1. CALL TO ORDER. Mayor McMillan called the meeting to order at 6:00 p.m.
I2. OPENING INVOCATION. Father Daniel Hickman, with St. Stephen the Protomartyr Orthodox Church
gave the invocation.
3. THE PLEDGE OF ALLEGIANCE. Mayor McMillan led the Pledge of Allegiance.
A. Election of Mayor.
Mayor McMillan turned the meeting over to the City Attorney to conduct the Election of the
Mayor.
Mr. Langley stated the election of the Mayor occurs at the first meeting in May of every year and
is elected amongst the Members of the Commission. He opened the floor for nominations.
Commissioner Boni nominated Deputy Mayor Sackett as Mayor.
Deputy Mayor Sackett stated he accepted the nomination.
Mr. Langley closed the floor for nominations.
Nomination carried by a unanimous roll call vote.
The Deputy Mayor will rotate to District #1, Abby Shoemaker.
4. COMMUNITY ANNOUNCEMENTS. Ms. Longo read the following announcements.

A. The City of Longwood will host a "Mother & Son" Dance on Thursday, May 8, 2025, from 7:00
p.m. until 9:00 p.m. at the Longwood Community Building. Tickets are sold out.
B. The "Downtown Longwood Cruise-In" Car Show will be held on Saturday, May 10, 2025, from
5:00 p.m. until 8:00 p.m. in the Historic District of Longwood located off Church Avenue.
5. PROCLAMATIONS/ RECOGNITIONS
A. Chief Dowda to recognize Police and Fire personnel for their actions in support of a citizen.
Chief Dowda recognized Corporal Pugh and Officer Camejo by awarding them the Chief's
Commendation for their kindness and generosity. He recognized Sargent Little, Officer Sandoval,
and Fire Marshall Roberson the Community Service Award for their diligent completion of their
duties to ensure the safety and well-being of a citizen of Longwood.
B. District#1 Presentation of the Business Person of the Month Award for May 2025 to Longwood
VFW Auxiliary Post 8207.
Commissioner Shoemaker read a brief biography on the Longwood VFW Auxiliary Post 8207 then
presented them with the Business Person of the Month Award for May 2025. Photographs were
then taken.
6. BOARD APPOINTMENTS. None.
7. PUBLIC INPUT
A. Public Participation.
Patrick McFadden, 437 Sundown Trail, Casselberry. He spoke on behalf of Longwood Babe Ruth
and thanked the City for allowing them to use the fields. They have a tournament starting this
Saturday and running through the end of May. He shared that their 501 (c) (3) has been
reinstated.
8. MAYOR AND COMMISSIONERS' REPORT
A. District#2. Commissioner Boni congratulated Commissioner McMillan on his service as Mayor for
the past year. He attended the ribbon-cutting event at Wayman Place Assisted Living and noted
that it is under new management, and the place looked great. He congratulated Commissioner
Morgan and his wife, Larissa, on the Walk for Autism Awareness and Inclusion and the Longwood
Luau events. Both were great events. He attended a Home Owners Association meeting and
shared that they had complaints regarding Waste Pro and trash pickup. The complaints included
trash spilling out and not getting picked up, relocating cans, and the pickup times have changed.
He also shared that his middle daughter graduated with a nursing degree from Seminole State and
would be transferring to the University of Central Florida.

District#3. Commissioner McMillan expressed his thanks for the privilege of serving as the mayor
for the last year. He attended the Walk for Autism Awareness and Inclusion and the Longwood
Luau events, which were great. He thanked everyone who attended his mother's funeral mass.
District#4. Commissioner Morgan congratulated Commissioner McMillan on his service as Mayor
for the past year. He congratulated Mayor Sackett on his election to serve as the next Mayor. He
said that from May 4 through May 10 is the 56th Annual Professional Municipal Clerks Week and
recognized the City Clerk, Michelle Longo, for her outstanding service to the community and hard
work. He attended the grand reopening and ribbon-cutting event at Wayman Place Assisted
Living. He stated that the 3rd Annual Walk for Autism Awareness and Inclusion was a success
again this year. They handed out 500 t-shirts in the first forty (40) minutes. He thanked his wife,
Larissa, Leslie Kirschenbaum, and Barbara Beasley for all their hard work on the event. He
thanked the sponsors as well. On April 27, he was a guest speaker at The Barn for Rocking with
Autism. On May 1, he attended the Seminole County Sheriff's Office National Day of Prayer. On
May 3, he participated in the NAMI Walk at Cranes Roost Park in Altamonte Springs. He
congratulated a former Longwood Elementary teacher, Dr. Sarah Hall, who got her Doctor of
Education in Educational Leadership from the University of Central Florida. She finished her
doctorate with Straight A's, presented her research at five (5) international conferences, won
three (3) awards, and finished the degree a semester early. He attended the Longwood Luau and
thanked Horsepower Ranch and Aloha Productions for their work on the event.
District#5. Mayor Sackett attended the Walk for Autism Awareness and Inclusion and the
Longwood Luau event. He said the fields were in great shape on Saturday for the end of the
111 baseball season. He noted that at the Longwood Babe Ruth closing ceremony, they did not give
out trophies; they gave out diamond rings. The fields were not in good shape on Sunday due to
the weather. He attended the grand reopening and ribbon-cutting event at Wayman Place
Assisted Living. He mentioned that the senior residents would like a pool table; if anyone had one,
they could donate it.
District#1. Deputy Mayor Shoemaker thanked Commissioner McMillan for his service as Mayor.

10. CONSENT AGENDA
A. Approve the Minutes of the April 21, 2025, Regular Meeting.
B. Approve the Monthly Expenditures for April 2025.

C. Approve the 2025-2028 Voluntary Cooperation/Mutual Aid Agreement Governing the
City/County Traffic Enforcement Unit.
D. Approve an increase in the amount of$46,049.71 to Purchase Order No. 24-01364 for
professional engineering services related to the East Longwood Phase III Sanitary Sewer Project.
E. Approve a purchase order in the amount of$559,022.68 to Huffman Inc. dba NuWave Concrete
for citywide concrete projects.
Mayor Sackett mentioned that during his report at the May 5th meeting, he mentioned
wastewater fees, and he meant to say stormwater fees and wanted to state that for the record.
Commissioner McMillan moved to approve Items 10A and 10E as presented. Seconded by
Commissioner Morgan and carried by a unanimous roll call vote.
11. PUBLIC HEARINGS. None.
12. REGULAR BUSINESS. None.
13. CITY MANAGER'S REPORT
Mr. Watts welcomed the new mayor and thanked Commissioner McMillan for his service. He also
mentioned City Clerk's Week, thanked Ms. Longo for all her assistance, and expressed his appreciation
for her during Clerk's Week. He said he has worked with the city attorney on the draft undergrounding
ordinance to present to the Commission at a later date. He noted that the Longwood Luau brought in
over 3,000 people and was a successful event. He said fifty (50) plants were donated to the City by the
Florida Wildlife Foundation last Friday. They were planted in front of the Community Development
Building. They are Florida native plants requiring very little water and maintenance. He reported
receiving notice that a $1.2 million grant was awarded to the Fire Station 15 project. He stated that
they do not have a final approval, but it is a positive sign that they have allocated additional money
towards that project. He said there has not been a Jack in the Box restaurant in the area in over fifty
(50) years, and one will be coming to the City. Since their contract expires this year, he has also worked
with Susie at Waste Pro to determine the City's next steps. He stated they will move forward with the
recruitment and posting for a building official.
14. CITY ATTORNEY'S REPORT. No report.
15. CITY CLERK'S REPORT
A. Consider canceling the July 7, 2025, City Commission Regular Meeting.
Commissioner McMillan moved to cancel the July 7, 2025, City Commission Regular
Meeting. Seconded by Commissioner Boni and carried by a unanimous voice vote.
Ms. Longo reported ribbon cutting ribbon cutting Wednesday, May 7, for Southern Fowl at 4:30
p.m. and they are located at 851 E State Road 434. There will also be a ribbon cutting on Friday,
May 9, for Black Belt Properties, LLC and Black Belt Fire Protection, LLC at 3:00 p.m. and they are
located at 1150 North Ronald Regan Boulevard. She said there was a Council of Local

Governments (CALNO) meeting on Wednesday, May 7, at 6:00 p.m. and would be held in the City
of Oviedo. On Friday, May 9, is the Leadership Seminole Graduation lunch for Class 34, and they
would be celebrating Commissioner McMillan, who attended this class. She said she received an
invitation from Warren Brown with Longwood Babe Ruth to the 24th Annual Rookie and T-Ball
Tournament held at Candyland Sports Complex from May 14 to May 18. For the 56th Annual
Municipal Clerks Week, she thanked and acknowledged Records Coordinator, Nerys Hernandez,
for all her hard work and dedication to the Clerk's office and the City of Longwood. She said she
could not do her job without her. She also thanked the Commissioners for their continued
support. She also reported that there would be a Tri-County League of Cities Meeting on
Thursday, May 15 from 12:00 p.m. to 1:30 p.m. in Lake Mary at their Event Center for anyone that
would like to attend. She thanked Commissioner McMillan for his service as Mayor and
congratulated the new Mayor, Brian D. Sackett.
16. ADJOURN. Mayor Sackett adjourned the meeting at 6:46 p.m.
