1. CALL TO ORDER. Mayor Boni called the meeting to order at 6:00 p.m.
2. OPENING INVOCATION. There was no volunteer invocation speaker
present at the meeting, therefore a moment of silent meditation was
observed.
3. THE PLEDGE OF ALLEGIANCE. Commissioner Shoemaker led the Pledge
of Allegiance.
4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following
announcement.
A. The "Downtown Longwood Cruise -In" Car Show will be held on
Saturday, September 9, 2023, from 5:00 p.m. until 8:00 p.m. in
the Historic District of Longwood.

A. District #1 Presentation of the Business Person of the Month
Award for September 2023 to Daniel Parker, General Manager,
Sport Mazda North, located at 400 North U.S. Highway 17-92.
Commissioner Shoemaker read a brief biography on Daniel
Parker, the General Manager, then presented him with the
Business Person of the Month for September 2023. Photographs
were then taken.
B. Presentation of the 2023 Key to the City Award to Mother
Michelle Roach.
Deputy Mayor McMillan read a Proclamation that outlined a
biography on Mother Michelle Roach. He then presented the
Proclamation and Key to the City Award to Vicki Nidzgorski, the
Senior Warden at Christ Church who accepted it on behalf of
Mother Michelle. Photographs were then taken.
PUBLIC HEARINGS (PART 1)
A. Read by title only, set September 18, 2023, as the public hearing
date, and approve the first reading of Ordinance No. 23-2243,
which fixes the tentative rate of ad valorem taxation for the
fiscal year commencing October 1, 2023, and ending September
30, 2024.
Mr. Langley read Ordinance No. 23-2243 by title only.
Mayor Boni read the following statement:
The City of Longwood hereby proposes for fiscal year 2023/2024 a
millage rate of 5.5000 per $1,000 of non-exempt assessed
valuation. Said rate is 10.76% higher than the rolled -back rate of
4.9655 per $1,000 of non-exempt assessed valuation as computed
by Florida Statute 200.065.
Mayor Boni opened the public hearing. No one spoke in favor or
opposition to Ordinance No. 23-2243.
Commissioner Morgan moved to close the public hearing.
Seconded by Commissioner Sackett and carried by a
unanimous voice vote.
Commissioner Morgan moved to approve the first reading
of Ordinance No. 23-2243 and set September 18, 2023, as

the public hearing date. Seconded by Commissioner
Sackett and carried by a unanimous roll call vote.
B. Read by title only, set September 18, 2023, as the public hearing
date, and approve the first reading of Ordinance No. 23-2244,
which adopts tentative revenues, expenditures, and fund
balances for the City's fiscal year budget commencing October 1,
2023, and ending September 30, 2024.

reading of Ordinance No. 23-2244 and set September 18,
2023, as the public hearing date. Seconded by
Commissioner Sackett and carried by a unanimous roll call
vote.

7. PUBLIC INPUT
A. Public Participation. None.
8. MAYOR AND COMMISSIONERS' REPORT
District #3. Deputy Mayor McMillan commented last week that the
Commission met for an emergency meeting regarding Hurricane Idalia.

City offices were closed; fortunately, the storm did not hit this area and
recognized staff for their preparations. He attended the ribbon cutting
for Express Car Wash. Deputy Mayor McMillan expressed concern over
the Seminole County Trail construction at Rangeline Road and E.E.
Williamson Road, the small stop signs installed along the trail, and
whether motorized vehicles are allowed there. He questioned whether
the small stop signs are a legal traffic control device and whether anyone
is patrolling them. He asked staff to look into this and the area along the
roadway to prevent an accident from happening.
Deputy Mayor McMillan reported on the true, good, and beautiful. For
the "true," was the first reading of the budget, and that report included
an ad valorem tax revenue up 15.28% over 2022. He said this is
significant considering there is no increase in taxes, keeping the tax rate
the same. This is attributable to economic development and a rise in
property values. For the "good," he saw remembrance at the Overdose
Awareness Day event. There were forty-two (42) signs at Reiter Park for
individuals who lost their lives to overdoses. For the "beautiful," he
mentioned veteran artist Jose Ellen, who features his beautiful, wooden
American flags at the Longwood Farmers Market.
District #4. Commissioner Morgan thanked Seminole County Sheriff
Dennis Lemma and his department for supporting Overdose Awareness
Day. He thought it smart to continue partnering with the Farmers Market
to draw more people. He mentioned the last week's emergency meeting
and thanked staff for preparing for Hurricane Idalia. He attended the
ribbon cutting for Express Car Wash and thanked the company for
choosing Longwood to open their business.
Commissioner Morgan mentioned the trail construction and traffic along
Longwood Hills Road and E.E. Williamson Road. He takes this route every
day and stated that something has to be done in that area, especially
with plans to close Longwood Hills Road for more construction.
District #5. Commissioner Sackett attended the Florida League of Cities
conference. He was recently in Minnesota expecting his fifth grandchild.
He was thankful Hurricane Idalia did not hit the City but was sad for those
impacted. He was disappointed when he returned that the new bike
stations were not installed because they still needed the pumps. They
have since been received. He attended the Overdose Awareness Day
event at Reiter Park.
Commissioner Sackett stated that the trail construction along Rangeline
Road and E.E. Williamson Road needs to be fixed, and he met with
Seminole County Commissioner Bob Dallari to address the issue. He

reported that Commissioner Dallari was astounded by how long traffic
takes in that area.
Commissioner Sackett is the Booster Coordinator for the football team at
Lyman High School. He reported that the Lyman team beat Lake Brantley
High School for the first time in sixteen (16) years. He will attend a
MetroPlan meeting the next day and a Beauty & the Beast Celebration at
Northland Church. He attended the ribbon cutting for Express Car Wash,
and his car got an excellent wash. Ribbon cuttings are scheduled in the
next two weeks at Milestone Gems and Elise Esthetics Institute. He
hoped something will be done for 9/11 with flags at Heroes Park. He
announced that September 16 is the Opening Day for Longwood Babe
Ruth Baseball. He said he helped with a car accident at the Winn -Dixie
parking lot and called the police as requested, who came out quickly,
settling a possible confrontation between drivers.
Commissioner Sackett stated he received notice that the cemetery had
been cleaned up, mowed, edged, and ant -free. He mentioned the
Ultimate Car Show is this month, the same day as the Pickleball
Tournament on September 30. He said National Night Out is scheduled
for October 3 at Candyland Sports Complex, and a pickleball coordinator
will be there with paddles to introduce the sport to beginners. He said
the Council of Local Governments in Seminole County (CALNO) meeting is
on October 4.
District #1. Commissioner Shoemaker is busy with tax season and was
happy to see the opening of Express Car Wash. As an E-bike owner, she
hopes that Seminole County understands that an electric bike is not a
motorized vehicle. She explained that there are different classes of E-
bikes, and they can go up to 20 mph. She said she does stop at stop signs
while on her bike due to safety concerns with cars. She agreed that the
trail construction along Longwood Hills Road was a nightmare. She said
she is anxious to ride her E-bike on the new sidewalks on Longwood Hills
Road. She thanked the staff for their preparation for Hurricane Idalia.
District #2. Mayor Boni congratulated Commissioner Sackett for his
expectant grandchild. He thanked Ms. Rosado and her team for an
outstanding job with the budget. He commended Mr. Gioielli and the
staff for preparing for Hurricane Idalia and saw workers helping residents
fill their sandbags. He recognized Commissioner Morgan for his work on
the Overdose Awareness Day event and said Sheriff Lemma is leading this
movement, which people are following nationwide.
Mayor Boni attended the ribbon cutting for Express Car Wash and was
impressed with his clean car, signing up for their three-month promotion.

He announced that on Monday, September 11, and Monday, September
18, the Rotary Club of Longwood will hold informational meetings at the
Historic Civic Center in Longwood from 7:30 a.m. until 9:00 a.m. If
interested, you can sign up as a member of the new Rotary Club of
Longwood.
9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None.
10. CONSENT AGENDA
A. Approve the Minutes of the August 7, 2023 Regular Meeting.
B. Approve the Monthly Expenditures for August 2023.
Commissioner Morgan moved to approve Items 10A
through 10B as presented. Seconded by Commissioner
Sackett and carried by a unanimous roll call vote.
11. PUBLIC HEARINGS (PART II)
C. Read by title only and adopt Ordinance No. 23-2242, which
adjusts the rate for Residential Solid Waste and Recycling
Collection Services with Waste Pro of Florida Inc.
Mr. Langley read Ordinance No. 23-2242 by title only.
Mayor Boni opened the public hearing. No one spoke in favor or
opposition to Ordinance No. 23-2242.
Commissioner Morgan moved to close the public hearing.

Commissioner Morgan moved to approve Ordinance No.
23-2242 as presented Item 11C. Seconded by
Commissioner Sackett and carried by a unanimous roll call
vote.
D. Read by title only and adopt Resolution No. 23-1637, which
creates the 2023 Wastewater Assessment Area, confirms the
Initial Assessment Resolution No. 23-1634, and establishes the
maximum annual assessment.

E. Read by title only and adopt Resolution No. 23-1638, adopting
the annual non -ad Valorem assessment rolls for various
wastewater, road paving, and neighborhood beautification
assessments for the 2023 tax rolls.

23-1638 as presented Item 11E. Seconded by
Commissioner Sackett and carried by a unanimous roll call

12. REGULAR BUSINESS
A. Read by title only, set September 18, 2023, as the public hearing
date, and approve the first reading of Ordinance No. 23-2245,
approving the extension of the Non -Exclusive Franchises for the
Collection of Commercial Solid Waste and/or Recovered
Materials for an additional twelve (12) months.
Mr. Langley read Ordinance No. 23-2245 by title only.
Deputy Mayor McMillan moved to approve Ordinance No.
23-2245 and set September 18, 2023, as the public hearing
date. Seconded by Commissioner Sackett and carried by a
unanimous roll call vote.
B. City Commission approval of a Collective Bargaining Agreement
between the Teamsters Union Local 385 (Blue -Collar) and the

City of Longwood for the period of October 1, 2023 to
September 30, 2026.
Mr. Gioielli presented the Item.
Commissioner Morgan moved to approve the agreement
as presented Item 12B. Seconded by Commissioner
Shoemaker and carried by a unanimous roll call vote.
C. City Commission approval of an agreement piggybacking the
Clay County Request for Bid (RFB), Bid No. 22/23-21 providing
for Cured -In Place Pipe (CIPP) services, authorize the City
Manager to execute associated documents, and approve a
purchase order in the amount of $64,620 for pipe rehabilitation
services provided by Inliner Solutions, LLC.
Mr. Smith presented the Item.
Commissioner Morgan moved to approve the agreement
as presented Item 12C. Seconded by Commissioner
Sackett and carried by a unanimous roll call vote.
D. City Commission approval of a Commercial Land Purchase
Contract in the amount of $1,250,000 for the purchase of the
property located at 903 East State Road 434 for the
development of a Water Treatment Plant.
Mr. Smith presented the Item and answered questions.
Commissioner Morgan moved to approve the agreement
as presented Item 12D. Seconded by Commissioner
Sackett and carried by a unanimous roll call vote.
13. CITY MANAGER'S REPORT
Mr. Gioielli thanked Ms. Rosado for her work on the budget and staff for
y their storm preparation. He thanked Ms. Ridore and the staff for their
work on the contract for the Blue -Collar Union.
Mr. Gioielli reported that Community Development and Leisure Services
have partnered with the Florida Wildlife Foundation and Dix.Hite
Architects to put in a beautification project in the Longwood Historic
District. The project, secured by a Florida Wildflower Grant, is proposed
for the front of the Community Development building along West Church
Avenue. It will feature a Florida Native Garden area, visible to all
residents and citizens traveling down West Church Avenue.

Mr. Gioielli reported previous difficulty adding vegetation on West
.Warren Avenue at the median of St. Laurent Street due to the lack of
irrigation. The staff has found some older irrigation equipment that will
allow the City to beautify that area, as requested by Commissioner
Sackett. He reminded everyone that the Opening Day for Longwood
Babe Ruth Baseball is September 16 at 9:00 a.m. As of last week, the
league had 326 registrants for the Fall league, which is higher than 262
for Fall 2022.
Mr. Gioielli stated that staff has been working on the entrance to
Harbour Isle, one of the few communities not managed by a
neighborhood assessment. Improvements include pressure washing
bricks, removing old shrubs, and getting rid of weeds in the retention
area of the entrance. He reported that flags will be put out for 9/11, and
staff has formally prepared an online recognition to honor those in the
9/11 attack. He clarified that National Night Out is scheduled for October
3 at 5:30 p.m.
Commissioner Sackett asked if the parking lines at City Hall can be
painted under this year's budget.
Mr. Gioielli responded that the staff will take note of the request and see
what they can do.
14. CITY ATTORNEYS REPORT. No report.
15. CITY CLERK'S REPORT.
Ms. Longo reported that there are two upcoming ribbon cuttings. One is
tomorrow at Milestone Gems, and the second will be Tuesday,
September 12, at Elise Esthetics Institute. Both ribbon cuttings are
scheduled for 5:00 p.m.
16. ADJOURN. Mayor Boni adjourned the meeting at 7:17 p.m.
