Present: Mayor Matthew McMillan Deputy Mayor Brian D. Sackett Commissioner Abby Shoemaker Commissioner Tony Boni Commissioner Matt Morgan Dan Langley, City Attorney Clint Gioielli, City Manager Michelle Longo, City Clerk David Dowda, Police Chief 111 Chris Capizzi, Leisure Services Director 1. CALL TO ORDER. Mayor McMillan called the meeting to order at 6:02 p.m. 2. OPENING INVOCATION. Pastor Gus Davies, with Northland Church gave the invocation. 3. THE PLEDGE OF ALLEGIANCE. Mayor McMillan led the Pledge of Allegiance. Commissioner Boni made a motion to have the Consent and Regular Business sections moved up on the agenda and addressed after Public Participation. Motion carried by a unanimous voice vote. 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. Annual Rotation of the Deputy Mayor. Ms. Longo announced the Rotation of the Deputy Mayor would go from District #4, Commissioner Morgan to District#5, Commissioner Sackett. CC 11-18-2024/1 B. The Senior Matinee will be held on Wednesday, November 20, 2024, from 1:30 p.m. until 3:30 p.m. at the Longwood Community Building, 200 West Warren Avenue. This month's feature is What Happens Later. C. The Longwood Arts and Crafts Festival will be held on Saturday, November 23, 2024, from 9:00 a.m. to 5:00 p.m. and Sunday, November 24, 2024, from 9:00 a.m. to 4:00 p.m. Artists and crafters will line the streets in the Historic District of Longwood located off West Church Avenue & West Warren Avenue. There will be food, beverages, and live entertainment.This is a free event and additional free parking is available at the Longwood SunRail Station Parking lots and the Orlando Health South Seminole back parking lot. 5. PROCLAMATIONS/ RECOGNITIONS A. Recognizing Commissioner Matt Morgan for his service to the City as Deputy Mayor, November 2023 until November 2024. Mayor McMillan recognized Commissioner Morgan for his service to the City as Deputy Mayor. He then presented him with a plaque and photographs were then taken. B. District#3 Presentation of the Business Person of the Month Award for November 2024 to Brett Mason and Lance Butterfield, Owner of Orlando Brick Co., 480 S. Ronald Reagan Boulevard. Mayor McMillan read a brief biography on Brett Mason, then presented him with the Business Person of the Month for November 2024. Photographs were then taken. 6. BOARD APPOINTMENTS A. District#3 nomination to the Land Planning Agency. Mayor McMillan nominated Ben Paris, 551 East Church Avenue for appointment to the Land Planning Agency Board. Nomination carried by a unanimous voice vote. 7. PUBLIC INPUT A. Public Participation. None. 10. CONSENT AGENDA A. Approve the Minutes of the November 4, 2024, Regular Meeting. CC 11-18-2024/2 B. Approve the Monthly Expenditures for September 2024. C. Approve the Monthly Financials for September 2024. D. Approval to execute Amendment No. 1 to the Landscape Construction and Maintenance Memorandum of Agreement between the Florida Department of Transportation and the City of Longwood for the maintenance of the median landscaping along State Road 434, from Rangeline Road to Raymond Avenue. E. Approval to submit a grant application for funding under HUD's Rebuild Florida Hazard Mitigation Grant Match Program (HMGMP) to cover the local match (25% of the project cost) related to the City's Public Facility (Fire Station #15) Flood Risk Reduction Project. Commissioner Boni moved to approve Items 10A through 10E as presented. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. 12. REGULAR BUSINESS A. City Commission discussion and approval of an agreement between the City of Longwood and Longwood Babe Ruth of Seminole County, Inc. for the use of the city baseball and softball fields. Mr. Capizzi presented the Item. Discussion ensued about adding two (2) softball fields and moving the tee ball field closer to the bathrooms; bathrooms at Candyland Sports Complex need updates, the number of registered players, and the contract term is two (2) years. Deputy Mayor Sackett moved to approve Item 12A as presented. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. B. City Commission discussion and approval of an agreement between the City of Longwood and Longwood Babe Ruth of Seminole County, Inc. for the use of the concession stand at Candyland Sports Complex. Mr. Capizzi presented the Item. CC 11-18-2024/3 Discussion ensued on the terms of the contract being two (2) years and if the concession stand would be available if other events were to be held. Commissioner Boni moved to approve Item 12B as presented. Seconded by Deputy Mayor Sackett and carried by a unanimous roll call vote. 8. MAYOR AND COMMISSIONERS' REPORT District#2. Commissioner Boni thanked Commissioner Morgan for attending the Mercy Road Legacy luncheon and setting up two (2) tables at the event, as well as the other commissioners for attending. He attended the Tri-County League of Cities lunch and Longwood Car Show and had Channel 9 do an FBI Elder Fraud presentation to the senior group. District#5. Deputy Mayor Sackett attended the Longwood Car Show and, on November 6, attended the Council of Local Governments in Seminole County (CALNO) at Seminole State College. The CALNO meeting was at the Student Center, which was brand new, and they learned about the collaboration they are doing with an education model and job placement. He attended a MetroPlan meeting where they discussed bicycle safety and related topics, and a new rental car project at the Orlando Regional Airport. On November 14, he attended the Tri-County League of Cities lunch meeting and met all the newly elected commissioners who were in attendance. He noted that Longwood Babe Ruth ended Saturday and had a great season. District#1. Commissioner Shoemaker missed some recent events but did attend the Heroes Strong event at Reiter Park. She mentioned she would be attending the Ladies Clay Shoot that coming Thursday. She also attended the open house for Orlando Health in Lake Mary and the Mercy Road Legacy lunch. District#3. Mayor McMillan congratulated the newly reelected Commissioners Shoemaker, Boni, and Morgan and noted a nice swearing- in ceremony at the Longwood Community Building. He reported that two initiatives on the ballot that impacted Longwood, the first being the Penny Sales Tax, were renewed, and Amendment 5 passed, which is related to homestead exemptions. He attended the Longwood Car Show and entered the beard contest. He attended the second Florida League of Cities Development, Code Compliance, and Redevelopment Policy Committee Meeting. He reported that they voted on their priorities, and it ended up being affordable housing. He attended the Heroes Strong event at Reiter Park. On Veterans Day, he was at Lyman High School for CC 11-18-2024/4 their event, then with Longwood Rotary, he heard a presentation by the Longwood Fire Department Chief Troy Feist, followed by a Veterans parade at Village on the Green. He also attended a Leadership Seminole Board meeting. For the "true," 106,702 cubic yards of debris were picked up in unincorporated Seminole County. For the "good" was mission, and he referenced the Mercy Road Legacy Lunch. For the "beautiful" was the clear weather and a beautiful moon rise over the weekend. District#4. Commissioner Morgan congratulated the newly reelected Commissioners Shoemaker and Boni. On November 6, he was a guest speaker at the Young Men of Promise at Longwood Elementary. On November 7, he was at Cascade Heights to thank the veterans. He attended the Heroes Strong event and handed out ninety-two (92) medals. On November 11, he attended the Veterans parade at Village on the Green. He attended the Mercy Road Legacy Lunch and MC the event. He thanked the City Clerk for organizing the Swearing-In Ceremony. He attended the Tri-County League of Cities lunch and met with Seminole County Commissioner Bob Dallari to discuss a bike ride for the local autism nonprofit organizations. He attended a ribbon-cutting event in unincorporated Longwood for Wekiva Hills Park. Commissioner Boni noted that the monies raised from the Poker Tournaments went towards 106 packages for overseas veterans, 480 hours of education for seniors, 90 scholarships for the Scouts, and two roofs for the Longwood Historic Society buildings. Commissioner Morgan met with Heroes Strong, and they will have the Scouts participate in the next Flag Retirement event. 9. A. ADDITIONAL ITEMS RAISED DURING MAYOR'S AND COMMISSIONERS' REPORTS Deputy Mayor Sackett commented that a resident asked about reinitiating the Caroling Group that went to the various senior living facilities. He commented that he does not have the time to coordinate. Commissioner Morgan suggested that the city offer two additional holidays to show appreciation for the staff's hard work, specifically in preparations for the hurricanes. Commissioner Boni moved to make December 23 and December 30 both additional city holidays. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. CC 11-18-2024/5 B. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 11. PUBLIC HEARINGS. None. 13. CITY MANAGER'S REPORT Mr. Gioielli commented on the issues Ms. Bohnstadt and Mr. Howard raised at a previous meeting in the Talmo Street and Ridge Street area and how the staff has diligently addressed them. He noted the concerns related to homelessness and debris, and the areas are under the jurisdiction of Seminole County and Winter Springs. Staff have helped them connect with the correct people. He noted that a letter was shared with the Commission that had been sent out to several residents related to the notification of lead and copper pipes as the Florida Department of Environmental Protection required. He reported that the Light Up Longwood Christmas light event has started, and votes will be included through December 18 for residential and commercial properties. The Community Building painting has started today and will be the same color. The Dog Park opened last Friday. They had a Community Emergency Response Team (CERT) graduation the previous week, and arrangements are being made to have a vehicle available for the group. He reported that debris removal continues and is at almost 8,000 cubic yards. He brought up that the Commission typically cancels the first meeting in January; this meeting would be on January 6, and he had confirmed with the directors that there are no plans to bring any business for consideration to that meeting as a result of the two weeks prior occur the Christmas and New Years Holiday. He noted there are no time- sensitive items, and they can wait to be placed on the second meeting in January should the Commission decide to cancel the meeting. The Commission made no decision regarding canceling the first meeting in January. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT Ms. Longo thanked Nerys Hernandez and Liane Cartagena for their assistance with preparing for the Swearing-In Ceremony. She reminded the Commission that on Friday, November 22, the City would close at noon in preparation for the 2024 Longwood Arts & Crafts Festival. The City will also be closed on Thursday, November 28, and Friday, November 29, for the Thanksgiving Holiday. She wished everyone a Happy and Safe Thanksgiving. 16. ADJOURN.
