Present: Mayor Matthew McMillan Deputy Mayor Matt Morgan Commissioner Abby Shoemaker Commissioner Tony Boni Commissioner Brian D. Sackett Dan Langley, City Attorney Clint Gioielli, City Manager Michelle Longo, City Clerk David Dowda, Police Chief Judith Rosado, Financial Services Director 1. CALL TO ORDER. Mayor McMillan called the meeting to order at 6:00 p.m. 2. OPENING INVOCATION.There was no volunteer invocation speaker present at the meeting, therefore a moment of silent meditation was observed. 3. THE PLEDGE OF ALLEGIANCE. Commissioner Boni led the Pledge of Allegiance. 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. The Senior Matinee will be held on Wednesday,August 21, 2024, from 1:30 p.m. until 3:30 p.m. at the Longwood Community Building, 200 West Warren Avenue. This month's feature is Summer Camp. B. The City of Longwood and the Seminole County Sheriff's Office will host an International Overdose Awareness Day Event on Thursday, August 22, 2024,from 6:00 p.m. until 8:00 p.m., at Reiter Park, 311 West Warren Avenue. This is a free event. CC 08-19-2024/1 5. PROCLAMATIONS/ RECOGNITIONS A. District#2 Nomination of the Business Person of the Month Award for September 2024. Commissioner Boni nominated Andy Lawniczak, Owner, Precision Auto Wraps, 234 West Marvin Avenue, Longwood for Business Person of the Month for September 2024. B. Recognition of Lyman High School 100th Anniversary. Mayor McMillan read the Proclamation and then presented it to Principal Michael Hunter. Photographs were then taken. C. Presentation of the 2024 Key to the City Award to John Blum II. Commissioner Boni read a Proclamation that outlined a biography on John Blum II. He then presented him with the Proclamation and Key to the City Award. Photographs were then taken. D. Presentation of the 2024 Key to the City Award to Judi Coad. Deputy Mayor Morgan read a Proclamation that outlined a biography on Judi Coad. He then presented her with the Proclamation and Key to the City Award. Photographs were then taken. E. Proclaiming August 31, 2024,as Overdose Awareness Day in the City of Longwood. Deputy Mayor Morgan read the Proclamation and will present it to Ms. Michelle Smith with the Seminole County Sheriff's Office at the City event on August 22, 2024 at Reiter Park. 6. BOARD APPOINTMENTS A. District#4 nomination to the Parks & Recreation Advisory Board. Deputy Mayor Morgan nominated Ardelle Cheffer for appointment to the Parks & Recreation Advisory Board. Nomination carried by a unanimous voice vote. 7. PUBLIC INPUT A. Public Participation. None. 8. MAYOR AND COMMISSIONERS' REPORT CC 08-19-2024/2 District#4. Deputy Mayor Morgan thanked Mephibo's House at Northland Church for passing out backpacks on August 7 to special needs families. On August 8, he met with a resident along with the City Manager regarding an issue he had even though he was not within city limits. The meeting led to the potential of setting up a new type of car show. On August 18, Nan and Pops Ice Cream contributed a certain amount of the profits from sales on that day to the Historic Society of Longwood. He wished everyone a happy first day of school. He noted that Lyman High School celebrated its 100th Anniversary. District#5. Commissioner Sackett attended the Council of Local Governments (CALNO) meeting and reported that Longwood hosted its last meeting and had a presentation from the Longwood Fire Department related to the Multi-Patient Trauma Scenario and Entrapment Exercise. He commented on fires related to e-batteries. He attended the bell ringing at Lyman High School to celebrate the first day of school. He reported that the Lyman Boosters, which has supported sports and been around for the past eighteen (18) years, has disbanded. He attended the Florida League of Cities (FLC) annual conference in Hollywood. He filled in for the Mayor at the Florida League of Mayors meeting and reported on what was discussed. He reviewed the sessions he attended. He thanked the Police and Fire Department for the accident that involved his daughter. He noted that Lake Mary Little League plays that evening and wished them luck. District#1. Commissioner Shoemaker attended the Lyman High School 100th anniversary celebration and bell ringing. She noted that she toured the new dining hall at the school. Be the Change Foundation is hosting a Poker Tournament on September 14 at the Longwood VFW to benefit veterans. She thanked Robert Redditt and Jason Burn with the Longwood Historic Society for putting in a bike rack. District#2. Commissioner Boni congratulated Mr. Blum on his good job for the City. He attended the Lyman High School 100th anniversary celebration and bell ringing. He toured the new dining hall at the school. He attended the Florida League of Cities (FLC) annual conference in Hollywood. When he returned from the conference, he stopped by Nan and Pops Ice Cream shop to purchase ice cream to support the Longwood Historic Society. District#3. Mayor McMillan attended the Lyman High School 100th anniversary celebration and bell ringing. He toured the new dining hall at the school. Back to school was the major theme at Mayors and Managers. He attended the first Leadership Seminole class last week and missed some sessions at the Florida League of Cities (FLC) annual CC 08-19-2024/3 conference in Hollywood. He thanked Commissioner Sackett for covering Wednesday's Florida League of Mayors meeting. He spoke about the legacy project for Leadership Seminole and will discuss it further after the reports. He was interested in submitting the Lewis House project to his class. He attended the FLC conference and reported on the sessions he attended. He noted that the following day was the primary election day. He reported on the true, good, and beautiful. For the "true," he spoke about the Lyman High School dining hall and the build your burrito for $3.75. For the "good," he talked about education for Lyman High School, Leadership Seminole, and the FLC conference, where he earned his Gold Medal Certificate of Excellence from FLC University. For the "beautiful" he mentioned on his way to Lyman High School, traveling down Longwood Hills Road at Ronald Reagan Boulevard, he saw the SpaceX Falcon rocket with the sun rising in the background. 9. A. ADDITIONAL ITEMS RAISED DURING MAYOR'S AND COMMISSIONERS' REPORTS Mayor McMillan brought up the topic of the Lewis House being submitted to Leadership Seminole as an option for their legacy project. Discussion ensued and the Commission was in support of the project being submitted as an option. Commissioner Shoemaker brought up when a text message is received she emails it to the Clerk for it to be kept as an official record. B. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve the Minutes of the July 10, 2024, Work Session. B. Approve the Monthly Expenditures for July 2024. C. Approve the Monthly Financial Report for June 2024. Commissioner Sackett moved to approve Items 10A through 10C as presented. Seconded by Deputy Mayor Morgan and carried by a unanimous roll call vote. 11. PUBLIC HEARINGS. None. 12. REGULAR BUSINESS CC 08-19-2024/4 A. Read by title only and adopt Resolution No. 24-1668, adopting the annual non-ad Valorem assessment rolls for various wastewater, road paving, and neighborhood beautification assessments for the 2024 tax rolls. Mr. Langley read Resolution No. 24-1668 by title only. Ms. Rosado presented the Item. Commissioner Boni moved to adopt Resolution No. 24- 1668 as presented Item 12A. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. B. City Commission approval of a cure plan for 170 West State Road 434 for Ace Hardware. Mr. Gioielli presented the Item. Deputy Mayor Morgan moved to approve the cure plan as presented Item 12B. Seconded by Commissioner Sackett and carried by a unanimous roll call vote. C. City Commission approval of a cure plan for 201 West State Road 434. Mr. Gioielli presented the Item. Deputy Mayor Morgan moved to approve the cure plan as presented Item 12C. Seconded by Commissioner Boni and carried by a unanimous roll call vote. 13. CITY MANAGER'S REPORT Mr. Gioielli reported that the sidewalk project along Main Avenue started last week. The negotiations with the fire union continue, and another meeting is tomorrow. He noted he would send a draft to the Commission once he feels they have come to terms, which would highlight the changes. He reported on Water Plant I, which was struck by lightning, and reviewed what was being done to address the repairs. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT. Ms. Longo reported that the candidate qualifying for the 2024 General Election in Districts 1, 2, and 4 began today at noon and will end on Friday, August 23, at noon during regular business hours, 8:00 a.m. to CC 08-19-2024/5 5:00 p.m. All interested candidates must qualify during this period, and the election will be held on Tuesday, November 5. She reminded the Commission that their next meeting would be held on Wednesday, September 4, and the first public hearing for the millage and budget. The public hearings on the millage and budget are the first items addressed on the agenda after the invocation and pledge for both the September meetings. 16. ADJOURN.
