1. CALL TO ORDER. Mayor Boni called the meeting to order at 6:00 p.m.
2. OPENING INVOCATION. Pastor Phil Ayers with LifePoint Church gave the
invocation.
3. THE PLEDGE OF ALLEGIANCE. Commissioner Morgan led the Pledge of
Allegiance.
4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following
announcements.
A. The City of Longwood and the Seminole County Sheriff's Office
will host an International Overdose Awareness Day Event on
Saturday, August 26, 2023, from 9:00 a.m. until 11:00 a.m., at
Reiter Park, 311 West Warren Avenue. This is a free event.
5. PROCLAMATIONS/ RECOGNITIONS
A. District#1 Nomination of the Business Person of the Month
Award for September 2023.

Commissioner Shoemaker nominated Daniel Parker, General
Manager with Sport Mazda North for the Business Person of the
Month for September 2023. Nomination carried by a unanimous
voice vote with Commissioner Sackett absent.
B. Presentation of the 2023 Key to the City Award to Pamela
Redditt.
Commissioner Morgan read a Proclamation that outlined a
biography on Pamela Redditt. He then presented her with the
Proclamation and Key to the City Award. Photographs were then
taken.
C. Presentation of the 2023 Key to the City Award to Clint Gioielli.
Mayor Boni read a Proclamation that outlined a biography on
Clint Gioielli. He then presented him with the Proclamation and
Key to the City Award. Photographs were then taken.
D. Proclaiming August 26, 2023, as Overdose Awareness Day in the
City of Longwood.
Commissioner Morgan read the Proclamation and then presented
it to Ms. Michelle Smith with the Seminole County Sheriff's Office.
Photographs were then taken.
6. BOARD APPOINTMENTS. None.
7. PUBLIC INPUT
A. Public Participation.
Dan McCoy, 522 Old England Loop, Sanford. The South Seminole
Masonic Lodge No. 364, 122 Triplet Lake Drive, Casselberry, held a
First Responder Breakfast on June 10 at the Masonic Lodge, and
almost forty (40) officers attended. They will have a First
Responder Dinner at the Masonic Lodge on September 9, 2023,
for local police, firefighters, staff, and families. The free spaghetti
dinner is scheduled for 5:30 p.m. to 8:30 p.m. and is held in honor
of all first responders who dedicate their time to the community.
He provided an invitation to Mr. Gioielli.
8. MAYOR AND COMMISSIONERS' REPORT
District#2. Mayor Boni congratulated Key to the City award recipients,
Ms. Redditt and Mr. Gioielli. He attended the Concert in the Park, spoke

to attendees, and commented that there were several first-timers at
Reiter Park, and they enjoyed the Concert. He attended the ribbon
cutting for Pixie's Magical Corner Patisserie, and the family-owned
business is a great addition to Longwood.
Mayor Boni attended the Mayors & Managers Meeting with Mr. Gioielli.
He attended the Florida League of Cities Conference for the first time. He
thought it was educational with the various breakout sessions. His
favorite session was the Artificial Intelligence (Al) workshop, where he
learned how cities can streamline and automate processes not as a way
to replace staff but to help staff be more efficient.
Mayor Boni announced that the Rotary Club of Longwood on September
11 and 18 will hold informational meetings and membership enrollment.
The meetings will be held at the Longwood Historic Civic Center from
7:30 a.m. until 9:00 a.m. with a continental breakfast. He stated that the
first chapter meeting is scheduled for October 2, and all members in
attendance will be designated as charter members. The new club
requires a minimum of twenty (20) members, and the Lake Mary Rotary
Club has agreed to be the club sponsor.
District#3. Deputy Mayor McMillan congratulated Key to the City award
recipients Ms. Redditt and Mr. Gioielli. Mother Michelle will be at the
September commission meeting to receive her award. He attended the
Land Use and Economic Development Legislative Policy Committee
meeting at the Florida League of Cities Conference and received an email
confirming his reappointment to the committee for 2023-2024. The
newly appointed committee will meet on September 8, prior to the state
legislative session in January. He also attended the Ethics Seminar, Tri-
County League of Cities Breakfast, What Does a City Manager Do session,
a session on Form 6, and Planning for Affordable Housing session while at
the conference. Deputy Mayor McMillan commented on a session he
attended at the conference about Per-and polyfluoroalkyl substances
(PFAS). He reviewed what it is, where it has been used, where it is found,
challenges, updates, and actions of the Environmental Protection Agency
(EPA). He found the session on chemical substances interesting since
Seminole County had water quality issues come up recently. The City of
Longwood had its water retested and was found to be clean.
Deputy Mayor McMillan attended the ribbon cutting for Pixie's Magical
Corner Patisserie and visited a business called Elise Esthetics Institute on
State Road 434. He attended the 11th Anniversary Celebration for
Hourglass Brewing.

Deputy Mayor McMillan reported on the true, good, and beautiful. For
the "true," at the Seminole County Chamber Longwood Council Lunch
and Learn, he heard from the National Entrepreneur Center President
that 56.5% of U.S. manufacturing exporters and 76.3% of all exporting
firms have twenty (20) or fewer employees. He noted that shipping
access in Longwood with UPS and nearby airports could attract exporting
types of business to Longwood. Economic development is more than just
retail and residential. For the "good," it was education. He received a
Gold Certificate of Excellence from the Florida League of Cities University
for attending last year's FLC Conference, the three legislative policy
committee meetings, legislative action days in Tallahassee, and the
Institute of Elected Officials held in Altamonte Springs. For the
"beautiful," he stopped along Longwood Hills Road and saw horses on a
sunny day grazing at Crossroads Corral.
District#4. Commissioner Morgan reported that residents reached out as
a result of news reports on overall water quality. Longwood ran an
additional test, not required by EPA, and no 1,4-dioxane was found in the
water. He thanked Mr. Gioielli and the staff for getting test results
quickly, confirming that the city's drinking water is safe. Commissioner
Morgan noted there will be an event for Opioid Overdose Awareness Day
on Saturday, August 26, from 9:00 a.m. to 11:00 a.m. at Reiter Park. He
encouraged everyone to attend.
Commissioner Morgan said that according to the news, the Alta Cypress
Apartments off Dog Track Road sold. He spoke with Brian Borland, Wood
Partners, and was told everything will remain the same about those
apartments. The day-to-day operations, physical makeup, and number of
apartments will stay the same. The only thing that sold was that the
majority investor sold his majority share to a new investor.
Commissioner Morgan attended the Florida League of Cities Conference,
and it was a great opportunity for every commissioner to sharpen their
skills and become better-elected officials while also seeing how other
cities operate.
Commissioner Morgan asked Mr. Gioielli about the contract with the
current landscaping company and whether the city could take care of its
properties.
Mr. Gioielli responded that he would have to research. Initially, startup
costs would be significant because the city would have to acquire lawn
mowing equipment and the vehicles to transport it. He said there was
discussion in the past, and he could research that thought process, do a
cost analysis, and present it to the Commission.

Commissioner Morgan mentioned the poor service from the current
landscaping company and thought it worthwhile to look into other
options.
Mr. Gioielli responded that the current landscaping company has been
given a 30-day notice to complete work, and he has seen a better work
product over the last two weeks. He will do research for the Commission.
Commissioner Morgan attended a Museum of Military History event at
Dezerland Park Orlando called "Keep the Spirit of'45 Alive" in honor of all
Veterans, Active Military, and WWII Veterans. He was impressed with
the museum and met a 102-year-old woman who served in the military
and told some awesome war stories. He attended along with David
Rubin, Heroes Strong.
District#5. No report.
District#1. Commissioner Shoemaker attended the Florida League of
Cities Conference and heard much discussion on Artificial Intelligence
(Al), the Live Local Act, and Form 6. She thought Al could help the city's
Building Department and Permitting, but she learned you can't take the
human aspect out of the process since intangibles are involved.
Commissioner Shoemaker attended the ribbon cutting for Pixie's Magical
Corner Patisserie. She mentioned the owners also wanted to add
outdoor seating, but she thought permitting was delayed.
Mr. Gioielli responded that there was no delay with the city, but he
recalled that the owners were waiting for the weather to cool down.
Commissioner Shoemaker attended the Concert in the Park, thought the
Southbound 75 band was phenomenal and talked with them afterward.
9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None.
10. CONSENT AGENDA
A. Approve the Minutes of the July 17, 2023 Regular Meeting.
B. Approve the Monthly Expenditures for August 2023.
C. Approve the Monthly Financial Report for July 2023.
D. Approve an increase to purchase order#23-00021 in the amount
of$10,000 for Emergency Vehicle Repair, Inc. for costly and

unexpected repairs needed to continue preventative
maintenance services and necessary repairs.

E. Approve a donation in the amount of$1,000 to SafeHouse of
Seminole from the State Law Enforcement Confiscation fund.
F. Approve a donation in the amount of$2,000 to Ali's Hope
Foundation from the State Law Enforcement Confiscation fund.
Commissioner Shoemaker moved to approve Items 10A
through 10F as presented. Seconded by Deputy Mayor
McMillan and carried by a unanimous roll call vote with
Commissioner Sackett absent.
11. PUBLIC HEARINGS
A. Read by title only and adopt Ordinance No. 23-2239 regarding
Temporary Use Permits and Food Trucks.
Mr. Langley read Ordinance No. 23-2239 by title only.
Mr. Kintner presented the Item.
Mayor Boni opened the public hearing. No one spoke in favor or
opposition to Ordinance No. 23-2239.
Deputy Mayor McMillan moved to close the public
hearing. Seconded by Commissioner Shoemaker and
carried by a unanimous voice vote with Commissioner
Sackett absent.
Commissioner Morgan moved to adopt Ordinance No. 23-
2239 as presented Item 11A. Seconded by Deputy Mayor
McMillan and carried by a unanimous roll call vote with
Commissioner Sackett absent.
12. REGULAR BUSINESS
A. Read by title only and adopt Resolution No. 23-1641, which
proposes updates to the City's fee schedule for Community
Development.

Commissioner Morgan moved to adopt Resolution No. 23-
1641 as presented Item 12A. Seconded by Deputy Mayor
McMillan and carried by a unanimous roll call vote with
Commissioner Sackett absent.
B. Read by title only and adopt Resolution No. 23-1642 authorizing
the execution of an Interlocal Disaster Debris Site Agreement
between Seminole County and the City of Longwood.

Commissioner Morgan moved to adopt Resolution No. 23-
1642 as presented Item 12B. Seconded by Deputy Mayor
McMillan and carried by a unanimous roll call vote with

C. Read by title only, set September 6, 2023, as the public hearing
date, and approve the first reading of Ordinance No. 23-2242,
which adjusts the rate for Residential Solid Waste and Recycling
Collection Services with Waste Pro of Florida Inc.

Deputy Mayor McMillan moved to approve Ordinance No.
23-2242 and set September 6, 2023 as the final public
hearing date. Seconded by Commissioner Morgan and
carried by a unanimous roll call vote with Commissioner
Sackett absent.
13. CITY MANAGER'S REPORT
Mr. Gioielli thanked the Commission for nominating him for the Key to
the City Award. He reported that staff issued a press release stating that
test results on August 16 confirmed 1,4-Dioxin was non-detectable in the
city's drinking water.
Mr. Gioielli stated that staff has the opportunity to purchase property at
903 East State Road 434, the lot behind Acme Comics Store and in front
of the Public Works Building. The site will allow the city to move forward
with a new water treatment plant, replacing the existing water treatment
plant at the Water Tower on Church Avenue. The land acquisition will be
cheaper than what the staff had anticipated. A property purchase

request will come before the Commission at the next meeting. He
reported that the U.S. Department of Agriculture awarded the city a
grant for$162,500 to assist with necessary repairs at a stormwater
outfall at Raven Avenue. While the outfall is still functional, Hurricane Ian
caused $225,000 in damages.
Mr. Gioielli reported on August 16 that the Blue-Collar Union, Public
Works, and Leisure Services group ratified a proposed agreement, which
will be brought before the Commission at the next meeting. He will send
out a summary review and email for the Commission's review. He stated
that the new ladder truck for the Fire Department was expected this
month but was pushed back thirty (30) days. The ladder truck will go to
Sanford for final on-site work; the goal is to have it in service by
December.
Mr. Gioielli stated that the Commission for Florida Law Enforcement
Agencies completed its triannual, on-site assessment of the Police
Department. Every three (3) years, the inspection includes reviews of
agency policy and practices to ensure agency operations are at or above
professional standards. On July 27, the Longwood Police Department
passed inspection for the fourth time in a row, which is a difficult process
involving almost 300 standards, which have to be a policy, and officers
must demonstrate on-site compliance.
Mr. Gioielli reported that the south parking lot at Candyland Sports
Complex had been resurfaced. The bike maintenance station number
one has been installed at Arbor Dog Park with plans to install new water
fountains.
