The “Downtown Longwood Cruise-In” Car Show will be held on Saturday, April 9, 2016 from 5:00 p.m. until 8:00 p.m. in the Historic District of Longwood located off of Church Avenue. 5. PROCLAMATIONS / RECOGNITIONS A. Presentation of Certificates of Appreciation for those who helped support Longwood’s 2016 Smoke Alarm Installation. 6. BOARD APPOINTMENTS A. District #2 Nomination to the Parks and Recreation Advisory Board. (Nomination had been deferred - term expired 01/09/16). 7. PUBLIC INPUT A. Public Participation. 8. MAYOR AND COMMISSIONERS’ REPORT Districts #4, #5, #1, #2, and #3. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA 10. CONSENT AGENDA A. Approve Minutes of the March 21, 2016 Regular Meeting. B. Approve the Monthly Expenditures for March 2016. C. Approval of a purchase order in the amount of $26,975.00 to Brian Sikes Roofing for the replacement of the City Hall roof. CC 04-04-16/2 D. Approve the proposed Wrecker Call Allocation System and Agreement. E. Approve a Lot Split Request from Oakwood Construction and Development at 116 West Bay Avenue, creating two (2) lots, 116 & 120 West Bay Avenue (SD 02-16). 11. PUBLIC HEARINGS A. Read by title only and adopt Ordinance No. 15-2082, a large scale comprehensive plan amendment (CPA 02-15) at Peninsula Island Point. B. Read by title only and adopt Ordinance No. 16-2085 for the Vacation and Abandonment of a portion of an easement on 590 Georgia Avenue. C. Read by title only and adopt Ordinance No. 16-2086, amending the City of Longwood Police Officers’ and Firefighters’ Pension Trust Fund, making modifications and clarifications to the current language to preserve compliance with the requirements of the Internal Revenue Code. D. Read by title only and adopt Ordinance No. 16-2089, which amends Chapter 2, Article II, Section 2-31 of the Longwood City Code relating to regular meetings of the City Commission. E. The City Commission to hear a public request for Special Exception (SPE 02-16), from Oakwood Construction and Development, to the Longwood Heritage Village Code at 116 & 120 West Bay Avenue to construct a garage in front of a primary structure and air conditioning units located within a side yard setback. 12. REGULAR BUSINESS A. Read by title only, set April 18, 2016 as the public hearing date, and approve the first reading of Ordinance No. 16-2087, for the Vacation and Abandonment of a portion of the right-of-way adjacent to 927 1st Place. B. Approve a Historic District Matching Grant Application from The Sunner Law Firm for the property located at 150 West Warren Avenue. C. Read by title only and adopt Resolution No. 16-1398, which amends the City Commission Rules and Procedures concerning the commencement time of regular City Commission Meetings. CC 04-04-16/3 D. Read by title only and adopt Resolution No. 16-1399, which creates a three (3) member City Hall Site Evaluation ad hoc committee for the purposes of evaluating development opportunities for the current City Hall site and potential alternative sites for City Hall. E. Read by title only and adopt Resolution No. 16-1396, amending the rate schedule established for vehicles being towed in the City of Longwood. 13. CITY MANAGER’S REPORT 14. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Commission or the city staff, and the City is not allowed by law to endorse the religious beliefs or views of this, or any other speaker. Persons in attendance at the City Commission meeting are invited to stand during the opening invocation and Pledge of Allegiance. However, such invitation shall not be construed as a demand, order, or any other type of command. No person in attendance at the meeting shall be required to participate in any opening invocation that is offered. You may exit the City Commission Chambers and return upon completion of the opening invocation if you do not wish to participate in or witness the opening invocation.
