22 and mailed via certified mail to the property
owner.The NOV was delivered 9/12/22.
A Notice of Hearing was issued on 10/4/22 and mailed via certified mail to the property
owner.The NOH was delivered to the property owner 10/7/22.
The Respondent Property Owner, Reyes Donade Delos, provided testimony that his
brother had some issues and went into the VA Hospital over the last two weeks. He needs
three weeks to come into compliance.
Special Magistrate made inquiry of the Code Compliance Officer and Respondent.
The Special Magistrate made her findings,that open Outdoor Storage was present at the
cited property past the date set for compliance. In order to come into compliance, the

items stored in the front yard must be removed or stored in the side yard behind a solid
fence, not chain link. A permit is not required to replace the chain link fence with wood
fencing. If Respondents do not comply within 21 days from the date of service of this
Order, Respondents shall pay a fine of $100.00 per day for each day the violation
continues to exist beyond the date set for compliance. Respondent is to pay
Administrative Costs of$279.46 within 30 days of receipt of Final Orders.
D. CEH 22-10-1824 CC, Chapter 18 Section 18-63 Min. Property Standards

CEO Gelm introduced herself and presented a Cost Recovery document and photos to the
Special Magistrate. Respondent was not present.
CEO Gelm stated that this property is in violation of CC, Chapter 18 Section 18-63
Minimum Property Standards because the side exterior door is rotted. The property was
also cited for Trash & Debris but that violation came into compliance.
A Notice of Violation was issued on 10/5/22 and posted at the property,which is listed as
homestead on the Seminole County Property Appraiser's website. The NOV was also
mailed via certified mail to the property owner, as Code Officer Gelm was unsure if the
property owner lived there.The NOV was delivered on 10/7/22.
A Notice of Hearing was issued on 10/11/22 and mailed via certified mail to the property
owner.The NOH was delivered on 10/14/22.
Special Magistrate made inquiry of the Code Compliance Officer.
The Special Magistrate made her findings,that the Respondent has violated CC, Chapter
18 Section 18-63 Minimum Property Standards. Service was properly made. In order to
come into compliance, Respondent must hire a licensed contractor to replace the rotted
exterior door, pull a permit and pass all required inspections. If Respondents do not
comply within 15 days from the date of service of this Order, and pass all required
inspections within 6 months thereafter, Respondents shall pay a fine of$50.00 per day
for each day the violation continues to exist beyond the date set for compliance.
Respondent is to pay Administrative Costs of$272.74 within 30 days of receipt of Final
Orders.

The Order to Impose for CEH 22-07-1783 in reference to 458 Reider Avenue was
withdrawn due to the property owner paying the outstanding fine.
10. NEW BUSINESS
Special Magistrate and Attorney Chumley thanked Code Officer Gelm for her 10+years of
service to Code Enforcement as she has accepted a new position at the Longwood Police
Department.
11. ADJOURNMENT
