Sackett Commissioner Abby Shoemaker Commissioner Tony Boni Commissioner Matt Morgan Dan Langley, City Attorney Clint Gioielli, City Manager Michelle Longo, City Clerk David Dowda, Police Chief Shad Smith, Public Works Director William Watts, Deputy Fire Chief 1. CALL TO ORDER. Mayor McMillan called the meeting to order at 6:00 p.m. 2. OPENING INVOCATION. Pastor Doug Hardt, with Markham Woods Seventh Day Adventists gave the invocation. 3. THE PLEDGE OF ALLEGIANCE. Commissioner Shoemaker led the Pledge of Allegiance. 4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements. A. The City of Longwood will host a Food Truck Battle and Concert in the Park on Saturday, April 12, 2025, from 4:00 p.m. until 9:00 p.m. at Reiter Park. The concert will begin at 7:00 p.m. and the band is TBA. B. The Senior Matinee will be held on Wednesday, April 16, 2025, from 1:30 p.m. until 3:30 p.m. at the Longwood Community Building, 200 West Warren Avenue. This month's feature is The Blind Side. C. The City of Longwood will play host to the 2025 Magic 107.7 Easter Egg Hunt on Saturday, April 19, 2025, from 9:30 a.m. until 12:00 p.m. The hunt will be held in the Historic District around Longwood City Hall, 175 West Warren Avenue, and will feature an egg hunt, prizes, and giveaways. Parking will be available at the SunRail Station, Downtown Longwood, and Orlando Health South Seminole Hospital back parking lot. This is a free event. 5. PROCLAMATIONS/ RECOGNITIONS A. Nomination of the Beautification Award - 2nd Quarter 2025. 4/7/2025/ 1 Mayor McMillan nominated Paddy's Pub for the Beautification Award. Nomination carried by a unanimous voice vote. B. District#5 Presentation of the Business Person of the Month Award for March 2025 to Stills Upholstery, 1206 North Ronald Reagan Boulevard, Longwood. Deputy Mayor Sackett read a brief biography on Dean Stills, then presented him with the Business Person of the Month for March 2025. Photographs were then taken. 6. BOARD APPOINTMENTS. None. 7. PUBLIC INPUT A. Public Participation. None. 8. MAYOR AND COMMISSIONERS' REPORT A. Districts#3. Mayor McMillan reported that he went to Tallahassee for Legislative Action Days with the Florida League of Cities and spoke to Representative Plakon and Senator Brodeur regarding many of the pending bills in the legislature. He said he would discuss them further towards the end of the session. He attended the Leadership Seminole After Hours event at Rock and Brews in Oviedo. He hopes that the city will continue to participate in the Leadership Seminole program. District#4. Commissioner Morgan attended the Duke Energy Neighborhood Energy Saver (NES) program on March 25 at the Longwood Community Building and said it was educational. He said that the Leadership Seminole After Hours event at Rock and Brews in Oviedo was well attended, and he hopes they will hold the event in Longwood at some point. He recognized the Fire Department for supporting Autism Awareness Month for April and the Autism Awareness initiative by selling shirts. The shirt purchases will contribute to Mephibo's House. On March 29, he complimented Commissioner Boni for the Be the Change poker tournament that was a fundraiser for the Longwood Historic Society. On April 5, he attended the Celebration of Life for Janice Pallodino, wife of former employee John Pallodino, held at the Longwood VFW Post 8207. That evening, Rescue Outreach Mission held a fundraising event on the riverboat in Sanford. He also commented on a call of the Longwood Fire Department that involved workers trimming trees and one of the firefighters getting injured while trying to assist an individual. District#5. Deputy Mayor Sackett attended the Duke Energy Neighborhood Energy Saver (NES) program on March 25 at the Longwood Community Building and said it was a thorough presentation. On March 29, he attended the Be the Change poker tournament, a fundraiser for the Longwood Historic Society. On April 5, he attended the Rescue Outreach Mission fundraising event on the riverboat in Sanford. He complimented Eric Nagowski, Public Works Engineer, for his presentation at the Council of Local Governments (CALNO) meeting on April 2 that Longwood hosted. He said he gave a presentation on stormwater and programs and did a wonderful job. He requested that something be placed in his employee file. On April 5, he attended the GR8 to DON8 5k/8k Run for Organ Donation held at Lyman High School, where almost 1,000 runners 4/7/2025/2 participated. He then attended his grandson's ball game, where he hit a grand slam. He stayed with his grandson while his daughter gave birth to his sixth grandchild, a little girl. He also reported that MetroPlan will meet with the MAC Committee on Wednesday in Lake Mary as a joint meeting to discuss the next five (5) to twenty (20) year plan. District#1. Commissioner Shoemaker attended the Be the Change poker tournament, a fundraiser for the Longwood Historic Society, on March 29. On April 5, she attended the Celebration of Life for Janice Pallodino, wife of former employee John Pallodino, held at the Longwood VFW Post 8207. She also noted that evening would be the last meeting for Mr. Gioielli. District#2. Commissioner Boni thanked everyone for attending the Be the Change poker tournament on March 29 and supporting his charity events. He attended the Duke Energy Neighborhood Energy Saver (NES) program on March 25 at the Longwood Community Building and signed up for their assessment of his home that evening. He said they did everything on the list they said they would do, and there was no cost involved. They were professional and quick, and he recommended everyone who has Duke Energy to have them come and assess their home. On April 5, he attended the Rescue Outreach Mission fundraising event on the riverboat in Sanford. 9. COMMISSION AND STAFF ADDITIONS OR CHANGES A. ADDITIONAL ITEMS RAISED DURING MAYOR'S AND COMMISSIONERS' REPORTS. None. B. ANY ADDITIONS OR DELETIONS TO THE AGENDA. None. 10. CONSENT AGENDA A. Approve the Minutes of the March 17, 2025, Regular Meeting. B. Approve the Monthly Expenditures for March 2025. C. Approve an increase in the amount of$18,268.13 to Garcia Civil Contractors, LLC, Purchase Order No. 25-00219 for additional construction services related to the South Pedestrian Corridor Project. Commissioner Boni moved to approve Items 10A through 10C as presented. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. 11. PUBLIC HEARINGS. None. 12. REGULAR BUSINESS A. Read by title only, set April 21, 2025, as the public hearing date, and approve the first reading of Ordinance No. 25-2266, amending Longwood City Code Chapter 2, Article I Prohibiting Unauthorized Access to Nonpublic Forums and Prohibiting Audio/Video Recording in areas other than designated public forums. 4/7/2025/3 Mr. Langley read Ordinance No. 25-2266 by title only. Chief Dowda presented the Item and the reasons for bringing it forward. Discussion ensued on the ordinance. Commissioner Boni moved to approve the first reading of Ordinance No. 25-2266 and set April 21, 2025, as the public hearing date. Seconded by Deputy Mayor Sackett and carried by a unanimous roll call vote. B. Read by title only and adopt Resolution No. 25-1689 which amends the Fiscal Year 2024/2025 budget and authorizes funding for the East Longwood Phase 2 Septic Tank Abatement Project ITB #23-PW-ITB-008. Mr. Langley read Resolution No. 25-1689 by title only. Mr. Smith presented the Item. Commissioner Shoemaker moved to adopt Resolution No. 25-1689 as presented 12B. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. C. Approve an increase in the amount of$9,427.59 to Barnes, Ferland & Associates (BFA) Purchase Order No. 22-00599 for additional engineering construction administration services required for the East Longwood Phase II Septic Tank Abatement Project. Mr. Smith presented the Item. Commissioner Morgan moved to approve Item 12C as presented. Seconded by Commissioner Shoemaker and carried by a unanimous roll call vote. D. Approve an increase in the amount of$415,971.23 to the Cathcart Construction Company- Florida, LLC Purchase Order No. 24-00534 for final construction services related to the East Longwood Phase II Septic Tank Abatement Project. Mr. Smith presented the Item. Discussion ensued on the Item. Deputy Mayor Sackett moved to approve Item 12D as presented. Seconded by Commissioner Boni and carried by a unanimous roll call vote. E. City Commission approval of a Professional Services Agreement between the City of Longwood and Mr. Clint Gioielli. Mr. Langley presented the Item noting the agreement would be for six (6) months. 111 Commissioner Boni moved to approve Item 12E as presented. Seconded by Commissioner Morgan and carried by a unanimous roll call vote. 4/7/2025 /4 13. CITY MANAGER'S REPORT Mr. Gioielli reported that installing the new roof at Fire Station 15 would start tomorrow. He said it had been a long process working through the financial piece of getting the roof fixed since the hurricane. He announced that Chief Dowda had promoted Lieutenant Mike Aprile to Deputy Police Chief. He noted he retired from the city of New York, has been with Longwood as a Lieutenant for several years, and earned the chief's trust. He reported that the Seminole County Sheriff's Office Domestic Security Division has noticed the large crowds at Reiter Park and Park events. With a safety concern, they offered, and the city accepted, to allow them to install eight (8) security cameras at the park at their expense. He noted it was a countywide initiative for any place that the Sheriff's Office recognizes there will be a large gathering of people. He said all of the information would be stored at the Sheriff's Office, and the Sheriff's Office would cover the maintenance, installation, and cost of the cameras. The Police Department staff would have access to the live and recorded video. Deputy Mayor Sackett asked if there were going to be signs posted to indicate there were cameras in the park. Mr. Gioielli said he would have to check into that. Mr. Gioielli said an email was sent to the Commission about the recruitment process for the city manager and that it started on April 1. He said he had seen the job posting on several websites and that the posting would close on April 30. He stated he has been working with Deputy Fire Chief Watts and reviewing several items, including the agenda meeting preparation, finance-related items, the budget, and each Commissioner's preferences and priorities. He said they were both happy with the progress. He noted they had not spent much time together before this and wanted the Commission to know, from his perspective, that the more he gets to know Mr. Watts, the more pleased he is with the decision to allow him to fill in after he retires. He shared an interesting story about the firefighter who was hurt today. He said the gentleman was on a lift two (2) or three (3) stories high, and he got stung by bees. The lift broke, so he was stuck in the air, still being attacked, and could not run away. The Fire Department responded quickly, along with the Police Department, and the firefighter put himself in danger to rush and help the gentleman. He said the firefighter was hurt more severely than the resident. Mr. Gioielli stated that this coming Friday, at 5:00 p.m., there was an employee appreciation event and a mystery dinner held at the Longwood Community Building. He shared that he appreciated the trust and respect of the directors, commissioners, clerk, attorney, and their dedication to the city. 14. CITY ATTORNEY'S REPORT. No report. 15. CITY CLERK'S REPORT Ms. Longo reported that the new public record software went live. She noted that Ms. Cartegena has helped update the city website and add the public portal for the records requests and will share the news. She said Longwood would host the next Mayors and Mangers meeting on Tuesday, April 15. The Tri-County League of Cities will offer the Mandatory Annual Training for all Florida Elected Officials in Casselberry on Thursday, April 17, from 10:00 a.m. to 2:30 p.m. for anyone who would like to attend. She said a ribbon cutting would be on Wednesday, April 9, for TDT Boxing Fitness Club at 4:30 p.m. They are located at 225 N Ronald Reagan Boulevard #103. There will also be a ribbon cutting on Thursday, April 17, for Magnolia Yoga & Wellness Center at 4:30 p.m., which is located at 111 West Magnolia Avenue. 16. ADJOURN.
