OPENING INVOCATION 3. THE PLEDGE OF ALLEGIANCE 4. COMMUNITY ANNOUNCEMENTS A. Annual Rotation of Deputy Mayor. B. Senior Matinee will be held on Wednesday, November 18, 2015 from 1:30 p.m. until 3:30 p.m., Longwood Community Building, 200 West Warren Avenue. This month’s feature is “Mr. Holmes”. C. The 39th Annual Longwood Arts and Crafts Festival will be held in Downtown Historic Longwood, from 9:00 a.m. until 5:00 p.m. on Saturday, November 21, 2015, and from 9:00 a.m. until 4:00 p.m. on Sunday, November 22, 2015. D. Celebrate the Season will be held on Friday, December 4, 2015 from 6:00 p.m. until 9:00 p.m. in the Downtown Historic District. There will be ice-skating, food, crafts, games, a chance to visit with Santa Claus, and the lighting of the tree (6:15). E. The Longwood Citizens on Patrol Christmas Parade will be held on Saturday, December 5, 2015 beginning at 3:00 p.m. and will make its way through the Historic District of Longwood. 5. PROCLAMATIONS / RECOGNITIONS A. Recognizing Commissioner Ben Paris for his service to the City as Deputy Mayor, November 2014 to November 2015. B. ANY ADDITIONS OR DELETIONS TO THE AGENDA 10. CONSENT AGENDA A. Approve Minutes of the November 2, 2015 Regular Meeting. B. Approve the Monthly Expenditures for October and November 2015. C. Approve the Monthly Financial Report for October 2015. D. Approval of the Contract with the International Union of Operating Engineers (IUOE) Local 673 for the period of October 1, 2015 to September 30, 2017. E. Approval of the Cost-Share Agreement between the St. Johns River Water Management District and the City of Longwood for the Florida Central Commerce Park Stormwater Project. F. Approve the donation of sick and vacation leave from personnel to Mr. Jeffrey Howell for medical leave. G. Approve a purchase order in the amount of $40,652 to Seminole County Public Schools for the lease of Longwood Elementary School. H. Approve the renewal of the D&A Building Services janitorial contract for fiscal year 2016. 11. PUBLIC HEARINGS A. Read by title only, set December 7, 2015 as the second public hearing date, and approve the first reading of Ordinance No. CC 11-16-15/3 15-2074, a Longwood Development Code Amendment to enact Citywide code changes recommended by the 17-92 corridor Small Area Plan. B. City Commission to hear a public request for Special Exception (SPE 05-15) from Mr. Christopher Dorworth, requesting to increase impervious surface, reduce the accessory structure setback, and receive exceptions to the newly-adopted open space requirements and flag lot restrictions. C. City Commission to hear a public request for Special Exception (SPE 06-15) from Mr. Mark Leidign, to allow the replacement of an existing metal and concrete building with a new metal building keeping the same pad. 12. REGULAR BUSINESS A. Read by title only, set December 7, 2015 as the public hearing date, and approve the first reading of Ordinance No. 15-2077, which amends and extends the Solid Waste and Recycling Collection Services Contract with Waste Pro. B. Read by title only and adopt Resolution No. 15-1388, which amends the Fiscal Year 2014/2015 budget. C. Read by title only and adopt Resolution No. 15-1387, which adopts the 17-92 Small Area Plan. However, such invitati on shall not be construed as a demand, order, or any other type of command. No person in attendance at the meeting shall be required to participate in any opening invocation that is offered. You may exit the City Commission Chambers and return upon completion of the opening invocation if you do not wish to participate in or witness the opening invocation.
