CALL TO ORDER. Chair Putz called the meeting to order at 6:01 p.m. 2. ADDITIONS AND DELETIONS. None. 3. APPROVAL OF THE MINUTES FOR A. Regular Meeting held April 26, 2023 Member Dodane moved to approve the April 26, 2023 minutes. Seconded by Member Rebello and carried by a unanimous voice vote. 4. PUBLIC COMMENT. None. S. PUBLIC HEARING A. ORDINANCE NO.23-2238 AN ORDINANCE OF THE CITY OF LONGWOOD, FLORIDA, AMENDING ORDINANCE NO. 1019, SAID ORDINANCE BEING THE COMPREHENSIVE PLAN FOR THE CITY OF LONGWOOD, FLORIDA; SAID SMALL SCALE PLAN AMENDMENT (SPA 02-23, P23-00625) CHANGING THE LAND USE DESIGNATION ON THE FUTURE LAND USE MAP OF THE COMPREHENSIVE PLAN FROM CITY OF LONGWOOD INDUSTRIALTO CITY OF LONGWOOD COMMERCIAL AND THE ZONING DESIGNATION FROM CITY OF LONGWOOD INDUSTRIAL CORE TO CITY OF LONGWOOD GENERAL COMMERCIAL FOR THE PROPERTY WITH PARCEL ID 06-21-30-503-0000-0310; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE. LPA 05-10-2023/1 Mr. Kintner read Ordinance No. 23-2238 by title. Mr. Kintner introduced the item. He explained that the applicant, American Muslim Community Center (AMCC), had come before the LPA last year for a similar change on 655 Wilma, and have now bought the subject property across the street and were looking to further expand their use. Staff had looked at the limited traffic and utility analysis and determined that the proposed use was in keeping with the character of the area and any improvement to the site would entail pulling all permits and an in-depth traffic study. Staff had received one email from a property owner in the area drawing staff's attention to a long- standing traffic circulation issue that staff would explore. Mr. Kintner stated that, given the use was not out of character for the area, staff supported the land use change. Chair Judy Putz asked if there anyone from the public present to speak in favor of or against the item and there was no one present. Chair Judy Putz asked if the applicant wanted to speak and present. Dr. Hatem Abou-Senna, P.E. introduced himself as representing the AMCC and expressed agreement with the staff report and mentioned that the traffic was not being impacted as the peak times for the Community Center were typically Fridays 1-2 PM and the holy month of Ramadan after 7 PM. Member Jaffer asked if the use was going to be the same as currently on the other properties that the applicant's own. Dr. Abou-Senna said yes. Member Jaffer asked why the traffic issue was coming up now as the use was the same and the same number of people would be using the premises. Mr. Kintner explained it was because of the email that the staff had received from a property owner in the area. He also stated that since the City was working on a Mobility Study, staff was looking into perhaps adding a light at the Wilma intersection to potentially ameliorate the situation. Mr. Atif Fareed, introduced himself as a Trustee of AMCC and stated that he had reached out to the property owner who sent the email and they had both reached a consensus that it was more of a Florida Department of Transportation (FDOT) issue. Member Jaffer asked if this was the same property as the clinic and both Mr. Kintner and Mr. Fareed stated that it was different and the subject property was down the road from the clinic. Chair Judy Putz asked if any other members had any questions and there were none. Member Blum made a motion to recommend approval of Ordinance No. 23-2238 to the City Commission as presented. Seconded by Member Dodane and carried by a unanimous roll call vote. 6. DISCUSSION AND SCHEDULE FOR FUTURE AGENDA ITEMS Mr. Kintner stated that at present there were no impending future agenda items although that could change at any time. 7. ADJOURNMENT.
