Present: Mayor Matthew McMillan Deputy Mayor Matt Morgan Commissioner Abby Shoemaker Commissioner Tony Boni Commissioner Brian D. CALL TO ORDER. Mayor McMillan called the meeting to order at 6:00 p.m. 2. OPENING INVOCATION. Pastor Tony Talavera with Sanctuary Church gave the invocation. 3. THE PLEDGE OF ALLEGIANCE. Commissioner Boni led the Pledge of Allegiance. 4. COMMUNITY ANNOUNCEMENTS. None. 5. PROCLAMATIONS/ RECOGNITIONS A. Recognizing Commissioner Tony Boni for his dedicated service to the City as Mayor,from May 2023 to May 2024. Mayor McMillan recognized Commissioner Boni for his service to the City as Mayor. He then presented him with a plaque and photographs were then taken. CC 05-20-2024/1 B. Proclaiming May 10 through May 16, 2024, as "National Police Week"; and "Peace Officers Memorial Day" in the City of Longwood. Deputy Mayor Morgan read the Proclamation and presented it to Police Department staff. Photographs were then taken. C. Proclaiming May 16 through May 22, 2024, as "American Craft Beer Week" in the City of Longwood. Mayor McMillan read the Proclamation and presented it to Hourglass Brewery. Photographs were then taken. D. Proclaiming May 20 and June 19, 2024, as "Florida Emancipation Day and Juneteenth Day" in the City of Longwood. The recipient was running late and the proclamation will be presented once he arrives. E. Proclaiming May 19 through May 25, 2024, as "National Public Works Week" in the City of Longwood. Commissioner Shoemaker read the Proclamation and presented it to Shad Smith, Public Works Director, and staff. Photographs were then taken. F. Proclaiming May 19 through May 25, 2024, as"Emergency Medical Services Week" in the City of Longwood. Commissioner Sackett read the Proclamation and presented it to Fire Department staff. Photographs were then taken. 6. BOARD APPOINTMENTS. None. 7. PUBLIC INPUT A. Presentation: McDirmit, Davis & Company, LLC will be giving a presentation on the Annual Comprehensive Financial Report (Audit) for the Fiscal Year Ended September 30, 2023. Tammy Campbell gave a presentation on the highlights of the 2023 financial report. The City complied with all the laws and regulations and there no new comments. B. Public Participation. None. CC 05-20-2024/2 8. MAYOR AND COMMISSIONERS' REPORT District#4. Deputy Mayor Morgan, on May 7, shot a promotional video for Teen Challenge. Tim Tebow will be a speaker at their upcoming fundraiser, which will be held in Orlando. He was at Longwood Elementary for Teacher Appreciation Week, representing Heroes Strong, where he is currently serving as the Vice President. He attended the Seminole County Sheriff's Office Memorial Service on May 9. He took pictures of his wife and son, who attended the Mother and Son Dance on May 9. On May 11, he attended the Longwood Babe Ruth closing ceremony. He thanked all those who were part of the board and league. He received a call from a resident asking for a bus stop across from the Longwood Police Department near Florida Avenue and thanked the city manager for addressing the concern. He attended the Lyman Jazz Festival on May 11 at Reiter Park. He wished all mothers a Happy Mother's Day. On May 13, he was at Candyland Sports Complex and Reiter Park collecting flags from the flag drop boxes on behalf of Heroes Strong. He reported that on June 14, the 6th Annual Flag Retirement Ceremony will take place at Reiter Park. On May 14, he was invited to Mercy Road, a non-profit, where he watched Commissioner Boni speak about a senior center. On May 17, he participated in a fundraiser at Nan and Pops, which hosted an Ice Cream Social to support people experiencing homelessness for the Rescue Outreach Mission. He went to Mephibo's House, a Mercy Road Initiative at Northland Church, to support their play Charlie Chocolate Factory. District#5. Commissioner Sackett has been busy with the end of the school year. He serves as the city liaison for the Lyman Boosters. Last week, the boosters had a thank you for all the teachers at Lyman High School. He also assisted with putting plaques on the new football lockers at Lyman. On May 11, he attended the closing ceremonies for Longwood Babe Ruth. He reported that in the 10U Group, the Red Sox won the championship, and his grandson is part of this team. On May 16, the seniors from Lyman and Lake Mary High School invited their 5th-grade teachers to come to school to see how they were doing and what they were going into. He attended and met about forty (40) of his former students. He reported that the Fire Department participated in the egg drop at Woodlands Elementary with their new Ladder Truck. The past weekend was the Warren Brown Tournament, and the fields looked great. He reported that the Commissioners were invited to the Longwood Elementary 5th Grade Awards Ceremony at Lyman High School on May 21. He asked if Summer Camp was full. It was confirmed that Summer Camp was full. CC 05-20-2024/3 Commissioner Sackett expressed his gratitude to Code Enforcement for promptly addressing an issue in the Devonshire subdivision. However, he voiced his concern about the recent change that requires residents to provide their names when reporting a code issue. He also stressed the need for more frequent spot checks by code enforcement. He mentioned the neglected strip of land between the street and sidewalk along West Warren and the medians along State Road 434, which require maintenance. He also pointed out the need to clean the white business signs placed around the city, which seem to be unused. Presented D. Proclaiming May 20 and June 19, 2024, as "Florida Emancipation Day and Juneteenth Day" in the City of Longwood. Mayor McMillan read the Proclamation and presented it to Alton Williams. Photographs were then taken. District#1. Commissioner Shoemaker attended the presentation of the proclamation for American Craft Beer Week to Alestone Brewing Co. since they were unable to attend the meeting. She attended the Nan and Pops Ice Cream Social fundraiser to support people experiencing homelessness for the Rescue Outreach Mission. Nan and Pops are also the key sponsors for the Longwood Historic Society Poker Tournament, which she will attend on Saturday. She spoke with a resident about her drawings, told her about the Arts and Crafts Festival and Farmers Market, and hoped she would reach out to Leisure Services. She asked if speakers could be placed outside for the upcoming Juneteenth event that will be held in the Longwood Community Building this year. She mentioned that the building can only have a certain amount of people. She attended her four hours of ethics training offered in Casselberry by the Tri-County League of Cities. District#2. Commissioner Boni thanked the commission and city attorney and gave special thanks to the city clerk for her assistance, support, and help during the past year of his service as mayor. He also thanked the city manager and the entire staff for all they do for Longwood. He expressed that it was his honor to have served as the mayor for the past year. He reported that on May 28 at 6:00 p.m., the Longwood Rotary will hold their first social at the Alestone Brewing Co., and a beer will be named for them. He invited anyone interested in learning about Rotary to attend. He also mentioned that Rotary will kick off the new school year with Longwood Elementary, the Rotary Reading Rodeo. They will read a book about horses to the first graders, bring a horse to the school, and then take a field trip to a horse ranch to experience horses. He mentioned "Be the Change Today" and working with the Longwood Historic Society Poker Tournament fundraiser on Saturday, May 25, at the CC 05-20-2024/4 Longwood Community Building. The proceeds will be used for the new roof at the Inside-Outside house. He congratulated Leadership Seminole Class 33 on their graduation. They finished their class project, which was for the Rescue Outreach Mission. He mentioned Andre Klass, who has done a great job providing computers for free and attended his Christian Tech Center Gala. He attended the Lyman Jazz Festival and the Private Business Association of Seminole County (PBAS) breakfast. He attended the closing ceremonies for Longwood Babe Ruth. District#3. Mayor McMillan wished everyone a Happy Mother's Day. He thanked the Commission for trusting him with the upcoming year's mayor position. He mentioned Commissioner Boni and the flag retirement boxes he worked to install and Deputy Mayor Morgan for his work to get the Historic Longwood sign installed at Interstate 4 (1-4), organizing the Mother and Son Dance, and Autism Inclusion Walk. He mentioned Commissioner Sackett's enthusiasm for the schools and Longwood Babe Ruth. He mentioned Commissioner Shoemaker's close relationship with Public Works and Longwood Historic Society. He noted they have all done more than he has mentioned. He pointed out that the Commission was institution-building, giving Longwood an identity. He said it was with these alive and vital institutions that they will witness the change in growing adaptations of the new businesses and technologies coming to Longwood. He also stated they have benefitted from some of the growth and housing turnover last year, with revenue increasing more than the sister cities. Progress has been made with a new fire station, water plants, and water meter systems. He mentioned that the development at Orlando Health South Seminole can be seen. The retail development surrounding that new emergency room will complement their revitalized township plaza area, where the Huey Magoo's will soon open. We just saw the rebranded Uno Mas. Also coming will be a digital billboard, where events at Reiter Park will be listed. He explained that as these projects are complete, they will envision a future for Warren Avenue from Winn Dixie to Reiter Park. Mayor McMillan attended the Seminole County Sheriff's Office fallen officer memorial service on May 15. He attended the Longwood Babe Ruth closing day ceremonies. He thanked Commissioner Boni and Deputy Mayor Morgan for attending the Rescue Outreach Mission ice cream social fundraiser at Nan and Pops. He thanked the Commission and staff who attended the presentation of the American Beer Week Proclamation at Alestone Brewing Co. He mentioned the speed checker signs that have been placed on Longwood Hills Road and feels they are a great reminder to go the speed limit. CC 05-20-2024/5 Mayor McMillan discussed his proposed change to the Commission rules. He suggested adding a section for new business that would come after the commissioners' reports for items brought up during the reports or public comment for further discussion. He went over the reasons for this requested change, underlining its potential to enhance the efficiency and effectiveness of the Commission's operations. Mayor McMillan reported on the true, good, and beautiful. For the "true," he stated 148 years ago, on May 19, 1876, Edward Warren (E.W. Henck established the first post office in Longwood. For the "good" living memory, which was depicted at the fallen officer's memorial. For the "beautiful" was visits with his family and today there were a couple of otters playing near the lake. Discussion ensued on adding a new business section to the order of the agenda and how it would be reflected on the agenda and in the minutes. Mr. Langley asked for direction on preparing the resolution to change the commission rules. The direction provided was to add a section, preferably after commission reports, for the opportunity to speak on topics brought up that were better indexed. The change would be placed on the next agenda to discuss and vote on. 9. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve the Minutes of the May 6, 2024, Regular Meeting. B. Approve the Monthly Expenditures for April 2024. C. Approve the Monthly Financial Report for March 2024. D. Acceptance of the Annual Comprehensive Financial Report (Audit)for the Fiscal Year Ended September 30, 2023. E. Approve a purchase order in the amount of$143,040 for pipe rehabilitation services provided by Inliner Solutions. F. Approve a purchase order in the amount of$64,863 to Bozard Ford for the acquisition of a 2024 Ford F-350 4x4 SD Dump Service Body Public Works Fleet Vehicle and authorize the City Manager to execute any associated documents. I CC 05-20-2024/6 Commissioner Sackett moved to approve Items 10A through 1OF as presented. Seconded by Commissioner Boni and carried by a unanimous roll call. 11. PUBLIC HEARINGS. None. 12. REGULAR BUSINESS A. Read by title only, set June 3, 2024, as the public hearing date, and approve the first reading of Ordinance No. 24-2253, which would effectively ban smoking and vaping in the City recreational parks and facilities. Mr. Langley read Ordinance No. 24-2253 by title only. Mr. Capizzi presented the Item. Discussion ensued regarding banning smoking, designating an area for smoking, signage, how this would impact the various city parks, and the citation process. Deputy Mayor Morgan moved to approve Ordinance No. 24-2253 and set June 3, 2024 as the public hearing date. Seconded by Commissioner Boni and carried by a unanimous roll call vote. B. Read by title only and adopt Resolution No. 24-1660, amending the adopted budget 2023-2024, and authorize the Finance Director to record changes in anticipated revenues and appropriations for expenditures as provided in the 2024 Mid- Year Budget Adjustments. Mr. Langley read Resolution No. 24-1660 by title only. Mr. Gioielli presented the Item. Commissioner Shoemaker moved to adopt Resolution No. 24-1660 as presented Item 12B. Seconded by Commissioner Boni and carried by a unanimous roll call vote. 13. CITY MANAGER'S REPORT Mr. Gioielli reported that the Interstate 4 (1-4) sign was up, and the logos will be changed from Seminole County to the City of Longwood. He was aware of the issues with the medians on State Road 434. The design phase was being finalized, and everything from 1-4 to Rangeline Road will CC 05-20-2024/7 be new this year. He reported on the construction for the fire department, the new Station 15, that they have been approved through the peer review process, which is a longer process, but the hope was to capture more FEMA grant funds to save money. He addressed Lake Winsor and the request from residents to plot out the area behind their property so they could have the area deeded over to them. The site survey cost is$33,000 and will be included in the budget for the next year since it was an unbudgeted item. He reported that a couple of lift stations are getting rehabbed. One is located on Wildmere Avenue, and the other is on Orange Avenue. There will be a community workshop on May 21 in the Commission Chambers from 5:30 p.m. until 7:30 p.m. to discuss the Mobility Plan and Fees and to update the Bicycle Pedestrian Master Plan. Mr. Gioielli asked the Commission for consideration in preparing a proclamation for Flag Day. There was no objection from the Commission. Mr. Gioielli reported that the Florida Department of Transportation has notified staff that the State has funded the 434 and Ronald Reagan Boulevard Intersection Project, which includes increasing the turn lanes, improving the medians, upgrading traffic signals, and repaving the roadway from Rangeline Road and U.S. Highway 17-92. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT Ms. Longo reported that City offices will be closed on Monday, May 27, in observance of Memorial Day. The Longwood VFW Post 8207 will have its Memorial Day Event on Monday, May 27, at 10:00 a.m. at the Longwood Memorial Gardens. The Mayors and Managers Group meeting will be held tomorrow, Tuesday, May 21, 2024, at 11:30 a.m. The City of Oviedo is hosting the meeting in its Council Chambers. The Longwood Elementary 5th Grade Awards Ceremony will be held tomorrow, May 21, starting at 6:00 p.m. and will be at Lyman High School. There will be a Ribbon Cutting Event on Wednesday, May 22 at 5:00 p.m. for Chipotle Mexican Grill, located at 860 W SR 434, and another on Friday, May 31 at 5:00 p.m. for Orlando Brick Co., located at 480 S Ronald Reagan Blvd., Suite 1000. 16.
