CALL TO ORDER 2. OPENING INVOCATION 3. THE PLEDGE OF ALLEGIANCE 4. COMMUNITY ANNOUNCEMENTS A. Announce Results of the March 15, 2016 City of Longwood Charter Amendment. B. A Bunny Breakfast will be held on Saturday, March 26, 2016 from 8:30 a.m. until 10:30 a.m., Longwood Community Building, 200 West Warren Avenue. Adults are $8.00 each, children from ages 3 to 11 years old are $6.00 each and children from age 2 and under are free. C. The 2016 Magic 107.7 Easter Egg Hunt will be held on Saturday, March 26, 2016 from 9:30 a.m. until 12:00 p.m., Reiter Park, 311 West Warren Avenue. In celebration of the 20th anniversary, the event will begin with an “Every Bunny” small parade at 9:15 a.m. It will start at City Hall and proceed to Reiter Park by way of West Warren Avenue. Each child participant will receive a free pair of Bunny Ears. D. Registration for the Longwood Summer Camp will begin on Monday, April 4, 2016 for Longwood Residents only and on Monday, April 11, 2016 for Non-Residents. Registration forms will be accepted from 8:00 a.m. until 4:00 p.m. at Longwood Elementary School, 840 Orange Avenue. 5. PROCLAMATIONS / RECOGNITIONS A. Proclaiming April 2016 as Water Conservation Month. 6. BOARD APPOINTMENTS A. District #2 Nomination to the Parks and Recreation Advisory Board. (Nomination had been deferred - term expired 01/09/16). CONSENT AGENDA A. Approve Minutes of the March 7, 2016 Regular Meeting. B. Approve the Monthly Expenditures for February and March 2016. C. Approve the Monthly Financial Report for February 2016. D. Approve the proposed Wrecker Call Allocation System and Agreement. E. Approve a Community Emergency Response Team (CERT) Grant and authorize the Mayor to execute all required documents for Federal Fiscal Year (FFY) 2015. F. Approve a donation in the amount of $750 to Lyman High School’s 2016 Project G.R.A.D.D. from the law enforcement confiscation fund to provide a safe, crime-free alternative to students during graduation. 11. PUBLIC HEARINGS 12. REGULAR BUSINESS A. Read by title only and adopt Resolution 16-1396, amending the rate schedule established for vehicles being towed in the City of Longwood. B. Read by title only, and set April 4, 2016, as the public hearing date, and approve the first reading of Ordinance No. 16-2085 for the Vacation and Abandonment of a portion of an easement on 590 Georgia Avenue. C. Read by title only and adopt Resolution No. 16-1397, adopting the 2015-2020 Seminole County Floodplain Management Plan. D. Read by title only, set April 4, 2016 as the public hearing date, and approve the first reading of Ordinance No. 16-2086, amending the City of Longwood Police Officers’ and Firefighters’ Pension Trust Fund, making modifications and Amended: March 17, 2016 CC 03-21-16/3 clarifications to the current language to preserve compliance with the requirements of the Internal Revenue Code. E. Read by title only, and set April 4, 2016, as the public hearing date, and approve the first reading of Ordinance No. 16-2089, which amends Chapter 2, Article II, Section 2-31 of the Longwood City Code relating to regular meetings of the City Commission. F. Approval to Restructure Fire Department to create one (1) new Deputy Fire Chief rank to Coordinate, Manage and Conduct Fire Department Training; Emergency Medical Services (EMS) Coordination, Quality Assurance and Training. 13. The views or beliefs expressed by the in vocation speaker have not been previously reviewed or approved by the Commission or the city staff, and the City is not allowed by law to endorse the religious beliefs or views of this, or any other speaker. Persons in attendance at the City Commission meeting are invited to stand during the opening invocation and Pledge of Allegiance. However, such invitation shall not be construed as a demand, order, or any other type of command. No person in attendance at the meeting shall be required to participate in any opening invocation that is offered. You may exit the City Commis sion Chambers and return upon completion of the opening invocation if you do not wish to participate in or witness the opening invocation.
