Read by title only and adopt Ordinance No. 18-2141, which fixes the tentative rate of ad valorem taxation for the fiscal year commencing October 1, 2018 and ending September 30, 2019. The final tax rate being proposed for Fiscal Year 2018/2019 is 5.500 per $1,000 of non-exempt assessed valuation. Said rate is 8.19% higher than the rolled-back rate of $5.0835 per $1,000 of non-exempt assessed valuation as computed by F.S. 200.065. B. Read by title only and adopt Ordinance No. 18-2142, which adopts tentative revenues, expenditures and fund balances for the City’s fiscal year budget commencing October 1, 2018 and ending September 30, 2019. 4. COMMUNITY ANNOUNCEMENTS A. Senior Matinee will be held on Wednesday, September 19, 2018 from 1:30 p.m. until 3:30 p.m., Longwood Community Building, 200 West Warren Avenue. Approve a change order in the amount of $9,000 to purchase order #18-00221 for Dix Hite and Partners providing additional services for design and oversight including an ongoing punch list of items at Reiter Park. E. Approval to enter into a contract for Disaster Debris Removal Services with selected companies, and issuance of related purchase orders. F. Approve a change order in the amount of $14,349 to purchase order #18-01413 for CDM Smith for CEI services related to the final paving and verification of quantities for the Church Avenue Paving Project. G. Approve a change order in the amount of $57,940 to purchase order #18-0015 for Helping Hand Lawn Care Inc., for mowing services on city property for the 2017-2018 fiscal year. 11. Read by title only and adopt Ordinance No. 18-2143, approving the extension of the Non-Exclusive Franchises for the Collection of Commercial Solid Waste and/or Recovered Materials for an additional twelve (12) months. Read by title only and adopt Ordinance No. 18-2145 amending Chapter 1A, Section 1A.02 (B) of the City of Longwood Personnel Policies and Procedures Manual. CC 09-17-18/3 F. Read by title only and adopt Ordinance No. 18-2146, which amends Chapter 2, Article III, entitled Departments of the Longwood City Code. G. Read by title only and adopt Resolution No. 18-1476, adopting a Five Year Capital Improvement Program for the Fiscal Years 2019, 2020, 2021, 2022 and 2023 pursuant to the requirements of Section 6.07 of the City Charter. 12. REGULAR BUSINESS A. Read by title only and adopt Resolution No. 18-1475 which amends the fiscal year 2017/2018 budget. B. Read by title only and adopt Resolution No. 18-1477, approval of a Step Pay Plan for all Non-Union Employees. C. Approval of an Agreement with the International Union of Operating Engineers Local 673 and the City of Longwood. D.
