Saturday, September 9, 2023, from 5:00 p.m. until 8:00 p.m. in
the Historic District of Longwood.
5. PROCLAMATIONS / RECOGNITIONS
A. District #1 Presentation of the Business Person of the Month
Award for September 2023 to Daniel Parker, General Manager,
Sport Mazda North, located at 400 North U.S. Highway 17-92.
B. Presentation of the 2023 Key to the City Award to Mother
Michelle Roach.
11. PUBLIC HEARINGS (PART I)
A. Read by title only, set September 18, 2023, as the public hearing
date, and approve the first reading of Ordinance No. 23-2243,
which fixes the tentative rate of ad valorem taxation for the
fiscal year commencing October 1, 2023, and ending September
30, 2024.
B. Read by title only, set September 18, 2023, as the public hearing
date, and approve the first reading of Ordinance No. 23-2244,
which adopts tentative revenues, expenditures, and fund
balances for the City’s fiscal year budget commencing October 1,
2023, and ending September 30, 2024.

11. PUBLIC HEARINGS (PART II)
C. Read by title only and adopt Ordinance No. 23-2242, which
adjusts the rate for Residential Solid Waste and Recycling
Collection Services with Waste Pro of Florida Inc.
D. Read by title only and adopt Resolution No. 23-1637, which
creates the 2023 Wastewater Assessment Area, confirms the
Initial Assessment Resolution No. 23-1634, and establishes the
maximum annual assessment.
E. Read by title only and adopt Resolution No. 23-1638, adopting
the annual non-ad Valorem assessment rolls for various
wastewater, road paving, and neighborhood beautification
assessments for the 2023 tax rolls.
12. REGULAR BUSINESS
A. Read by title only, set September 18, 2023, as the public hearing
date, and approve the first reading of Ordinance No. 23-2245,
approving the extension of the Non-Exclusive Franchises for the
Collection of Commercial Solid Waste and/or Recovered
Materials for an additional twelve (12) months.
B. City Commission approval of a Collective Bargaining Agreement
between the Teamsters Union Local 385 (Blue-Collar) and the
City of Longwood for the period of October 1, 2023 to
September 30, 2026.
C. City Commission approval of an agreement piggybacking the
Clay County Request for Bid (RFB), Bid No. 22/23-21 providing
for Cured-In Place Pipe (CIPP) services, authorize the City
Manager to execute associated documents, and approve a
purchase order in the amount of $64,620 for pipe rehabilitation
services provided by Inliner Solutions, LLC.

D. City Commission approval of a Commercial Land Purchase
Contract in the amount of $1,250,000 for the purchase of the
property located at 903 East State Road 434 for the
development of a Water Treatment Plant.
