Approval to reject all submittals for RFQ #02-14 Contractor Pre-Qualification for TOD Regional Stormwater Improvements – Phase I. 10. PUBLIC HEARINGS A. Read by title only and adopt Ordinance No. 14-2033, voluntary annexation of 389 North Highway 17-92. B. Read by title only and adopt Ordinance No. 14-2035, which proposes a multi-year water meter and accessories purchase agreement contract with SunState Meter & Supply, Inc. C. Read by title only and adopt Ordinance No. 14-2036, which proposes approval of a multi-year Traffic Signal Maintenance & Compensation Agreement with the State of Florida Department of Transportation and authorize the City Administrator to execute all associated documents. D. Read by title only and adopt Ordinance No. 14-2037, creating Longwood City Code Chapter 42, Article VI, Section 42-126, 42-127, 42-128 and 42-129 relating to Temporary or Transient Sales of Fireworks, Sparklers, Novelties, and Trick Noisemakers. 11. REGULAR BUSINESS A. Schedule Wednesday, September 3, 2014 and Monday, September, 15, 2014 as regular City Commission Meeting dates and public hearing dates for the adoption of the Fiscal Year 2014/2015 Budget. B. Mayor Cortes requests Commission discussion on amending rules of procedure to add an opening invocation to the Commission Agenda. An opening “prayer” at a local government meeting was held constitutional by U.S. Supreme Court ruling issued on Monday, May 5, 2014 in the Town of Greece v. Galloway decision. In a 5-4 ruling, the Supreme Court determined that public piety does not violate the Establishment Clause of the First Amendment of the U.S. Constitution subject to certain constraints. C. Read by title only, set July 21, 2014 as the public hearing date, and approve the first reading of Ordinance No. 14-2034, which proposes approval of a Small Scale Comprehensive Plan Amendment (SPA 02-14) to the Future Land Use map, changing the land use designation on the Future Land Use Map of the Comprehensive Plan from County Mixed (MXD) to Amended: June 12, 2014 CC 06-16-14/3 City Infill and Mixed Use (IMU) and amending the Design Guidebook Map to assign the East End Planning District to the parcel located at 389 N Hwy 17-92. D. Approval to pursue a Cultural Facilities Grant through the Division of Cultural Affairs under the Florida Department of State. E. Approval of an agreement with the Florida Government Utility Authority (FGUA) which provides the City with a license/release to enter property owned by the FGUA and located in the Florida Central Commerce Park. F. Approval of the First Amendment to Amended and Restated Impact Fee Deferral Agreement (the "First Amendment") with Heritage Village at Longwood, Ltd. G.
