Read by title only, set September 18, 2017 as the public hearing date and approve the first reading of Ordinance No. 17-2123, which fixes the tentative rate of ad valorem taxation for the fiscal year commencing October 1, 2017 and ending September 30, 2018. B. Read by title only, set September 18, 2017 as the public hearing date and approve the first reading of Ordinance No. 17-2124, which adopts tentative revenues, expenditures and fund balances for the City’s fiscal year budget commencing October 1, 2017 and ending September 30, 2018. 4. COMMUNITY ANNOUNCEMENTS A. The “Downtown Longwood Cruise-In” Car Show will be held on Saturday, September 9, 2017 from 5:00 p.m. until 8:00 p.m. in the Historic District of Longwood located off of Church Avenue. 5. PROCLAMATIONS / RECOGNITIONS A. District #1 Presentation of the Business Person of the Month Award for September 2017 to Olenin Martinez & Elijah Ramsay, Co-Owners of Back to Basics Barber Shop located at 321 North Ronald Reagan Boulevard. Approve waiving the rental fees excluding the attendant fee at the Longwood Community Building for Donna Alt-Bowes an employee of the City of Longwood. 11. PUBLIC HEARINGS (PART II) C. Read by title only and adopt Ordinance No. 17-2122, amending Chapter 38 “Environment” of the Longwood Code of Ordinances to create a new Article V regarding, “Proper use of Fertilizers”. 12. REGULAR BUSINESS A. Read by title only, set September 18, 2017 as a public hearing date and approve the first reading of Ordinance No. 17-2127, approving the extension of the Non-Exclusive Franchises for the Collection of Commercial Solid Waste and/or Recovered Materials for an additional six (6) months. 13. Persons in attendance at the City Commission meeting are invited to stand during the opening invocation and Pledge of Allegiance. However, such invitation shall not be construed as a demand, order, or any other type of command. No person in attendance at the meeting shall be required to participate in any opening invocation that is offered. You may exit the City Commission Chambers and return upon completion of the opening invocation if you do not wish to particip ate in or witness the opening invocation.
