Present: Mayor Tony Boni Deputy Mayor Matthew McMillan Commissioner Abby Shoemaker Commissioner Matt Morgan Commissioner Brian D. Sackett Clint Gioielli, City Manager Michelle Longo, City Clerk David Dowda, Police Chief Michael Peters, Fire Chief Judith Rosado, Financial Services Director Shad Smith, Public Works Director Craig Dunn, Information Technology Director Magdala Ridore, Human Resources Director 1. CALL TO ORDER. Mayor Boni called the meeting to order at 2:46 p.m. Commissioner Morgan moved to suspend the rules. Seconded by Commissioner Sackett and carried by a unanimous voice vote. 2. EMERGENCY ORDINANCE A. City Manager recommends the City Commission read by title only and adopt Emergency Ordinance No. 23-2246 declaring an emergency and adopting emergency regulations to address preparation for and the aftermath of Tropical Storm Idalia. Mr. Gioielli presented the Item and reported on the current storm conditions. Anticipated rainfall in Seminole County to be one (1) to three (3) inches and sustained winds twenty-five (25) to thirty- five (35) MPH with gusts of forty-five (45) to fifty-five (55) MPH. CC 08-29-2023/1 City staff has been making preparations and sandbags were given out to residents yesterday and continue today until noon. Seminole County Schools will be closed on Wednesday and reopen on Thursday. WastePro will not pick up tomorrow and resume normal operation on Thursday. Yard waste pickup will be done the following Wednesday. All Seminole County Cities will be closed on Wednesday. Longwood non-essential employees will be operating at home but on call and essential staff, Public Works, Leisure Serices, Police and Fire will be coming to work on their normal schedule unless asked to delay if conditions are unsafe to travel. Discussion ensued about the construction along Longwood Hills Road, the removal of the barriers and loose debris, and tree debris along the roadway. Deputy Mayor McMillan moved to approve Ordinance No. 23-2246 as presented. Seconded by Commissioner Sackett and carried by a unanimous roll call vote. B. City Commission approval of a Right-of-Entry Use Agreement between the City of Longwood and the First Baptist Church of Longwood, Inc. for temporary storage, transfer, and reduction of debris caused by natural or man-made disasters. Mr. Gioielli presented the Item. Commissioner Morgan moved to approve the Right-of- Entry Use Agreement with First Baptist Church of Longwood, Inc. as presented. Seconded by Deputy Mayor McMillan and carried by a unanimous roll call vote. 3. ADJOURN.
