A. Senior Matinee will be held on Wednesday, December 21, 2016
from 1:30 p.m. until 3:30 p.m., Longwood City Hall
(Chambers), 175 West Warren Avenue. This month’s feature
is Florence Foster Jenkins.
B. The City of Longwood will be showing a holiday movie at the
Longwood Community Building, 200 West Warren Avenue, on
a movie theater style projection screen on December 22, 2016
at 7:00 p.m. The movie will be The Polar Express.
C. The “Downtown Longwood Cruise-In” Car Show will be held
on Saturday, January 14, 2017 from 5:00 p.m. until 8:00 p.m.
in the Historic District of Longwood located off of Church
Avenue.
D. The City of Longwood will host the Historic Longwood
Farmers & Artisans Market weekly on Saturday from 9:00
a.m. until 1:00 p.m., in the Historic District of Longwood
located at the corner of North Ronald Reagan Boulevard and
West Church Avenue.

A. District #2 Nomination of the Business Person of the Month
Award for January 2017 (Presentation scheduled for January
16, 2017).
B. Nomination and selection of the recipient of the Martin Luther
King, Jr. Good Citizenship Award (Presentation scheduled for

D. Approve an addendum for the extension of the Meter Reading
Services Agreement and a purchase order in the amount of
$48,000 to U.S. Water Services Corporation.
E. Approve the SunRail Combined Operational Assistance and
Voluntary Cooperation Mutual Aid Agreement 2017.
F. Acceptance of Federal Fiscal Year (FFY) 2016 Edward Byrne
Memorial Justice Assistance Grant (JAG) Direct Program
Funding in the amount of $3,848.
G. Approve a request to enter into negotiations with CDM Smith
to provide Construction Engineering & Inspection Services
(CEI) for the Florida Central Parkway Sidewalk and Bike
Lane Improvement Project.
H. Approve a change order in the amount of $20,388.21 to
purchase order #160180 for Barnes, Ferland & Associates
(BFA) for the engineering services relating to the South
Longwood Septic Tank Abatement project.
I. Approve the Department of Environmental Protection Grant
Agreement No. NF013 between the State of Florida
Department of Environmental Protection and the City of
Longwood concerning funding reimbursements for the Lake
Ruth Septic Tank Abatement project.

J. Approval to authorize the City Manager to issue change orders
relating to the Florida Central Parkway Roadway Paving
Project not to exceed the amount of $1,959,803.86.
K. Approval to authorize the City Manager to issue change orders
relating to the Church Avenue Roadway Paving Project not to
exceed the amount of $3,914,879.62.
L. Approve a change order in the amount of $16,670.14 to
purchase order #160323 for Traffic Control Devices, Inc.
issued for emergency repairs of a traffic control signal located
at State Road 434 & Grant Street.
M. Approve a change order in the amount of $7,000 to purchase
order #170094 for Helping Hand Lawn Care, Inc. for
landscape maintenance in the Shadow Hill Subdivision.
N. Approve a change order in the amount of $4,000 to purchase
order #170095 for Helping Hand Lawn Care, Inc. for
landscape maintenance in the Tiberon Cove Subdivision.
O. Approve the Employee Discounts Protocol.
11. PUBLIC HEARINGS
A. Read by title only and adopt Ordinance No. 16-2101, which
proposes approval of the Small Scale Comprehensive Plan
Amendment (SPA 01-16) changing land use from County Low
Density Residential to City Infill and Mixed Use on North
Ronald Reagan Boulevard.
B. Read by title only and adopt Ordinance No. 16-2103, which
proposes approval of the Small Scale Comprehensive Plan
Amendment (SPA 02-16) changing land use from County Low
Density Residential to City Low Density Residential on a
property adjacent to 655 Cambridge Court.
C. Read by title only and adopt Ordinance No. 16-2105, annexing
and amending the corporate limits of the City of Longwood for
a property on Bay Meadow Road and Ronald Reagan
Boulevard.
D. Read by title only, set January 16, 2017 as the second public
hearing date and approve the first reading of Ordinance No.
16-2106, a Large Scale Comprehensive Plan Amendment (CPA
01-16) for a property on Bay Meadow Road.

A. Read by title only, set January 16, 2017 as the public hearing
date, and approve the first reading of Ordinance No. 16-2108,
a Small-Scale Comprehensive Plan Amendment (SPA 04-16)
for a property at 439 West Church Avenue.
B. Read by title only, set January 16, 2017 as the public hearing
date, and approve the first reading of Ordinance No. 16-2109,
a Small-Scale Comprehensive Plan Amendment (SPA 03-16)
for a property on 14th Avenue.
C. Read by title only, set January 16, 2017 as the public hearing
date, and approve the first reading of Ordinance No. 16-2110,
updating Chapter 18 of the City Code related to Building
Division administration and hours of construction.
D. Read by title only, set January 16, 2017 as the public hearing
date, and approve the first reading of Ordinance No. 16-2111,
amending Article II - Water and Wastewater Chapter 90 of the
Longwood City Code regarding installation of irrigation
meters for residential customers.
E. Read by title only and adopt Resolution No. 16-1418, reducing
the building permit fees and adjusting the calculation for
permits.

meeting are invited to stand during the opening invocation and Pledge of Allegiance. However, such invitation shall
not be construed as a demand, order, or any other type of command. No person in attendance at the meeting shall be

required to participate in any opening invocation that is offered. You may exit the City Commission Chambers and
return upon completion of the opening invocation if you do not wish to participate in or witness the opening invocation.
