Present: Mayor Tony Boni Deputy Mayor Matt Morgan Commissioner Abby Shoemaker Commissioner Matthew McMillan Commissioner Brian D. Sackett Dan Langley, City Attorney Clint Gioielli, City Manager Michelle Longo, City Clerk Michael Aprile, Police Lieutenant Nerys Hernandez, Records Coordinator 1. CALL TO ORDER. Mayor Boni called the meeting to order at 6:01 p.m. 2. OPENING INVOCATION. Pastor Matt Clark with LifePoint Church gave the invocation. 3. THE PLEDGE OF ALLEGIANCE. Commissioner McMillan led the Pledge of Allegiance. 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. The Senior Matinee will be held on Wednesday, March 20, 2024, from 1:30 p.m. until 3:30 p.m. at the Longwood Community Building, 200 West Warren Avenue. This month's feature is Red Dog. B. The City of Longwood will host the 2024 Magic 107.7 Easter Egg Hunt on Saturday, March 30, 2024,from 9:30 a.m. until 12:00 p.m. The hunt will be held in the Historic District around Longwood City Hall, 175 West Warren Avenue, featuring an egg 111 hunt, prizes, and giveaways. Parking will be available at the SunRail Station, Downtown Longwood, and Orlando Health South Seminole Hospital's back parking lot. This is a free event. CC 03-18-2024/1 5. PROCLAMATIONS/ RECOGNITIONS A. Nomination of the Beautification Award. Commissioner Sackett nominated the Devonshire Subdivision for the Beautification Award. Nomination carried by a unanimous voice vote. B. Proclaiming March 18 through March 22, 2024, as Government Finance Professionals Week in the City of Longwood and recognition of the Finance Department for receiving the Government Finance Officers Association (GFOA's) Distinguished Budget Presentation Award for its budget. Mayor Boni read the Proclamation and then it was presented to the Financial Services staff. Photographs were then taken. 6. BOARD APPOINTMENTS. None. 7. PUBLIC INPUT A. Public Participation. None. 8. MAYOR AND COMMISSIONERS' REPORT ll District#5. Commissioner Sackett thanked Commissioner Shoemaker and Mayor Boni for attending meetings on his behalf while visiting his newest grandchild in Minnesota. He commented that his bill from Sunshine Water Services went up again by a quarter, which has increased monthly for the past four(4) months. He feels that the City needs to do something about the monthly increases. He thanked Mr. Gioielli for his help setting up a meeting about a problem in the Devonshire neighborhood regarding pond maintenance. District#1. Commissioner Shoemaker participated in her second Girls in Government at the South Seminole Academy in Casselberry on March 6, along with other women leaders. The event was hosted by the League of Women Voters. She shared some positive comments from students who reflected upon their experiences. Commissioner Shoemaker attended the Council of Local Governments in Seminole County (CALNO) meeting on behalf of Commissioner Sackett. She reported that the City of Lake Mary Fire Chief gave a presentation and shared that they achieved the ISO Class 1 status. On March 9, she attended a Celebration of Life for Georgia Ferguson, past president of Longwood VFW Post 8207. She shared that Georgia and her husband joined the post in the 1980s, holding various post positions, and her CC 03-18-2024/2 passion for sewing helped many veterans. On March 13, she attended a Ramadan Celebration. District#2. Mayor Boni wished everyone a happy St. Patrick's Day. He welcomed back Commissioner Sackett and attended a MetroPlan meeting on his behalf. He attended a luncheon hosted by The Sharing Center and witnessed the first annual Pastor Hoyer Award, a one-of-a- kind, artist-rendered painting. He participated in the Rescue Outreach Mission Celebrity Pizza-making fundraiser. He attended the American Muslim Community Center Ramadan Ceremony and appreciated the explanation of the Koran by a teacher from Lake Mary High School. District#3. Commissioner McMillan reported that the traffic light issue at Rangeline Road and Longwood Hills Road has been fixed. He suggested the Seminole Wekiva Trail for a future beautification award. He was unsure if all construction was complete, but he thought the trail extension was a great addition to the City. Commissioner McMillan gave an update on the legislative session that has concluded. He reported that the bill on sovereign immunity did not pass but likely will return next year. Other bills that did not pass included the utility rates outside the jurisdiction, the ability to move funds from the enterprise fund to the operating budget, and the repeal of the Business Tax License. He stated that an additional homestead exemption did not pass, but one on the 2024 ballot will be based on the cost of living. He said the bill that amended the Live Local Act did pass, and he believes the City remains in the same position on major issues regarding density. He thanked Mayor Boni and Deputy Mayor Morgan for volunteering to make pizzas at Bronx House Pizza in Lake Mary on March 5 for Rescue Outreach Mission. He reported that the organization raised more than $13,000 over the course of a day. He thanked everyone who purchased pizzas supporting the mission, which serves as the only homeless shelter in Seminole County. Commissioner McMillan reported on the true, good, and beautiful. For the "true," he commented on the changes in homeowner association bills passed this legislative session. He stated new requirements include posting seven (7) years of financial records, contracts, and insurance on a protected website if over a hundred (100) lots in the community; additional continuing education hours if over twenty-five hundred (2,500) lots; a homeowner has at least twenty-four (24) hours to bring in their garbage can; definition of a commercial vehicle. The governor was expected to sign these HOA revisions into law. For the "good," he saw interfaith unity at the Ramadan Ceremony. He attended the dinner for the first time at the American Muslim Community Center. For the CC 03-18-2024/3 "beautiful," he saw a beautiful bald eagle snatch a fish from an osprey in his family's backyard at Windsor Manor. District#4. Deputy Mayor Morgan thanked Commissioner Shoemaker for representing the City at a school leadership event, and Executive Director Chris Ham of the Rescue Outreach Mission for helping a Longwood family find a place to stay. He participated in the Rescue Outreach Mission's Celebrity Pizza fundraiser. He thanked Mayor Boni for representing the City on March 8 on International Women's Day at the Seminole County Sheriff's Office. On March 9, he thanked the buddies, often from local high school baseball and softball teams, for helping out at the Central Florida Bambino Buddy Ball League. He commented that the junior varsity baseball team from Lake Brantley High School has been especially helpful in volunteering at the league for the past three (3) weekends. Deputy Mayor Morgan and his wife Larissa on March 13 met with Jennifer Grant from the Early Learning Coalition of Seminole County. Ms. Grant, a vendor for the Walk for Autism Awareness & Inclusion, wanted to review the setup at Reiter Park and specifically asked to see the soundproof rooms at the stage. The organization announced they will provide free hearing and visual testing for children zero (0) to five (5) years old at the event. He was told that any child who is neuro-diverse may get the testing. He thanked Mr. Capizzi and Mr. Rinaldo for their assistance with the meeting. The Second Annual Walk for Autism Awareness & Inclusion is scheduled for April 20, from 7:00 a.m. to 1:00 p.m. at Reiter Park. Deputy Mayor Morgan attended the Ramadan Ceremony and thanked the American Muslim Community Center for being a community partner with the City. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve the Minutes of the March 4, 2024, Regular Meeting. B. Approve the Monthly Expenditures for February 2024. C. Approve the Monthly Financial Report for January 2024. Commissioner Sackett moved to approve Items 10A through 10C as presented. Seconded by Deputy Mayor Morgan and carried by a unanimous roll call. 11. PUBLIC HEARINGS A. Read by title only and adopt Ordinance No. 24-2249, which would approve a Development Agreement for the Alta Trilogy CC 03-18-2024/4 project located near the intersection of Ronald Reagan Boulevard and Dog Track Road at 1050 South Ronald Reagan Boulevard. Mr. Langley stated that this was a quasi-judicial matter, and anyone wishing to speak on behalf or in opposition to Ordinance No. 24-2249 was requested to stand and be sworn in. There were no speakers. Mayor Boni opened the public hearing. No one spoke in favor or opposition to Ordinance No. 24-2249. Deputy Mayor Morgan moved to close the public hearing. Seconded by Commissioner Sackett and carried by a unanimous voice vote. Deputy Mayor Morgan moved to adopt Ordinance No. 24- 2249 with an updated Exhibit E of the Development Agreement which confirms all outstanding comments were resolved as part of the referenced submittals. Seconded by Commissioner Sackett and carried by a unanimous roll call vote. 12. REGULAR BUSINESS A. Read by title only, set April 1, 2024, as the public hearing date and approve the first reading of Ordinance No. 24-2252, a Small- Scale Comprehensive Plan Amendment (SPA 01-24). Mr. Langley read Ordinance No. 24-2252 by title only. Mr. Gioielli presented the Item. Commissioner Shoemaker moved to approve Ordinance No. 24-2252 and set April 1, 2024 as the public hearing date. Seconded by Commissioner Sackett and carried by a unanimous roll call vote. 13. CITY MANAGER'S REPORT Mr. Gioielli stated that the staff will propose a new agreement with Seminole County regarding a Community Development Block Grant at the following Commission meeting. This agreement would allow the City access to the U.S. Department of Housing and Urban Development (HUD) funding for some needed projects. He said one of the first projects under consideration was sidewalk improvements to help keep children safe along Longwood Elementary School. He reported that the CC 03-18-2024/5 City was awarded two (2) $50,000 FRDAP grants that staff plans to use towards improvements at Candyland Sports Complex, specifically the skate park, and upgrades at a basketball court and playground at Sandalwood Park. Mr. Gioielli reported that Information Technology(IT) Director Craig Dunn and his team will move the City's email to a cloud-based system with certain security features, offering a high level of protection from phishing incidents. Mayor Boni mentioned that engineering students at Milwee Middle School used Candyland Sports Complex as an example for a competition, specifically the skate park. He suggested that perhaps the City Manager could review the students' plans for skate park improvements. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT Ms. Longo reported that the preparations for the Annual Board Appreciation Dinner have begun, and three dates have been selected in June: Tuesday,June 11, Wednesday, June 12, and Tuesday,June 18. She asked the Commission to let her know if anyone had any conflicts regarding those dates. If there were none, she would finalize the date that week, begin looking for a caterer, and send out the Save the Date invitations. She advised that there was a Tri-County League of Cities Special Meeting that week, Thursday's Homelessness Symposium and Reception. It would be held from 4:00 p.m. to 5:30 p.m., with a reception at 6:00 p.m. She provided the meeting and reception locations. Ms. Longo respectfully requested that the Commission excuse her absence from the April 1 City Commission Regular Meeting. 16. ADJOURN.
