CALL TO ORDER. Mayor Boni called the meeting to order at 6:00 p.m. 2. OPENING INVOCATION. Pastor Ryan Loyd with Promise Church gave the invocation. 3. THE PLEDGE OF ALLEGIANCE. Commissioner Sackett led the Pledge of Allegiance. 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. The City of Longwood will host a "Walk for Autism Awareness & Inclusion" on Saturday,April 27, 2024,from 11:00 a.m. until 1:00 p.m. at Reiter Park. CC 04-15-2024/1 B. The City of Longwood will host the "Longwood Luau," a Hawaiian themed party on Saturday, May 4, 2024, from 4:00 p.m. until 8:00 p.m. at Reiter Park. 5. PROCLAMATIONS/ RECOGNITIONS A. Proclaiming the month of April 2024 as "Autism Acceptance Month." Deputy Mayor Morgan read the Proclamation and then presented it to Behavior Blossoms owners Vanessa and Justin Kindy. Photographs were then taken. B. Recognition of Courtesy Towing owner/operator Mark Jones for his efforts in facilitating valuable fire department training. Deputy Chief Feist recognized Mark Jones, with Courtesy Towing and presented him with a plaque. Photographs were then taken. C. District#5 Nomination of the Business Person of the Month Award for May 2024. Commissioner Sackett nominated Dennis Stelling, Von Stelling Inc., 710 Breezeway Loop, #212, Lake Mary for Business Person of the Month for May 2024. 6. BOARD APPOINTMENTS. None. 7. PUBLIC INPUT A. Presentation. Gwen Mahabir, Hometown Health Program Manager, and Lindsey Larson, Health Marketing Manager, with Florida Municipal Insurance Trust (FMIT)to recognize the City of Longwood as a 2023 Hometown Health Award Recipient. Gwen Mahabir and Lindsey Larson presented Human Resources with a check and the 2023 Hometown Health Award. Photographs were then taken. B. Public Participation. Patrick McFadden, 437 Sundown Trail, Casselberry. He is the President of Longwood Babe Ruth and announced the events for May that will take place at Candyland Sports Complex. On May 11, at 9:00 a.m., the closing ceremonies will be held, and they will incorporate the events that would have taken place at the opening ceremonies if they had not been rained out. The 23rd CC 04-15-2024/2 Annual Warren Brown Invitational Rookie and TBall Tournament will occur May 15 through May 19. From May 10 through May 29, Longwood Babe Ruth will host the District 11 All-Stars Baseball. 8. MAYOR AND COMMISSIONERS' REPORT District#2. Mayor Boni complimented staff on a great prayer breakfast. On Thursday,April 11 he attended the Groundbreaking Ceremony for the Orlando Health Emergency Room in Longwood. He attended the Seminole County School Intern Expo for students looking for Spring internships at local companies. He attended the ribbon cutting for the dedication of the new Seminole County Courthouse Annex bearing the name of former Supreme Court Justice James E.C. Perry. The Longwood Commission also presented him with a Proclamation. District#3. Commissioner McMillan commended Human Resources and all the employees for making the effort to take precautions on health and wellness, which led to the city receiving the check from Florida Municipal Insurance Trust (FMIT). He attended the Health and Wellness event over the weekend at the Longwood Community Building. He attended the Longwood Prayer Breakfast and noted it was well run. He was honored to be invited to the Groundbreaking Ceremony for the Orlando Health Emergency Room in Longwood and commended Shawn Molsberger for putting together the event. He noted that the Mayor was presented with a photograph of the new Emergency Room. He attended the Car Show, the Food Trucks, and the Concert in the Park, all going on at the same time. He attended the Seminole Chamber of Commerce Lunch and Learn held today at the Longwood Community Building. He, Mayor Boni, and Deputy Mayor Morgan represented the Longwood Historic Society. They were one (1) of six (6) non-profits being showcased. He mentioned that on April 2,just outside the city limits on Wekiva Springs Road, he attended a Seminole County Chamber ribbon cutting for The Good Pour, a wine and liquor store. They donate a portion of each purchase to a non-profit of your choice. Commissioner McMillan reported on the true, good, and beautiful. For the "true," he stated that today was Tax Day, and the first tax revenue code was enacted in 1939 and revised to set the April 15 due date in 1954. For the "good," he mentioned community and was invited to the Interfaith Iftar in Sanford. For the "beautiful," he went to the new Orlando Brick Company that has opened on Ronald Reagan Boulevard in the same plaza where Papa Bees and Hourglass Brewery are located. They sell LEGO products of all types, shapes, and sizes. District#4. Deputy Mayor Morgan had an interview on April 2 with Fox 35 News regarding the 2nd Annual Walk for Autism Awareness & CC 04-15-2024/3 Inclusion event in Longwood. He attended the Interfaith Iftar in Sanford and Longwood Prayer Breakfast. He hoped to participate in the Great Camp Out Event in Longwood on April 6 and wanted to look into different efforts to attract more interest and get people to participate. He spoke to the Beta Club at Rock Lake Middle School on April 11. He attended the groundbreaking ceremony for the Orlando Health Emergency Room in Longwood and the health and wellness event at the Longwood Community Building. He thanked Spectrum News 13 for helping to promote the 2nd Annual Walk for Autism Awareness & Inclusion event on April 27 from 11:00 a.m. until 1:00 p.m. at Reiter Park in Longwood. District#5. Commissioner Sackett spoke about the eclipse on April 8. He went to Woodlands Elementary to pick up his grandchild and noted that out of caution, the schools were not letting the students out until 4:30 p.m. because of the danger of looking at the eclipse. He praised Chief Dowda for helping with the injured raccoon that fell on his lawn after no one from Fish and Wildlife would come out. He attended the Longwood Prayer Breakfast and groundbreaking ceremony for Longwood's Orlando Health Emergency Room. He would like posts about what was going on at the hospital and the progress to keep everyone informed. He mentioned he hoped the city was prepared as hurricane season was coming. He also mentioned that the street signs on Eastgate Trail and Woodgate Trail may need to be replaced. He noted Longwood Babe Ruth had a busy weekend, and all fields were being used. He stated that the band at the Concert in the Park was fantastic but questioned the time of the event. He said they ended at 8:00 p.m. and thought they played until 9:00 p.m. He also commented on the Food Trucks and thought they were trying to get meals closer to $5.00 for children. He announced that the new Fire Department Ladder Truck will participate in the egg drop on May 11 at Woodlands Elementary School. He mentioned looking at the ballpark setup in Gotha. They have grass tracks that help keep the mud and clay out of the dugouts. District#1. Commissioner Shoemaker commended the Public Works department for the work she has seen them do. She attended the Longwood Prayer Breakfast and is looking forward to the new emergency room being built in Longwood. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve the Minutes of the April 1, 2024, Regular Meeting. B. Approve the Monthly Expenditures for March 2024. CC 04-15-2024/4 C. Approve the Monthly Financial Report for February 2024. Deputy Mayor Morgan moved to approve Items 10A through 10C as presented. Seconded by Commissioner Sackett and carried by a unanimous roll call. 11. PUBLIC HEARINGS A. City Commission to hear a public request for a Special Exception (SPE 01-24) to allow a reduced rear setback for a single-family home addition at 700 Mendez Way. Mr. Kintner presented the Item and answered questions from the Commissioners. Mayor Boni opened the public hearing. No one spoke in favor or opposition to the Conditional Use Permit. Deputy Mayor Morgan moved to close the public hearing. Seconded by Commissioner Sackett and carried by a unanimous voice vote. Commissioner Sackett moved to approve the Special Exception (SPE 01-24) as presented Item 11A. Seconded by Commissioner McMillan and carried by a unanimous roll call vote. 12. REGULAR BUSINESS A. City Commission approval of an Interlocal Agreement between Seminole County and the City of Longwood regarding Lake Management of Twin Lake. Mr. Smith and Mr. Gioielli presented the Item and answered questions from the Commissioners. Discussion ensued regarding the Municipal Service Benefit Unit (MSBU) Program and how the non-ad valorem assessments would be levied for the residents along the lake. Also discussed was the responsibility of the residents of Seminole County for the lake maintenance. Commissioner Shoemaker moved to approve Item 12A as presented. Seconded by Commissioner McMillan and carried by a four-to-one (4-1) roll call vote with Commissioner Sackett voting nay. CC 04-15-2024/5 B. Read by title only, set May 6, 2024, as a public hearing date, and approve the first reading of Ordinance No. 24-2250, which creates a new Article VIII of Chapter 82,taxation of the City Code, authorizing the Inclusion of Twin Lakes Properties for the purpose of a Municipal Service Benefit Unit (MSBU)to fund Lake Management of Twin Lake. Mr. Langley read Ordinance No. 24-2250 by title only. Mr. Smith presented the Item. Deputy Mayor Morgan moved to approve Ordinance No. 24-2250 and set May 6, 2024 as the public hearing date. Seconded by Commissioner McMillan and carried by a four-to-one (4-1) roll call vote with Commissioner Sackett voting nay. 13. CITY MANAGER'S REPORT Mr. Gioielli reported that negotiations with the International Association of Fire Fighters (IAFF) have begun, and their next meeting will be on April 24. He noted that the new contract will be effective October 1, 2024. He reminded the Commission that they would have the unveiling of the new Longwood Ladder Truck at Fire Station 15 on Wednesday, April 17, at 4:00 p.m. He advised that the issue with Mr. Jose Oscario's property at 1040 Alameda Drive, discussed at the previous Commission Meeting, will be on the agenda for May 6 at the next Commission meeting. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT Ms. Longo reported that National Volunteer Week is celebrated annually during the third week of April. This year, it will be observed from April 21 to 27. She thanked all the Longwood volunteers for giving their time, skills, kindness, and dedication to give back to our community. The theme year is Celebrate Service—an opportunity to shine a light on the people and causes that inspire us to serve. Tomorrow, Longwood will host the Mayors and Managers meeting at the Longwood Community Building at 11:30 a.m. Thursday was the Tri-County League of Cities Meeting hosted by Apopka and held at Camp Wewa from noon to 1:30 p.m. She noted they had started the preparations for the Annual Board Appreciation Dinner and proposed dates in June. In light of some conflicts, she wanted to confirm that everyone was okay with setting the date for Thursday, July 25. If there were none, she would move forward with the date and place it on the Commissioners' calendars. She reminded the Commission that they should have received an email from CC 04-15-2024/6 the Commission on Ethics to register their account in the Electronic Financial Disclosure Management System (EFDMS), the e-filing system. She also reminded them that the financial disclosure forms must be filed electronically, and paper forms will no longer be accepted. She explained that following the link provided in that email was important to complete the registration process. She believed the link expired after several days, so do not wait.
