Read by title only and adopt Ordinance No. 16-2097, which fixes the final rate of ad valorem taxation for the fiscal year commencing October 1, 2016 and ending September 30, 2017. The final tax rate being proposed for Fiscal Year 2016/2017 is 5.500 per $1,000 of non-exempt assessed valuation. Said rate is 3.71% higher than the rolled-back rate of $5.3030 per $1,000 of non-exempt assessed valuation as computed by F.S. 200.065. B. Read by title only and adopt Ordinance No. 16-2098, which establishes final revenues, expenditures and fund balances for the City’s fiscal year budget commencing October 1, 2016 and ending September 30, 2017. 4. COMMUNITY ANNOUNCEMENTS A. Senior Matinee will be held on Wednesday, September 21, 2016 from 1:30 p.m. until 3:30 p.m., Longwood City Hall (Chambers), 175 West Warren Avenue. This month’s feature is Maggie’s Plan. B. The City of Longwood will host the Historic Longwood Farmers & Artisans Market to be held weekly on Saturday from 9:00 a.m. until 1:00 p.m., beginning October 1, 2016, in the Historic District of Longwood located at the corner of North Ronald Reagan Boulevard and West Church Avenue. Approval of First Amendment to Lease Agreement between the City of Longwood and Seminole County School Board for the use of Longwood Elementary School in the amount of $12,691.00. 11. PUBLIC HEARINGS (PART II) C. Read by title only and adopt Ordinance No. 16-2095 for the vacation and abandonment of a portion of Evergreen Avenue. D. Read by title only and adopt Ordinance No. 16-2099, approving the extension of the Non-Exclusive Franchises for the Collection of Commercial Solid Waste and/or Recovered Materials for an additional twelve (12) months. Read by title only and adopt Resolution No. 16-1411, adopting a Five Year Capital Improvement Program for the Fiscal Years 2018, 2019, 2020, 2021 and 2022 pursuant to the requirements of Section 6.07 of the City Charter. F. City Commission to hear a public request for Special Exception (SPE 04-16) from Weston Park L.P. for Banner Signs, temporary Wind Flags and temporary Banners. 12. REGULAR BUSINESS A. Read by title only, set October 3, 2016 as the public hearing date, and approve the first reading of Ordinance No. 16-2096, which provides for the issuance of a Transportation CC 09-19-16/3 Improvement Revenue Note, Series 2016, not to exceed $5,900,000 in aggregate principal for the purpose of paying for the Church Avenue Resurface/Reconstruction Project and the Florida Central Commerce Parkway Project. 13. No person in attendance at the meeting shall be required to participate in any opening invocation that is offered. You may exit the City Commission Chambers and return upon completion of the opening invocation if you do not wish to participate in or witness the opening invocation.
