A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
LONGWOOD, FLORIDA, ESTABLISHING A FEE SCHEDULE FOR THE
COMMUNITY DEVELOPMENT DEPARTMENT AND FOR RIGHT-OF-
WAY UTILIZATION; REPEALING RESOLUTION 23-1608; PROVIDING
FOR CONFLICTS AND AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Longwood has determined that
amendments to the City Fee Schedule are desirable;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
LONGWOOD, FLORIDA, AS FOLLOWS:
Section 1. That the following schedule of fees be established for Community
Development and Right-of-Way Utilization.
The fees to be charged for applications shall be as follows:
(1) Right-of-way utilization: Fees for all right-of-way utilization work requiring a city permit shall
be paid to the Public Works Department in accordance with the schedule stated below:
a. Inspection of utilization of right-of-way:
1. Longitudinal installations:
Basic fee $125 plus
- Cut less than 1 foot wide (per 100 feet *) $10
- Cut 1 foot to 3 feet wide (per 100 feet *) $15
- Cut greater than 3 feet wide (per 100 feet *) $20
Directional bore (per 100 feet*) $20
*or fraction thereof
2. Transverse installation
Basic fee $125 plus
Open cut—paved areas (each cut):
- Cut greater than 15 square feet $325
- Cut 15 square feet or less $125
b. Open cut unpaved areas (each cut) $125
c. Bore and jack (each operation) $125
d. Directional bore (each operation) $125
e. New overhead utilities, for non-franchised companies:

1. Basic fee for installation of poles $125
(other than repair or maintenance) plus
o Poles up to 50 feet in height, per pole $20
o Poles over 50 feet in height, per pole $20
(for Telecommunication towers see that listing)
f. Upgrade work on previously-permitted overhead utilities, for non-franchised
companies:
1. Basic fee for work on previously permitted overhead utility poles (including
the addition of intermediate poles in an existing overhead line) $75
plus
2. Charge per existing additional pole (per pole) $20
3. Miscellaneous related charges:
a) Reinspection $75
b) Direct Service Drop No charge
g. Maintenance on Existing Utilities No permit required
h. Right-of-Way Cut $45
i. Residential Driveway Construction $35
j. Commercial Driveway Construction $35
k. Other Commercial Construction $275
I. Maintenance of Traffic (MOT) Permit $250
m. Irrigation permit $50*
*per inch of pipe diameter or fraction thereof
(2) The fees for Development applications, to be paid to the Community Development
Department shall be as follows:
• Annexation
o Single Family $1,200
o All others $1,500
• Administrative Decision Appeal $600
• Conditional Use Permit
o Conditional Use (With Site Development Plan) $1,800
o Conditional Use (With Building Permit) $1,500
• Comprehensive Plan
o Large Scale Comprehensive Plan Amendment $2,200
o Small Scale Comprehensive Plan Amendment $1,300

• Development Agreement (In addition to base application fees i.e. $1,700
fees for site development plan, subdivision plan, etc.)
• Historic District (HD) in addition to other fees:
o Demolition Permit (in addition to building permit fees) $1,500
• Information Requests
o Zoning/Future Land Use Determination Letter $50
• Liquor License (Application and Inspection) $35
• Massage Therapy Application $160
• Outdoor Seating Application $100
• Paint Color Application and Inspection (Unless included in site plan) $25
• Parking Lot Improvement
o Restripe/reseal $100
o Re-surfacing $300

o Zoning Map Amendment (Other Than PD) $1,700
o Planned Development Zoning $3,000
*In situations where the actual site area is part of a larger parcel and the site area can be clearly
and appropriately delineated, the applicant may request that the site area square footage be
used in place of the parcel square footage for the purposes of generating the fee.
Section 2. Recitals. The above recitals are true and correct and are incorporated herein
by this reference.
Section 3. Repeal. Resolution No. 23-1641 shall be repealed.
Section 4. Effective Date. This Resolution shall take effect July 1, 2026.
